Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background
The project “Advanced Capacity for Accelerated Delivery Initiative” (ACADI) is implemented in partnership with the Ministry for Public Investment (MPI) with the purpose to increase MPI`s capacity to implement projects funded by loans thus ensuring timely and impactful implementation. Up to now, ACADI project has been provided with specialised expertise in the areas of project management, public procurement, finance, law, technical sciences, and administration to implement loans and blend loans with budgetary funds. MPI needs additional capacity to implement projects funded by loans. To ensure timely and impactful implementation and to indemnify the Republic of Serbia from the potential interest and charges which would appear in case of slow pace of project implementation, there is a need to establish the Project Implementation Unit.
This position will ensure results oriented, effective, efficient and accountable implementation of the Project activities and achievement of Project results
Duties and Responsibilities
The Project Analyst is responsible for day-to-day coordination of project. The Project Analyst supports the Project Manager in the implementation of the project activities, in accordance with prescribed rules and procedures and has responsibility for the coordination of the project components and activities, ensuring the synergies between the respective activities. The Project Analyst `s primary responsibility is to ensure that the project produces the results specified in the project documents, to the required standard of quality and within the specified constraints of time and cost, participate in implementation of additional project activities when requested, as well as provide other assistance to national partners as requested.
Specific responsibilities include:
1. Efficient project implementation and reporting
• Coordinate the implementation of project activities, on both organizational and substantive matters– ensuring that budgeting, planning, and general monitoring of the projects are done per the Project documents and the rules and procedures established in the UNDP Programming Manual.
• Assist Project Manager in preparation of Project Monitoring and Evaluation Plans.
• Provide assistance in procurement processes under the UNDP procedures and ensure timely involvement of local and international experts, organization of training, etc.
• Monitor expenditures and overall project progress and apply adaptive management to reflect the changing circumstances.
• Establish mentorship teams on an ad-hoc basis and as requested by beneficiaries
• Visit at regular basis and on demand teams which received financial support for implementation to monitor the project progress and clarify the related issues on the ground.
• Mobilize internal UNDP support and learning/knowledge sharing networks to support successful implementation of the innovative projects.
• Monitor the latest international and national developments related to project implementation and establish new partnerships to support project activities,
• Actively explore opportunities for new partnerships and opportunities for co-ordination and co-operation with other ongoing and planned activities in Serbia, with a focus on innovative solutions,
• Prepare draft briefs, talking points and relevant materials,
• Draft Project reports, progress reports, and financial reports,
• Draft terms of reference for consultants and project personnel,
• Coordinate respective project teams,
• Assume responsibilities in line with the Internal Control Framework,
• Participate in recruitment and evaluation panels.
2. Networking with partners and beneficiaries, support to resource mobilization
• Maintain good cooperation and coordination between national counterparts, project partners and other stakeholders.
• Maintain regular contact with beneficiaries to ensure relevance and quality of project’s outputs.
• Provide substantive advice on key issues within the scope of respective Output
• Establish record with contacts, pursue networking and information sharing and to follow up on partnership related issues
• Coordinate meetings, training sessions, conferences and public events
• Prepare official correspondence for national and international partners
• Maintain and update a database of innovators, service providers, complementary projects and available sources of funding.
3. Knowledge management
• Identify, collect and analyze policy-related, relevant information and data
• Codify and provide best practices and lessons learnt, particularly linked to the areas of capacity development and national (economic, social and human) development
• Support activities related to assessing capacities and needs of government organizations and partners, in close collaboration with national counterparts at both central and local level
• Facilitate team learning and knowledge sharing
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Project Analyst will work under the guidance and direct supervision of the Project Manager and in cooperation with the Ministry for Public Investments.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Economics, Law, International Relations or related field is required, or
- A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master`s degree.
Experience:
- Applicants with master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in public finance and public policy
Desired skills
- Experience in the field of project implementation providing project support with involving international organizations/ national governments.
- Experience in finance sector, including experience in processing loans and/or guarantees for investment projects, analyzing credit risks, structuring guarantee transactions, syndicating loans and related banking activities, broad-based bond market or guarantee operations.
- Experience in managing complex processes that include extensive communication, coordination and facilitation requirements.
- Experience in day-to-day management and decision-making for the
- credit related activities.
- Experience in partnership building at international, national, regional and local level.
- Experience with current policies and legislation on Research and Innovation.
- Experience with the EU accession process (especially the need for harmonization of legislation with the acquis relevant for Research and Innovation).
- Experience with Serbia's socio-economic situation.
- Experience in the use of computers and office software packages and handling of web-based management systems.
Languages:
- Fluency in Serbian and English is required.
