Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The project "Clean Air for Health and Green Growth in Armenia (EU4 Clean Air in Armenia)” aims to improve air quality in Armenia by strengthening national systems for monitoring, forecasting, planning, and regulatory governance. It will support targeted assessments, technical studies, and policy-aligned actions in close cooperation with national authorities responsible for air-quality management. Thus, the project will deliver three interrelated outputs, supported by a structured set of activities and sub-activities: 1) Legal framework and capacity building strengthened; 2) Air quality monitoring and management system modernized; and 3) Air quality data used more intensively by the relevant institutions and population.

A core element is the modernisation of the national monitoring network: based on EU-compliant technical specifications, at least two new monitoring stations will be procured and installed to expand coverage and improve real-time data. In parallel, the project will support the establishment of a National Reference Laboratory in line with Directive 2008/50/EC and Directive (EU) 2015/1480, including procurement of essential equipment. 

Capacity-building and awareness-raising activities will further engage institutions, youth, and civil society, strengthening technical competencies and promoting science-based decision-making for sustainable air-quality improvements.

The project will be implemented as a Joint Programme (JP) through a partnership between the United Nations Development Programme (UNDP), the United Nations Economic Commission for Europe (UNECE), the World Health Organization (WHO) as the Participating UN Agencies (PUNOs); the Environment Agency Austria (UBA), as a Non-UN Agency (NUNO). The UNDP Multi-Partner Trust Fund Office (MPTFO) will serve as the Administrative Agent, while UNDP Armenia acts as the Convening Agent.

Duties and Responsibilities

Under the direct supervision of UNDP Climate Change Programme Manager and overall guidance of the Climate, Environment and Resilience (CER) Programme Analyst, and in close coordination with PUNOs and the NUNO, the Project Analyst (Coordinator) will ensure effective, timely, and compliant implementation of the JP in accordance with the approved Description of the Action (DoA), EU contractual requirements, and UNDP rules and procedures. 

The Project Analyst (Coordinator) will perform the following functions:

Project Management and Implementation Oversight:

  • Lead the day-to-day management of the project, ensuring effective coordination and supervision of project staff, consultants, and subcontractors in line with UNDP requirements.
  • Prepare, update, and operationalize annual workplans and procurement plans, ensuring alignment with the approved Results Framework, DoA, and available budget allocations, and oversee the implementation of all project activities in full compliance with these documents, the risk management framework, and agreed timelines, taking corrective action where required.
  • Oversee the implementation of technical assistance components, including legislative and regulatory support, targeted assessments, technical studies, policy-aligned interventions, and the modernisation of the national air-quality monitoring network, in close coordination with national authorities and technical partners.
  • Ensure coherence, sequencing, and coordination across Activities 1–3 and among implementing partners, promoting synergies and preventing duplication of efforts.
  • Monitor implementation progress against agreed indicators and milestones, proactively identifying bottlenecks and proposing corrective actions where necessary.

Coordination and Partnership Management

  • Ensure close coordination with the JP team, including the Administrative Agent (MPTFO), PUNOs, and NUNO, to guarantee coherent implementation, timely reporting, and alignment with the approved Results Framework and Workplan.
  • Maintain continuous operational coordination with key national counterparts, including the Ministry of Environment, the “Hydrometeorology and Monitoring Center” SNCO, the Ministry of Health, and the Yerevan Municipality, ensuring effective implementation, technical alignment, and institutional ownership of project activities.
  • Ensure regular technical coordination among implementing partners through semi-annual technical meetings.
  • Maintain structured and continuous engagement with the EU Delegation (EUD), including bi-monthly technical meetings to provide updates on implementation progress, review risks and mitigation measures, ensure alignment with EU policy objectives and CEPA commitments, confirm compliance with EU visibility and reporting requirements.
  • Support the functioning of the Project Steering Committee (PSC), including preparation of annual progress updates, documentation, and follow-up on decisions.
  • Represent the project in PSC meetings, technical working groups, inter-agency coordination platforms, stakeholder consultations, and national or regional workshops and events, ensuring clear communication of project progress and results.

Financial Management and Operational Compliance:

  • Prepare and maintain the consolidated JP budget, reflecting allocations across PUNOs and NUNO in line with the pass-through modality.
  • Monitor financial performance and delivery rates to ensure efficient and timely utilization of EU and co-financing resources.
  • Review and validate expenditure requests, contractual arrangements, ToRs, deliverables, and payment requests to ensure accuracy, eligibility, and consistency with approved budgets and procurement plans.
  • Supervise and guide the Project Assistant in financial planning, monitoring, record-keeping, and logistical arrangements, ensuring proper documentation and audit readiness.
  • Act as the custodian of project assets, ensuring proper registration, inventory management, safeguarding, and reporting in accordance with UNDP asset management policies.
  • Ensure timely preparation of financial inputs for consolidated reporting to the Administrative Agent and the EU, in accordance with the agreed reporting schedule.

Communication, Visibility and Knowledge Management:

  • Ensure full compliance with EU and UNDP visibility and communication requirements across all project outputs, publications, digital platforms, and events, in line with the EU–UN agreement and branding guidelines.
  • Lead the development and dissemination of high-quality communication materials, including awareness campaigns, press releases, interviews, blogs, policy briefs, and public-facing digital content that effectively communicate project results and impact.
  • Promote systematic knowledge management by documenting lessons learned, case studies, technical guidance materials, and best practices, ensuring broad dissemination among national stakeholders, regional partners, and international audiences.
  • Facilitate close coordination between the Ministry of Environment, participating UN organizations, and international partners to ensure consistent messaging, strategic positioning, and effective representation in national, regional, and global forums.
  • Identify and leverage opportunities for strengthening partnerships and mobilizing additional resources through proactive communication, visibility of results, and strategic engagement with donors and stakeholders.

Monitoring, Reporting, and Quality Assurance:

  • Lead preparation of annual and final narrative progress reports of UNDP, consolidate the annual and final narrative progress reports based on submissions provided by other PUNOs, and provide these to the Administrative Agent.
  • Ensure results are monitored against the Results Framework indicators, including gender- and age-disaggregated data, and through the monitoring and evaluation plans.
  • Review technical reports, studies, and consultant deliverables for quality and compliance.
  • Support independent evaluations, as necessary.
  • Ensure alignment with national regulatory frameworks and strategic planning documents.
  • Ensure alignment with UNDP Social and Environmental Standards and Quality Assurance.

Strategic Guidance and Programme-Level Support:

  • Contribute to the CER Portfolio planning, reporting, monitoring, and quality assurance processes, ensuring alignment with broader portfolio objectives and UNDP strategic priorities.
  • Provide technical and strategic inputs to the development of new project concepts, proposals, and fundraising initiatives in related thematic areas, including air quality, environmental governance, climate, and health.
  • Identify emerging policy trends, funding opportunities, and strategic partnerships that can enhance programme impact and sustainability.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the direct supervision of the UNDP Climate Change Programme Manager and overall guidance of the CER Programme Analyst, the incumbent will ensure effective and efficient implementation of the JP through coordinated planning, execution, monitoring, and reporting of project activities.

Acting on behalf of UNDP as the Convening Agent, the incumbent will be responsible for the overall day-to-day management of the project, ensuring alignment with the DoA, Results Framework, and EU–UN contractual requirements.

The incumbent will maintain regular communication with the PSC and designated Project Assurance functions, promptly informing them of any implementation delays, operational challenges, or emerging risks.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Energy, Environment Management or relevant related field is required, or 
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • A minimum of 2 years (with master’s degree) or 4 years (with Bachelor’s degree) of relevant professional experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. 

Languages:

Fluency in English and Armenian languages is required.   

Required Skills:

  • Experience in managing projects, including design, implementation, monitoring and evaluation, as well as supervising staff.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.

Desired Skills:

  • Proven understanding of and practical exposure to the institutional framework governing natural resources management, environmental regulation, air protection and climate policy in Armenia.
  • Proven experience in development of analytical documents, research work, project proposals/concept notes.
  • Experience in networking and partnership development.
  • Prior experience with EU and UN/UNDP project management and/or implementation.

Professional Certificates: Certification in project management is an asset.
