The post is located in the Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) with duty station in Bangkok, Thailand. The Passenger and Cargo Control Programme (PCCP) operates under the Border Management Branch (BMB)/DO. The incumbent will work under the direct supervision of the Representative of ROSEAP and under the overall supervision and guidance of the Senior Law Enforcement Expert (Drug Control and Crime Prevention, Head of PCCP). Responsibilities
The focus of the PCCP is to assist law enforcement agencies to identify and inspect high-risk passengers and cargo. The Programme Officer (PCCP) will be responsible for coordinating the implementation of PCCP activities in Southeast Asia and the Pacific, in accordance with UNODC rules and regulations. The incumbent will undertake the following specific tasks: • Plan, coordinate and support the implementation of activities of PCCP in Southeast Asia and the Pacific. • Guide and coordinate the PCCP regional team towards the accomplishment of PCCP’s objectives. • Review existing border law enforcement capacity in Member States, assess the training and equipment needs and liaise with national authorities regarding the establishment and functioning of control units at ports, airports and land borders covered by the PCCP in Southeast Asia and the Pacific. • Draft Letters of Agreements and inter-agency Memoranda of Understanding in line with UNODC processes. • Contribute to planning, designing and managing appropriate responses, including capacity-building efforts, to address illicit trafficking in relevant countries. • Monitor the implementation of all activities in the region (in particular training, mentoring, exchange visits, and other capacity-building activities) and ensure the timely delivery of all products foreseen in the programme. • Contribute to the preparation of programme or project documents and reports, such as work plans, budget segments, programme/project progress, performance and/or implementation delivery reports for all PCCP countries in Southeast Asia and the Pacific and any substantive documents required by the implementation of the programme. • Liaise with Interpol, the World Customs Organization (WCO), and other relevant regional law enforcement and security fora within her/his geographic area to ensure the smooth implementation of the programme, especially with regard to their technical input, the organization of assessment missions, training, mentoring, the procurement of equipment and joint operations. • Support customs and other law enforcement authorities to achieve enhanced regional cooperation and cooperation with the private sector in PCCP participating countries. • Continuously monitor developments related to illicit trafficking of all types of commodities in Southeast Asia and the Pacific. • Support the adaption and enhancement of training materials based on new trends, challenges and country specific contexts, and with a view to incorporating new innovative technologies and digital tools. • Promote the expansion of the programme to new countries and/or airports and ports in the region through fundraising and outreach activities, including innovative proposals with other UNODC programmes and other UN agencies and in particular on matters related to points of entry/exit including land borders. • Contribute to preparations of all correspondence linked to the project in Southeast Asia and the Pacific and follow up on them. • Contribute to a variety of written outputs, working papers, reports, background papers, analyses, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits, etc. developed within the programme notably for Steering Committees and global meetings. • When required, represent UNODC and the Border Management Branch at relevant regional or international events in matters related to PCCP to monitor, analyze and advise on substantive issues related to PCCP. • In cooperation with ROSEAP management, ensure coordination with other UNODC teams and programmes active in the region to enhance synergies and complementarity of activities and mandates. • Promote UNODC’s menu of services and portfolio growth under all mandate areas. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in law, political science, criminology, security studies, or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of relevant professional work experience in the area of border management, trade supply chain security or a related area is required. At least three years of work experience with project management, technical assistance and fundraising in an international context is required. Work experience in strengthening regional cooperation relating to border management is required. Experience in researching and using innovative technologies and digital tools such as blockchain logistics platforms, artificial intelligence, open-source intelligence tools and data analytics in the context of border management is desirable. Work experience within the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable.
