Duties and Responsibilities
Organizational background The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working for a better urban future. Its mission is to promote the development of socially and environmentally sustainable human settlements and the achievement of adequate shelter for all. In October 2016, at the United Nations Conference on Housing and Sustainable Urban Development - Habitat III - member states signed the New Urban Agenda. This is an action-oriented document that sets global standards for achievement in sustainable urban development, rethinking how we build, manage and live in cities. By combining cooperation with committed partners, relevant stakeholders and urban actors, including all levels of government as well as the private sector, UN-Habitat is applying its technical expertise, normative work and capacity building to implement the New Urban Agenda and Sustainable Development Goal 11 - make cities inclusive, safe, resilient and sustainable. Mandated by the United Nations General Assembly in 1978 to address the problems of urban growth, it is an institution that is knowledgeable about urban development processes and understands the aspirations of cities and their inhabitants. For forty years, UN-Habitat has worked in human settlements around the world, focusing on building a better future for villages and cities of all sizes. Through these four decades of in-depth experience, from the highest political levels to a range of specific technical issues, UN-Habitat has acquired a unique and universally recognized expertise in all things urban. This has placed UN-Habitat in the best position to provide answers and workable solutions to the current challenges facing our cities. UN-Habitat capitalizes on its experience and position to work with its partners to formulate the urban vision of tomorrow. It works to ensure that cities become inclusive and affordable engines of economic growth and social development. Since 1995, UN-Habitat has been active in Morocco in partnership with the Ministry of National Territorial Planning, Urban Development, Housing and Urban Policy to support the government's efforts to achieve sustainable urban development. A host agreement was signed with the government of the Kingdom of Morocco in 2016, and the country office was officially inaugurated in 2021. The country programme brings together operational projects in UN-Habitat's areas of intervention, at national, regional, and local levels, aimed at achieving sustainable urban development in the country and provides technical support to the partners involved. Context Climate change is a major and pervasive concern that poses a profound threat to the economic and social development of many regions. Like other African countries, Morocco, although a low emitter of GHGs, is highly exposed to the adverse effects of climate change. This exposure combined with increased vulnerability conditions result in heavy and costly damages and losses that are likely to impact the sustainable development process. In this sense, aware of the dangers caused by climate change, and with a strong political will, Morocco has been involved in several initiatives related to climate change mitigation and adaptation. Morocco's political will has been capitalized on and structured in the form of a National Climate Plan (NCP 2030) that sets out guidelines and measures for mitigation and adaptation to climate change by 2030. The importance given by Morocco to climate change is clear in the framework of the national strategy for sustainable development (SNDD-2030) which devotes a pillar in its own right to climate change. Moreover, it should be noted that Morocco has signed and ratified several international conventions and frameworks, including the Paris Agreement. Also, in the wake of its efforts during 2021, Morocco has developed its fourth national communication, has ambitiously revised its nationally determined contribution, and is implementing its adaptation plan in a participatory and highly concerted manner. Morocco's investigations and reports on climate change clearly show that several sectors are highly threatened by the adverse effects of this phenomenon. Among these sectors is the housing sector. A recent study conducted by the Ministry of National Planning, Urban Development, Housing and Urban Policy (MATNUHPV), including the Directorate of Quality and Technical Affairs, in the region of Tangier-Tetouane-Al Hoceima has revealed that the housing sector is highly vulnerable and exposed to risks related to climate change. In this sense, a priority adaptation plan for this sector has been developed and should be implemented in close collaboration with regional actors. Considering the need for financial resources to implement the housing sector adaptation plan in the Tangier-Tetouan-Al Hoceima region, and the opportunities offered by multilateral and bilateral financing mechanisms, it was agreed to develop a project proposal to secure the necessary funding. In this context, UN-Habitat, as accredited organization from the Adaptation Fund, has supported the MATNUHPV to develop a technical proposal under the title “Strengthening the Climate Change Resilience of Urban Residential Neighborhoods in the Tangier-Tetouan-Al Hoceima Region.” Following the approval of the project concept from the Adaptation Fund board, UN-Habitat is initiating this consultancy to recruit a national consultant, who will support the development of the full Project document. Duties and responsibilities The Consultant will be responsible for the following tasks: 1. Conduct an integrated, participatory, and multi-sectoral assessment of 3 municipalities Tetouan, Chefchaouen and Al Houceima to identify the most vulnerable neighborhoods in each of the municipalities 2. Conduct site- specific risk assessments of the 3 identified neighborhoods, including identifying hazards, vulnerabilities, development of scenarios and determining adaptation actions 3. Facilitation of at least 2 regional consultation and 3 local consultation workshops in the 3 selected municipalities, involving local authorities, civil society organizations, community leaders, women and youth representatives, to ensure participatory identification of the most vulnerable neighborhoods. 4. Facilitation of 3 neighborhood-level consultation workshops with the local communities of the 3 selected vulnerable neighborhoods to comply with the environmental and social safeguards and gender policy of the AF and identify the needs and potential risks/impacts of project activities 5. Develop the implementation framework (logical framework with detailed inputs and activities), risk management, and monitoring & evaluation, the financial planning and disbursement schedule 6. Develop consolidate and finalize the full project proposal to be submitted to the Adaptation Fund. 7. Revise the project document based on comments raised by the Adaptation Fund. Reporting Line The Consultant will work under the supervision of the Head of UN-Habitat Morocco Programme in coordination with the Ministry of Territorial Planning, Housing and City Policy.
Qualifications/special skills
Advanced university degree (Masters or equivalent) in environmental science, natural resources, civil engineering, sustainable urban development, or other related fields. A first degree with 2 additional years of experience may be accepted in lieu of an advanced degree is required. A minimum of 5 years of relevant work experience in the area of climate risk/climate change is required. Proven experience working with and supporting governments and UN agencies is required. Good understanding of climate change, the human development habitat sector, environmental management, adaptation, vulnerability and impacts, and other related topics is required. Proven experience in submitting projects to donors is required. This experience may include: climate change, climate change vulnerability and risk analysis including the housing sector, climate change adaptation program formulation, coordination of multi-sectoral initiatives, development planning and budgeting, development management, public administration and other related initiatives. Excellent writing skills and experience in producing studies and analytical reports is an advantage.
Languages
An excellent command of written and speaking French, English and Arabic is required for this assignment.
