Specialist, Health Product Management, GMD - GL D - Defined Duration until December 2028
As part of the Global Fund’s mandate to combat HIV, tuberculosis, and malaria, and to strengthen health systems, over half of its investments are directed toward the procurement of health products for prevention, diagnosis, and treatment. These products are sourced through national procurement systems, the Global Fund’s Pooled Procurement Mechanism, or other international procurement agencies. Countries manage these products in line with grant agreement, national policies and legal frameworks governing public finance, health, pharmaceutical, and laboratory services.The Health Product Management (HPM) Specialist is a key member of the Country Team (CT) and reports to the HPM Manager within the regional team of the Grant Management Division. The Specialist is responsible for managing all health product-related investments within their assigned portfolios. This includes demand forecasting, planning, and ensuring that a robust enabling environment exists in countries to support the effective procurement, storage distribution, availability, and appropriate use of health products across all levels of the health care system.
The HPM Specialist’s responsibilities span the planning and oversight of all health products and systems strengthening related investments in collaboration with Supply Operations, Finance, TAP, Risk, Legal and PH&ME. This includes product selection, quantification and forecasting, procurement, supply planning, warehousing and distribution (including last mile), rational use, regulation and quality assurance, waste management, information systems, laboratory systems, pandemic preparedness and response, new product introduction, governance and systems strengthening across all these functions.
The HPM Specialist plays a central role in the grant lifecycle, contributing technical expertise to the design, implementation, and performance monitoring of grants. They contribute to all grant management processes, applying sound technical expertise to complex and strategic HPM matters, analyzing risks, and proposing solutions to support effective grant implementation and efficient use of resources to optimize impact and value for money.
The HPM Specialist will be accountable for:

• Management of risk and assurance framework in grant’s investment on health products.
Key Responsibilities
The main responsibilities of the Specialist, Health Product Management include:
Management of grant investments in health products and systems strengthening
1. Strategic Planning
- Engage with key in-country stakeholders to estimate health product needs, identify capacity and funding gaps, and support strategies to strengthen HPM systems for uptake of existing and new products in line with international normative guidelines.
- Review and validate national quantification and forecasts, and supply plans to align with programmatic targets and Global Fund allocations.
- Review and negotiate grant budgets for health product investments and cross-cutting management systems.
- In collaboration with the Specialist Supply & Demand Planning take forward mutually agreed action points from the periodic Demand and Operational Planning analyses aimed at optimizing utilization of grant funds and supporting the introduction of new products.
2. New Product Introduction and Transition
- Support implementation of the NextGen Market Shaping Strategy.
- Facilitate the design, planning and procurement of new products.
- Support programs to update treatment guidelines, Essential Medicines and Diagnostics Lists and development of roll-out plans.
- Facilitate effective transition of phase-out of outdated regimens and technologies and gradual introduction to new products and technologies to improve quality of care and service delivery.
3. Procurement and Stock Management Oversight
- Support Principal Recipients in timely order placement, delivery, and optimal use of health products to ensure consistent and continuous availability at service delivery points.
- Facilitate digitizing of logistics management information systems, stock monitoring systems to improve management of health products and reduce stock-outs and service interruptions.
- Conduct procurement and supply chain capacity assessments and procurement process reviews to ensure transparency, value for money, equity, and compliance with Global Fund and national policies.
- Troubleshoot on regular basis to support the Principal Recipients on addressing bottlenecks in procurement, delivery and other supply chain management activities.
- For grants using the Pooled Procurement mechanism, collaborate with the Specialist Procurement Management - Supply Operations to implement the prevailing PPM OPN and Operational Procedures.
- Regularly provide feedback to the Specialist Procurement Management, Supply Operation on the satisfaction level and raise issues on performance of the PPM Mechanism (including PSA Services) for relevant grants.
4. Pharmaceutical and Laboratory Systems Strengthening
- Collaborate with national stakeholders to develop and implement robust strategies to improve governance of pharmaceutical and laboratory supply chains, waste management, and pandemic preparedness.
- Support capacity building of Regulatory Authorities and elevation of their maturity level (as per WHO standards).
- Contribute to the design of national sample referral and transport systems and strengthen laboratory service delivery in close collaboration with laboratory advisers.
- Support Principal Recipients in building capacity for the use and maintenance of health equipment.
- Engage with implementers, Ministries of Health, and other stakeholders to support strategic co-financing, sustainability, and transition planning—particularly in preparation for and during grant closure and handover.
5. Management of risk and assurance framework in grant’s investment on health products
- Identify and assess risks related to health product management and implementation arrangements. Ensure appropriate mitigation measures are in place to prevent service disruptions, product quality issues, waste, and diversion, and to maintain product integrity across all levels of the health system.
- Recommend risk mitigation strategies for domestically financed procurements where relevant, to improve cost-efficiency and safeguard national program outcomes. Escalate critical HPM or service delivery risks to the Country Team and HPM Manager as needed.
- Ensure adherence to the Global Fund policies including but not limited to the Procurement Policy, Quality Assurance Policies and the Guide to Global Fund Policies on Procurement and Supply Management of Health Products, and reviewing instances of non-compliance and proposing remedial actions.
- Provide technical support and oversight into implementing Key Mitigating Actions (KMAs) from the Integrated Risk Management Tool, as well as relevant Agreed Management Actions (AMAs) from Office of the Inspector General (OIG) audits.
- Support Country Team in developing and implementing Local Fund Agent (LFA) workplans and monitor the quality and performance of LFA services.
- In collaboration with Risk and designated 2nd line functions, contribute to the definition of scope of work and monitoring of assurance providers delivery based on identified risks.
- International duty travel should not exceed 25 percent, except in exceptional circumstances, and should be based on six-monthly planning conducted by country teams that prioritize key deliverables where in-country presence is required.

Qualifications
Essential:
- Advanced university degree in pharmacy, medicine or public health.
Desirable:
- Additional training on public health, supply chain management, leadership and business management
Experience
Essential:
- Professional experience working in pharmaceutical management, procurement and supply-chain management of health products at international level, including in developing countries.
- Minimum of 5 years of experience in managing complex health product management systems, managing/mitigating risks related to health products at country, regional and/or international level.
- Experience in developing and implementing health products management related policies, operational tools, and guidance.
- Experience in developing partnerships on health product selection, uptake of new technologies, procurement and supply management matters at country, regional or international level.
- Proven track record in leading work streams or teams in multi-cultural environment.
Desirable:
- Minimum of 8 years (post university) relevant experience.
- Experience in both demand and supply side activities related to pharmaceutical management and in particular related to AIDS, tuberculosis and/or malaria.
- Knowledge of health governance and health service delivery.

Languages
- An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Portuguese, Russian, and Spanish. Knowledge of other languages would be an asset.
Technical Competencies – Health Product Management
- Demonstrated sound knowledge and expertise of pharmaceutical management good practices and international normative guidance.
- Good understanding of health system operations and legal matters that govern pharmaceutical and laboratory sector (regulation of pharmaceutical/health products, legal framework on which medical stores operate, flow of funds in health sector, policy decision making structures).
- Demonstrated knowledge and understanding of the complexity of procurement and supply chain management models for health products including demand projections and supply delivery mechanisms/models. Updated on the innovative solutions used across the sector (both public and private) to find sustainable solutions in managing supply chains for health products.
Policy Acumen
- Demonstrates ability to understand and apply policies and procedures related to grant management and apply these effectively with a variety of stakeholders.
- Capacity to take the lead in solving complex issues. Adapt policy and guidance to the reality / context.
- Capacity to design an assurance plan to verify adequate implementation of HPM activities, and corrective measures.
Leadership Competencies
- Ability to lead, collaborate and coordinate work and technical assistance at central, regional and country level with technical partners and other donors.
