BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2021, the WFP operations in Haiti have scaled-up significantly, after the Earthquake, and constantly up to a point that the security continued deteriorating over and over. Additionally, after the unfortunate looting events in Les Cayes, in September 2022, the HTCO Management decided to move the Humanitarian Hub for Logistics in Southern Region of Haiti from Les Cayes to Miragoane. Thus, logistics activities will be implemented, including the management of the new warehouse, as well as various programme initiatives, related to the CO CSP.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the Deputy Country Director supervision, the Head of Field office at Miragoane shall have the following responsibilities and accountabilities:
1. Manage and lead the Field Office Miragoane’s activities within the area of assignment to ensure timely and effective deployment of operations.
2. Oversee day-to-day logistics operations to ensure timely and cost-effective delivery of commodities, including transportation management, procurement, and inventory of goods, including the direct logistic support to the Jeremie sub office and the logistic coordination to support Western Operations of the Port au Prince Field Office;
3. Hold accountability for the deployment of Country Officer (CO) initiatives, policies and strategies in the Field Office (FO).
4. Ensure efficient use of financial and assets resources for achievement of set objectives.
5. Support the FO on security matters of WFP staff, on access to implement operations, premises and assets in the FO to verify that WFP security and safety standards are locally set and followed.
6. Collaborate with local authorities and other partners in identifying where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context specific transfer modalities (food, cash or vouchers).
7. Assist when FO develop and coordinate data gathering and monitoring systems and support conducting timely monitoring and evaluation activities in coordination with CO Units.
8. Contribute the FO when preparing accurate and comprehensive analysis and reports on WFP operations with regular and timely submission. Reviews to identify programme support requirements and inform operational planning and decisions.
9. Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
10. Develop and sustain liaison with local government authorities, international and local NGOs, UN Agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
11. Facilitate technical decisions on program management and programme convergence and integration of the WFP Programmes in the field, based on risk basis analysis.
12. Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
13. Keep the CO Management informed on social political development in the Area with proper analytical dimensions and advice on the key issues might hamper the operation.
14. Other as required.
DELIVERABLES AT THE END OF THE CONTRACT:
At the end of the present contract, HTCO Management expects the following deliverables:
• Leadership framework is applied in the FO, and training plans are developed tailored to the FO needs, as well as its implementation.
• Field Office implements the WFP activities in Miragoane effectively, and they perform their duties/tasks in a constructive manner.
• Periodic reports to CO Management are submitted.
• Support to FOs in case of force majeure events in coordination with CO-Support Services Units.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience (logistics) and/or training/courses. Experience: At least 5 years of postgraduate progressively responsible professional experience as Head of Field Office and in the logistics domain in Haiti or in other CO.
Languages: Fluency (level C) in both oral and written communication in French and the level B in both oral and written communication in English.
