In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

UNDP’s Support to Marine Plastic Litter Reduction and Waste Management

Marine debris remains a major environmental challenge in Indonesia, affecting marine ecosystems, public health, fisheries, tourism, and the broader economy. To address this issue, the Government of Indonesia issued Presidential Regulation No. 83/2018 on the National Action Plan on Marine Debris (RAN PSL), targeting a 70% reduction in marine debris by 2025 through coordinated actions across 22 ministries and agencies under the National Coordination Team on Marine Debris (TKN PSL).

Building on the progress of the National Action Plan and recognizing the need for stronger waste governance beyond 2025, the Government of Indonesia is currently discussing the revision and potential integration of Presidential Regulation No. 83/2018 on Marine Debris Management and Presidential Regulation No. 97/2017 on the National Policy and Strategy for Household Waste Management (Jakstranas). This effort aims to strengthen a more integrated waste management framework that addresses waste reduction, handling, and leakage prevention from source to sea. The national commitment is further reinforced through the National Medium-Term Development Plan (RPJMN) 2025–2029, which targets 100% waste management coverage and zero plastic leakage by 2029.

UNDP Indonesia, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, supports the Government of Indonesia in implementing the National Action Plan on Marine Debris by strengthening coordination under TKN PSL, improving monitoring and reporting systems, and supporting policy development including updated regulatory frameworks for waste management beyond 2025. In addition, UNDP promotes innovative river waste management approaches, recognizing that rivers are a major pathway for land-based waste entering the ocean. These efforts aim to strengthen data systems, enhance stakeholder collaboration, and accelerate progress toward Indonesia’s marine plastic reduction and sustainable waste management targets.
 

Duties and Responsibilities


3.1.     Support Monitoring and Reporting of the National Action Plan (NAP) on Waste Management, , focusing on the achievement of the following results: 
•    Effective review on project documents for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; and distribute project documents to relevant parties upon approval.
•    Effective support in the development and implementation of the project monitoring and reporting plan.
•    Development of  measurement methods and identify data sources for project performance and impact indicators, in conjunction with respective project component teams.
•    Effective support in the development of a consolidated annual reporting system and format for project staff, with designated sections for each project component. Support the conduct of project baseline and progress surveys (appropriate sample size, sampling survey methods, data collection procedures, verification through periodic site visits, and facilitation of necessary training).
•    Effective support to the team and project partners in organizing learning/reflection events to examine implementation challenges and identify solutions for better decision-making.
•    Effective monitoring of progress of pilot projects and report on challenges and issues faced by implementing partners/CSOs for management follow-up.
•    Effective coordination with the project team, project board, and stakeholders to support smooth monitoring processes.
•    Updated inputs in regular basis to assess overall project implementation with respect to objectives, outputs, and indicators.

3.2.Support to the effective reporting on progress of project implementation, focusing on achievement of the following results: 
•    Effective support the preparation of quarterly and annual project reports in line with donor and government requirements and ensure timely submission to the project assurance team.
•    Provision of  inputs for Project Board meetings, audits, and donor/government reporting.
•    Timely and accurate reporting of project implementation activities to donors and relevant Ministries/Agencies.
•    Effective administrative support for results-oriented reporting, including maintaining filing systems and project documentation.
•    Timely and accurate data collection and reporting for gender analysis and gender mainstreaming at project level.

3.3.Support knowledge building and knowledge sharing focusing on achievement of the following results:
•    Effective participation in trainings for project/operations staff.
•    Effective contribution  to knowledge networks and communities of practice.
•    Provision of  support in documentation, synthesis, and dissemination of lessons learned and best practices in monitoring and reporting.
•    Effective and  proper documentation of research reports, studies, and evaluations, including collection of relevant materials from government research bodies, national and international agencies, etc.
•    Effective participation in knowledge sharing on gender analysis and gender mainstreaming.

3.4.Provide support in strategic partnerships, resource mobilization, and donor coordination focusing on achievement of the following results:
•    Effective support to the analysis of donor information and maintain donor profiles and database.
•    Effective coordination and communication with donor counterparts.
•    Timely tracking and reporting on mobilized resources.

3.5.    The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:
•    Human rights and gender equality is prioritized as an ethical principle within all actions;
•    Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;

Institutional Arrangement

The Monitoring and Reporting Assistant will report directly to the National Project Manager of the Marine Plastic Litter Reduction Acceleration Secretariat and work in close coordination with the Ministry of Environment and the Coordinating Ministry of Food Affairs. The incumbent will be responsible for supporting project monitoring, data collection, results tracking, and preparation of progress reports, ensuring compliance with UNDP rules and regulations. The Monitoring and Reporting Assistant will collaborate closely with the UNDP Country Office programme and operations teams to ensure timely reporting, quality assurance, and effective project implementation.

Required Skills and Experience

Min. Academic Education
  • Secondary education is required.  Or
  • A university degree(Bachelor’s degree) in Environmental Science, Marine Biodiversity, Biology,or other related fields, or other related field would be given due consideration but it is not a requirement.
Min. years of relevant Minimum 5 years (with secondary education) or 2 years (with bachelor’s degree) of relevant experience in monitoring or reporting  or relevant areas
Required skills 

Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP

  • Strong knowledge and professional experience in environmental issues, particularly marine debris, waste management, marine ecology, and related fields.
  • Demonstrated experience in project implementation on environmental or waste management, including coordination with government institutions, cross-ministerial bodies (such as Tim Koordinasi Nasional Penanganan Sampah Laut), and key stakeholders.
  • Experience working with UNDP or other UN agencies and/or international organizations and/or major donor agencies will be an advantage.
  • Solid experience in report writing and documentation especially in the area of  environmental, marine, or waste management issues would be advantage
