SUMMARY OF THE ASSIGNED DUTIES,INCLUDING GOALS AND OBJECTIVES OF THE POST

Within the Executive Directorate Investigation Support, Cybercrime Directorate (EDIS/CD), the INTERPOL Africa Regional Senior Liaison Officer works together with member countries, private public partners, and other relevant stakeholders to:

  • Increase collaboration and strengthen relationships between law enforcement in the African region and CD.
  • Ensure activities within CD are delivered in a cohesive and consistent manner against the objectives and priorities set out by the Director and in line with the overall organizational strategic framework.
  • Support CD at relevant events at a regional level, such as Working Groups on Cybercrime.
  • Support the daily work of the Directorate, assisting in the preparation of documents, presentations or any other material related to cybercrime.
  • The incumbent will facilitate the exchange of operational and investigative information, support the coordination of operational or investigative matters, and increase cooperation between INTERPOL, CD and the Africa region.

PRINCIPAL DUTIES AND ACTIVITIES

Under the authority of the Assistant Director of Operations for INTERPOL’s Cybercrime Directorate, the Africa Regional Senior Liaison Officer will:

DUTY 1:
Promote and stimulate collaboration between CD and the Africa region, identify cooperation problems and propose solutions.

DUTY 2: 
Work together with other CD personnel in the African region, as well as regional law enforcement, to facilitate and control the exchange of personal data and other operational information.

DUTY 3: 
Identify regional cyberthreats to serve as the focus of operations and liaise with key personnel to contribute to the planning of said operations achieving the strategic, tactical, and operational aims and objectives.

DUTY 4:
At the direction of CD management, represent and/or present at relevant events in the Africa region.

DUTY 5: 
Monitor the organizational and strategic developments of the respective African Regional Bureau (RB).

DUTY 6:
Ensure planning, coordination, and implementation of projects and initiatives of CD.

DUTY 7:
Advise INTERPOL management at strategic and operational level on how to improve cooperation and/or to adapt CD priorities.

DUTY 8:
Perform any other related duties as required by the hierarchy.

QUALIFICATIONS, COMPETENCIES AND SKILLS


EDUCATION AND QUALIFICATION REQUIRED:

  • Experienced police officer, police staff or official able to demonstrate equivalent professional experience/training in the sector of police area/law enforcement agencies.
  • University degree in a relevant domain (Masters or Doctorate would be an additional asset).
  • Recognized training in forensic science, digital forensics, cyber-investigations, or other applied disciplines relevant to evidence analysis.


EXPERIENCE REQUIRED:

  • Five years’ experience in the cybercrime and law enforcement areas.
  • Experience in international cooperation and investigations.
  • Current responsibility for cybercrime-related crime investigations.
  • Demonstrated experience in forensic analysis, including the examination, preservation and interpretation of digital or physical evidence in support of criminal investigations.


LANGUAGES:

  • Fluency in English is required. Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.

ABILITIES REQUIRED:

  • Very strong communication skills, both in written and oral form.
  • High sense of diplomacy and negotiation skills.
  • Good knowledge and practical experience of international law enforcement cooperation regulations, structures and procedures.
  • Ability to work independently, as well as in teams.
  • Ability to draft high quality documents, including visual presentations.
  • Ability to develop and maintain professional network.
  • Ability to think/plan operationally and strategically and transform into new working practices.
  • May be occasionally required to work overtime, nights and weekends.
