1.Monthly Verification Report - Construction Compliance and Quality (Verification activities conducted between 01 - 15 May 2026) The assignment will include 5 days of field visits to the construction site to conduct inspections and verification activities (tentatively scheduled for 18 – 22/05/2026) The report shall include: Verification that construction works are carried out in accordance with the approved designs, technical specifications, BOQs, safety requirements, and environmental standards. Confirmation that the contractor’s works correspond to the agreed scope and contractual requirements. Site inspections assessing the quality of materials and implementation of works. Identification of any technical issues or deviations and recommended corrective actions where necessary. 2. Site inspections assessing the quality of materials and implementation of works. Identification of any technical issues or deviations and recommended corrective actions where necessary. Summary of overall construction progress and compliance status. 3.Final Construction Verification Report The assignment will include 5 days of field visits to the construction site to conduct final inspections and verification activities (tentatively scheduled for 1 – 5/06/2026). The report shall include: Verification that all construction works have been completed in accordance with the approved scope, technical specifications, and required standards. Confirmation that the contractor’s works correspond to the agreed scope and contractual requirements. Identification of any remaining technical issues or outstanding works, if applicable. Final confirmation of the completion status of the construction works.

Duties and Responsibilities

1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) Alternative Development Programme in Lao PDR supports communities in transitioning away from opium poppy cultivation toward licit and sustainable livelihoods. As part of these efforts, UNODC is supporting the development of coffee value chains in Houaphanh Province, including through strengthening the institutional and operational capacity of the Vanmai Coffee Cooperative. To further strengthen the cooperative’s role within the coffee value chain, a secondary coffee processing facility is being constructed in Xamneua District, Houaphanh Province, Lao PDR. The facility will enable the cooperative to carry out key post-harvest processing functions closer to the production areas, including storage and secondary processing of coffee. This will contribute to improving quality control, strengthening value addition at the cooperative level, and increasing income opportunities for participating farming households. To ensure that the construction works meet the required technical, safety, and quality standards, UNODC requires independent technical verification of the construction works. The assignment will therefore focus primarily on reviewing, checking, and verifying that all works carried out by the contractor are implemented in accordance with the approved designs, technical specifications, and applicable construction standards. 2. Purpose of the assignment: The purpose of this assignment is to provide engineering verification and technical review during the construction of the secondary coffee processing facility for the Vanmai Coffee Cooperative in Xamneua District, Houaphanh Province, Lao PDR. The consultant will be responsible for verifying that all works carried out by the contractor are implemented in accordance with the approved designs, technical specifications, Bills of Quantities (BOQs), and contractual requirements. The assignment will focus primarily on checking the quality and completeness of the construction works and confirming that the facility meets the required technical, environmental, and safety standards. The consultant will conduct periodic site visits and technical reviews to assess the progress and quality of the works. At the completion of the construction activities, the consultant will verify that all works have been completed in accordance with the agreed scope and technical requirements. 3. Specific tasks to be performed by the Consultant: Under the supervision of the Alternative Development Programme Team at the UNODC Programme Office in Lao PDR, namely the National Programme Officer, the consultant will be responsible for verifying and confirming that all construction works carried out by the contractor are completed in accordance with the approved designs, technical specifications, BOQs, and contractual requirements. The consultant will conduct site visits to review the construction works and assess whether the quality of materials, execution of works, and technical implementation meet the required standards. The consultant will review relevant technical documents, construction drawings, and BOQs to confirm that the works executed correspond to the approved specifications. While the assignment may include limited monitoring of construction progress, the consultant’s primary role will be to check and verify that all works are carried out correctly and that the contractor fulfills the agreed scope of work. The consultant will also identify any technical deficiencies, quality issues, or deviations from the approved designs and provide recommendations for corrective actions where necessary. Through site inspections and document reviews, the consultant will verify the progress and quality of the construction works and confirm that the facility is constructed in accordance with the required quality, safety, and environmental standards.

Qualifications/special skills

Academic qualifications: An advanced university degree (Master’s degree or equivalent) in civil engineering, structural engineering, architecture, construction management, or a related engineering field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Working experience: At least 2 years of relevant experience in on-site technical supervision or verification of civil works is required. This includes reviewing contractors’ work plans, verifying the quality of materials and construction works, and ensuring that construction activities are implemented in accordance with approved engineering designs, technical specifications, and BOQs. Experience in conducting site inspections, identifying technical deficiencies, and recommending corrective actions is required. Experience working on multi-stakeholder projects and coordinating with contractors, local authorities, and project teams is desirable. Experience supporting construction sites to comply with environmental, health, and safety standards, including contractor compliance and risk management, is also desirable. Previous experience preparing technical documentation and submitting reports to international organizations or large-scale projects is also desired.

Languages

Language: English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e. oral and written proficiency, is required. Fluency in Lao language, i.e. oral and written proficiency is required for this position. Knowledge of another United Nations official language is an advantage.
