The overall objective of UNEP’s Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment with global climate goals and the specific needs of Member States. The Climate Change Division works with Member States and partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, provision of data, information and knowledge, improving access to finance and technology, and building resilience. This post is in UNEP’s Climate Change Division, Mitigation Branch, Finance Unit, Paris duty station. The staff member will contribute to the implementation and the development of clean energy finance-related projects of the Finance Unit. Under the overall supervision of the Head of the Finance Unit, the incumbent will be responsible for the following duties:

Responsibilities

1. Project implementation and oversight for the Seed Capital Assistance Facility (SCAF) -Lead the design, planning, and implementation of complex clean energy finance initiatives, focusing on innovative, inclusive, and market-responsive financial mechanisms. -Continue the development and implementation of flagship initiatives such as the Seed Capital Assistance Facility II (SCAF II), including analysis of implementation performance, issue identification and resolution, and coordination with partners and stakeholders. - Manage thematic project components across emerging areas including renewable energy, sustainable infrastructure, energy access, sustainable cooling, gender-responsive finance, and circular economy finance. -Coordinate the review and quality assurance of outputs from implementing partners, contractors, and consultants for SCAF; recommend and guide corrective actions to ensure project efficiency and relevance. -Oversee SCAF project performance reporting (narrative and financial) for both internal UNEP systems and external donor requirements, including support to UNEP’s Project Review Committee, Project Information System, and independent project evaluations. -Produce high-quality technical and analytical outputs (e.g., reports, policy briefs, case studies, and concept notes) to inform Programme direction and partner engagement. - Provide logistical and substantive support to SCAF-related meetings, workshops, and outreach events, including agenda setting, documentation, presentation preparation, and stakeholder coordination. 2. Stakeholder engagement and partnership management - Lead engagement with multilateral and bilateral donors, DFIs, private sector actors, and UN system partners to strategically position the Unit within global clean energy and climate finance networks. - Represent UNEP’s Finance Unit in international forums, multi-stakeholder coordination groups, and policy dialogues, promoting innovative approaches to climate finance. -Facilitate the development of strategic partnerships, including negotiation and drafting of MoUs, legal agreements, and joint work plans with implementing and financing partners. -Define roles and responsibilities of collaborators; develop Terms of Reference for consultants and contractors; and lead procurement-related documentation in accordance with UN rules. 3. Resource mobilization and strategic Programme development - Lead the development of project concepts and large-scale funding proposals in collaboration with external partners, aligned with UNEP’s programmatic priorities and the evolving climate finance landscape. - Continue to develop and fundraise for SCAF III and develop the initial phases of implementation of the project in coordination with donors and implementation partners - Identify and pursue resource mobilization opportunities from traditional and emerging donors, including bilateral aid agencies, multilateral funds, and climate-focused financial institutions. - Develop and propose new areas of programmatic focus and financial innovation, including clean energy finance for industry, energy efficiency, subsidies reform, renewable product recycling, life cycle finance, and integration of civil society actors. - Provide policy and technical guidance, including financial structuring and market analysis, to support both pipeline development and strategic decision-making across the Finance Unit. - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Perform other duties as required.

Education

An advanced degree (Masters) in international relations or/and political science is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Job - Specific Qualification

A specialization in international climate law is desirable.

Work Experience

Minimum seven (7) years of international experience in climate finance with a focus on sustainable energy finance in developing country contexts and project management experience in the following regions: Sub-Saharan Africa (Chad, Togo, Benin, Mali, Liberia, Zimbabwe, Mozambique, Burkina Faso, Nigeria) Southeast Asia (Philippines, Lao, Vietnam, Myanmar, Indonesia, Sri Lanka) is required. Proven experience in supplying seed financing to energy developers and private equity funds in frontier markets in Sub-Saharan Africa and Southeast Asia for private sector mobilization, is required. Experience in managing and expanding a project preparation facility at the Green Climate Fund, is required. Experience in designing business models or incentive mechanisms to support clean energy investments in developing countries, including blended finance program, is required Demonstrated experience in project oversight, including budget management, donor reporting, and partnership coordination is required. Prior experience in proposals development for climate-focused requests for proposals, including the Mitigation Action Facility (MAF) and the International Climate Initiative (IKI) is required Prior experience in working with UNEP collaborating centers on renewable energy topics and projects, including Frankfurt School of Finance and Management and the Basel Agencies for Sustainable Energy is desirable Experience in multilateral engagement processes including G20 on energy related topics engaging with governments and partners to provide technical input into negotiation outcomes and the development of G20 Legacy Programs, is desirable Two (2) years or more of experience in data analytics or related area is desirable.

Appointment against this post is for an initial period of one (1) year and may be subject to extension.
