In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

Independent Evaluation Office of UNDP

The Independent Evaluation Office (IEO) works to enhance the development effectiveness of UNDP. IEO’s work is guided by the UNDP Evaluation Policy and the Norms and Standards of the United Nations Evaluation Group (UNEG). The IEO contributes to UNDP’s organizational accountability and learning by conducting strategic, independent evaluations and setting standards and guidelines on evaluation for the organization. 

The IEO has five Workstreams: Country Programme Evaluation; Corporate and Thematic Evaluation, Capacity Development and Decentralized Evaluation; Knowledge and Data Management and Operations and has regionalized its operations since 2023. The IEO has fiduciary responsibilities for the UN Evaluation Group Secretariat, including Travel, Procurement, Human Resources and Finances operational lines.

Scope of Work

Under the supervision of the Chief of Section, Operations, the Project Analyst provides functional support to IEO operational processes, including general administration, procurement and finances. The Project Analyst promotes a client-focused, quality and results-oriented in the Unit.

The Project Analyst works in close collaboration with the operations, programme, and projects staff in the IEO and UNDP HQs to resolve operational-related issues and exchange information when needed and indicated by the Supervisor.

The specific tasks include, but not limited to, the following:

Provides efficient operational support to operationalize IEO’s strategies in conformity with the UNDP policies and procedures 

  • Contribute to maintaining full compliance of operational processes according to UN/UNDP rules, regulations, policies, and strategies; effectively implement the Internal Control Framework.
  • Interaction with the services clusters and Treasury to ensure that payment processes are in accordance with the committed KPIs.
  • Support the Supervisor in preparing the reports for external stakeholders
  • Support the Finance Associate in preparing and/or presenting reports in the IEO, in collaboration with the rest of the Operational Team
  • Backup the Finances Associate to prepare and submit non-PO invoices when needed
  • Timely collaborate with the Finance Associate to update the monthly payment distribution datasheet to monitor the annual allocation execution
  • Backup the Travel arrangers to support Staff Members with non-travel related F10 submissions.
  • The Project Analyst will work as a member of the operations team to support the efficient and effective execution of evaluation activities included in the executive board-approved annual work plan.

Support to regional operational processes

  • Contribute to the financial design to support regionalization.
  • Support the Finances Associate in preparing the regional budgets for the office and projects and their implementation monitoring.
  • Backup the Finances Associate, organizing and inputting budget processes in Quantum when needed. 
  • Backup the Finances Associate to extract, analyze and take timely corrective actions on PO and non PO invoices with budget check errors and other problems.
  • Contribute to the preparation and presentation of reports on Finances in the IEO, in collaboration with the rest of the Operational Tea

Support the UNEG’s Secretariat

  • Support UNEG’s Secretariat by designing actions to support the  Working Groups operational requests
  • Transfer the procurement and HR request to the corresponding Focal points in the IEO’s Operations team
  • Prepare, input, monitor, and periodically report on the UNEG Budget to the UNEG Treasurer and Secretariat.
  • Prepare, input, and follow up payments instructed by UNEG supporting the UNEG secretariat.
  • As Travel arranger, support UNEG requested working missions.
  • Liaise with the Operations team to create and support Suppliers working for UNEG.
  • Conduct and present data analytics based on UNEG-related information extracted from the ERP.
  • Follow up with the UNEG secretariat to process annual contribution agreements.

Provision of logistical and administrative services

  • Support the organization of IEO organizational events in terms of payments
  • Support IEO in its overall office administration needed including coordination of deliveries,, and office purchase

Facilitation of knowledge-building and knowledge sharing

  • Organization of training for the operations, and evaluation staff on finances or other operational areas as needed.
  • Contribute to the synthesis of lessons learned and best practices in operational areas, especially in finances, procurement, and personnel support.
  • Sound contributions to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Analyst will be supervised by the Chief of Section, Operations, and will work as a member of the IEO Operational team (OT) and in close collaboration with other IEO sections.

Minimum Qualifications of the Successful IPSA

Min. Education requirements  

  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, or other relevant areas is required. Or
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.

Min. years of relevant work experience     

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional  work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two  (2) years of relevant professional experience at the national or international level in providing operational support to international programs.

Desired skills (in addition to the competencies covered in the Competencies section)  

  • Experience in using computer and office software packages, web-based data management systems; Microsoft Office Word, Advanced Excel, PowerPoint, TEAMS, SharePoint.
  • Experience using ERPs
  • Prior operational work experience at UNDP and/or UN Agency 
  • Demonstrated experience in handling time-bound large projects 
  • Demonstrated experience in customer service-related areas 
  • Experience and knowledge of UNDP’s administrative, financial and operations processes, rules and regulations, including procurement 

Required Language(s)          

  • Fluency in English is required.
  • Working knowledge of Spanish or French is advantageous
