The EIB, the European Union's bank is seeking to recruit for its Inspectorate General Directorate (IG), Evaluation Division (EV), Strategy & Outreach Unit (S&O) at its headquarters in Luxembourg, an Evaluator*.
Purpose
Evaluation is indispensable for an institution carrying out a public mandate, such as the EIB Group. It ensures the institution remains accountable and learns from experience, to continuously enhance the results and impacts of its activities. The EIB’s Evaluation Division carries out evaluations that are evidence-based, impartial and useful.
IG/EV typically undertakes complex evaluations that cover multiple countries/sectors/products, apply a combination of methods for triangulation purposes, and cover more than one OECD/DAC evaluation criteria (Evaluation Criteria | OECD). These evaluations are carried out by multidisciplinary teams including the IG/EV Evaluators and external consultants with subject matter expertise.
IG/EV also undertakes a range of transversal activities to support the EIB Group by promoting learning, the uptake of evaluation findings, and stronger results‑ and impact‑measurement processes. Transversal activities also contribute to the continuous improvement of the evaluation function by strengthening evaluation expertise and methods and reinforcing IG/EV’s role as key member of the European and international evaluation community.
As Evaluator, you will contribute to the design, implementation and dissemination of evaluations of EIB Group’s interventions, and you are expected to actively lead and/or support transversal workstreams, as relevant and needed.
Operating Network
You will report to the Head of the Strategy and Outreach Unit in the Evaluation Division of the Inspectorate General (IG/EV). Depending on the evaluation assignment, you may either work under the responsibility of a team leader or lead an evaluation. Evaluations are supervised by an Evaluation Expert and delivered under the responsibility of the Head of Division. You will interact with other teams within the EIB Group and will also have contact with external consultants and peers in relevant institutions.
Accountabilities

Participate in the various phases of an evaluation, such as design, data collection, and analysis. This will include contributing to the design of theories of change and evaluation frameworks, to the identification of evaluation methods best suited to the nature of the assessment, the triangulation of evidence and to forming evaluative judgements. This requires working both autonomously and within a team to deliver specific workstreams.

Contribute to drafting and disseminating evaluation reports and related materials, including producing clear, message-driven inputs for reports and helping to prepare tailored communication products that convey findings to different audiences.

Depending on the assignment, lead an evaluation team, which involves coordinating and overseeing the scoping and design of an evaluation, the data collection and analysis phase, and the report writing and dissemination. This includes consulting with EIB Group and external stakeholders.

Ensure that the evaluations are compatible with internationally accepted norms in the field of evaluation, while taking full account of the specificity of the EIB Group. This includes ensuring that comments from IG/EV quality assurers are adequately taken into account.

Ensure that all assessments are impartial and of a high quality, and reflect as necessary, divergent views held by EIB Group services and stakeholders.

Manage consultants, contribute to effective teamwork, represent IG/EV in a professional manner within and outside the EIB Group.

Actively contribute to, and in some cases lead, IG/EV’s transversal and strategic tasks to promote evaluation uptake and the ongoing improvement of IG/EV’s contribution to the Group’s learning.

Contribute to the follow-up of IG/EV recommendations’ implementation.

Monitor and report internally on selected EIB Group activities in areas of relevance to IG/EV’s work and/or specific evaluations.

Actively participate in internal working groups where IG/EV representation as required.

Contribute to other IG/EV activities as relevant.
Qualifications

University degree (minimum an equivalent to a Bachelors), preferably at Masters level and in a relevant field, such as Evaluation, Economics, Political Science, European Studies, Finance or Engineering.

At least 5 years of relevant professional experience, including carrying out independent evaluations and/or impact assessments, preferably for an international finance institution. Recent experience (max 2 years ago) would be a strong advantage. We would describe this as a mid-career role.

A quantitative evaluation background is required (e.g. experience with data capture and analysis via Excel and/or using relevant programmes such R and Python).

Good understanding of international standards, criteria and methodologies used in independent evaluations.

Experience developing theories of change and evaluation frameworks would be an advantage

Prior exposure to qualitative and/or quantitative evaluation methods would be an asset (for example, focus group discussions, surveys, quasi-experimental analyses).

Knowledge of the project cycle of the EIB and/or EIF operations would a plus.

In addition to the EIBG core behavioural skills, you should demonstrate analytical thinking, and the ability to apply judgement on the basis of evidence and reasoning. You should also have the capacity to think conceptually, understanding a situation by identifying patterns and addressing underlying issues by bringing facts together, and developing innovative and creative insights.

A solid coding experience (e.g. with Python or R), and/or use of AI models or PowerBI would be a strong advantage.

Excellent knowledge of English and/or French (*) with a good command of the other. Excellent writing and presentation skills (in English) are a must. A good command of other EU language(s) would also be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
