Generic responsibilities:
- Manage support staff at field office level
- Supervise day to day HR & Admin, finance, logistics and security tasks of the field office
- Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines in the field office.
- Ensure adherence to Security and Risk Management policy and procedures
- Coordinate and assist with budgets and costs for the field office’s shared costs and support functions with the field office
- Provide support to smooth project implementation at field office level
- Coordinate representation meetings with the UN, partners and authorities with field office
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Specific responsibilities:
The Field Office Coordinator will be overall responsible for the following functions:
Management of Support Functions:
•Responsible for ensuring the efficient and effective functioning of the following teams and departments: Human Resources/Admin, Finance, Logistics and IT in the Field Office
•The Field Office Coordinator in cooperation with the Area Manager shall ensure optimal use of human resources in the support department, including review funding and budget for its smooth running.
•Ensure communication and understanding of National Staff Handbook, Code of Conduct and other regulations by all staff.
•Control recruitment procedures and participate in selection panel when necessary.
•Support and advise the Area Manager for any disciplinary issues
•Ensure that all staff have their performance appraisal done and any training needs are included in the overall training plan
•Review cashboxes codification and balance before closure; review monthly cash request and monitor the level of cash flow and transfers
•Facilitate the sharing and use of office support budget among project budgets.
•Monitor the level of cash advances and support the administrator for prompt balancing
•Support logistics team in ensuring transparency of procurement especially for tenders
•Quality control on logistics procedures, including spot checks on procurement and warehousing
•Oversee and rationalize the use of fleet in line with logistics procedures and HAS risk mitigation plans.
•Support, orientate negotiations with contractors for rents and other services
Coordination and Representation:
•Representation to local authorities for programme coordination and technical agreements, access and other issues as necessary.
•Representation to other external stakeholders as necessary, in line with NRC’s responsibility to protect.
•Contextual monitoring and feedback to CO, eg via the sitreps.
Team leadership
•Provide overall leadership to the team and act as convenor for team meetings and events, as necessary.
•Act as focal point for the office (vis a vis the AO and CO) for cross thematic, staff well-being, and all office issues.
•Should be invited to contribute to performance management of staff the OIC does not directly line manage.
•Support the organization of general meetings and weekly Management Team meetings
•Support the prioritization of emergency activities.
Security management
•With the HAS Officer, ensure compliance with HAS procedures as outlined in the SRA and related documents.
•Ensure the HAS function is well resourced, and that any and all equipment or other requirements are budgeted and procured.
•Primary focal point for incident management on the ground, with support from HAS staff in the office.
•Primary focal point, with HAS and with the AM/other in copy, for authorization of local TARs.
Administration
•Ensure adherence with NRC policies, tools, handbooks and guidelines.
•Provide support to ASM in budgeting for office.
•Prepare and develop status reports as required by management.
•Support proper filing of documents. Proofread contracts before recommending signatures and make recommendations for improvements /corrections if needed
•Supervise allocation of office space in a fair and transparent manner
•Administrative support to the program staff in field office.
Professional competencies

•Bachelor’s or master’s degree in business administration or development-related field.
•At least 3 years’ experience working in support or program functions coordination in a humanitarian context
