Corporate Facility Management Consultant
1. Project Background
The Soft Facility Management Services ï¼SFMSï¼ contract of AIIB is due to expire on 31 March 2027. To ensure continuity and improvement in the delivery of property management servicesâfocusing on professional, high-quality, and cost-efficient solutionsâthe Facilities and Administrative Services Department (FAS) plans to initiate a competitive tender process in June 2025.AIIB intends to engage an experienced Corporate Facility Management Consultant to provide technical and advisory support throughout the entire procurement lifecycle. The Consultant will ensure that the tender process is conducted professionally, transparently, and in line with best practices, while also helping define service requirements and evaluation criteria.
2. Objectives of the Assignment
2.1 Expert Guidance on Property Management Provide professional advice on the full scope of property management services, including service standards, operational best practices, and industry benchmarks, to enhance efficiency, quality, and overall management effectiveness. 2.2 Tender Documentation Support Assist in the preparation and drafting of comprehensive tender documentation that is clear, complete, and aligned with AIIB policies, ensuring the procurement process is well-structured and robust. 2.3 Bid Evaluation and Recommendations Support the assessment and evaluation of submitted bids, offering professional recommendations and insights to facilitate informed decision-making and effective negotiations with service providers. 2.4 Procurement Compliance and Process Optimization Ensure that the entire procurement process adheres to AIIBâs policies and standards, emphasizing transparency, professionalism, and cost efficiency, while optimizing timelines and resource utilization.
3. Scope of Services
3.1 Service Requirement AssessmentConduct customer satisfaction surveys and systematically review existing SFMS service scopeï¼Including cleaning, reception, conferences, Landscaping Servicesï¼building tours, and general admin (office supplies, mail, and event support) and operational data to gain a thorough understanding of Organizational and staff needs and expectations regarding the services. Based on this analysis and aligned with market benchmark service standards, accurately define and position the strategic objectives, service scope, and quality standards for the Clientâs property management operations.3.1.1 Review of current SFMS contract and performance. 3.1.2 Conduct a gap analysis of existing services against international best practices. 3.1.3 Identify critical service requirements, including sustainability, efficiency, and cost-effectiveness. 3.1.4 Prepare a detailed âService Requirement Reportâ summarizing findings and recommendations. 3.2 Support for the Tendering of the SFMS Provider3.2.1 Prepare the Request for Proposal (RFP) and detailed Technical Specifications for the PMSS contract, incorporating operational requirements, service scope, service standards, compliance obligations, and alignment with the Clientâs strategic objectives.3.2.2 Develop clear, measurable, and benchmarked service-level indicators (SLIs) and performance standards for SFMS (e.g., cleaning, reception, and admin support services), providing objective criteria for monitoring service quality and ensuring contract compliance.3.2.3 Develop a fair, transparent quantitative evaluation framework and scientific scoring methodology. Key evaluation dimensions include vendorsâ technical feasibility, operational capabilities, relevant project track records, financial competitiveness, and risk mitigation strategiesâensuring the selected vendor meets long-term operational needs.3.2.4 Technical Proposal Assessment: Support the Client in evaluating vendorsâ technical proposals, providing a detailed Technical Proposal Evaluation Report that highlights strengths, gaps, and alignment with the Clientâs requirements.3.2.5 Clarification Support: Support in preparing targeted clarification questions for shortlisted vendors and participating in clarification meetings to resolve ambiguities and verify vendor capabilities.3.2.6 Contract Negotiation Assistance: Support the Client in negotiations with the preferred vendor, focusing on key contractual clauses such as KPIs, pricing mechanisms, service standards, reporting requirements, and performance review procedures, ensuring the contract clearly defines rights, responsibilities, and shared risk management.3.3 Support for New Contract Initial OperationsProvide advisory support in reviewing and validating the service providerâs mobilization plan prior to commencement of operations, and assist in the development, implementation, and management of standard operating procedures (SOPs) for SFMS.

4.1 The Soft Facility Management Services Needs Assessment ReportA comprehensive analysis of the Bankâs Soft Facility Management Services requirements, including current service conditions, projected demand, and key considerations for the operation of all property soft services (e.g., cleaning, reception, and administrative support). The report will identify gaps, benchmark industry best practices, and provide recommendations to inform the design of service standards, staffing, and operational procedures for the new contract.4.2 SFMS Service Provider Tender Documents, Evaluation Criteria, and Contract Review CommentsComplete bidding documentation, including the draft Request for Proposals (RFP), evaluation criteria, scoring methodology, and professional input on key contractual terms and conditions.4.3 Initial Operations Assessment and Optimization Recommendations ReportAn evaluation of the SFMS service providerâs initial operations, with practical recommendations for performance improvement, service quality enhancement, and long-term operational optimization.

Qualification Requirement
1 Minimum 10 years of experience in property management consultancy, including advising on international tendering processes. 2 Proven experience in drafting tender documentation, evaluation frameworks, and contract negotiation in property management or related services.3 Familiarity with international best practices in property management, sustainability standards, and performance-based contracts. 4 Excellent communication, coordination, and report-writing skills in English.5 Possession of professional certifications in the property management field, such as IFMA, CoreNet or equivalent qualifications.6 Neither the individual nor his/her immediate family members have been employed by any prospective bidding entity within the past five years.
