Finance Data Consultant

1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is strengthening its data management and governance framework to support data-driven decision-making, enhance data quality, and ensure consistency across business functions.Within this context, the Office of the Controller (CTL) plays a critical role in financing data management, covering loan operations, financial reporting, and related business processes. To support ongoing data governance initiatives and strengthen alignment between business and enterprise data governance functions, CTL seeks a Data Governance Consultant.

2. Objectives of the Assignment

The objective is to support CTL in actively contributing to and shaping Bank-wide data governance initiatives, while ensuring strong alignment between business data requirements and the Bank’s data governance frameworks.The consultant will act as a liaison between CTL business functions and the central data governance team, contributing to data standardization, quality improvement, and governance practices.

3. Scope of Services

A. Data Governance Participation• Actively participate in Bank-wide data governance discussions, working groups, and initiatives• Represent CTL’s business perspective in enterprise data governance discussions• Contribute to the formulation and refinement of data governance frameworks, policies, and standardsB. Data Definition and Standardization• Support the definition, clarification, and documentation of key data terms and business rules• Ensure alignment of CTL data definitions with enterprise-wide standards• Follow up on agreed actions related to data term governance and implementationC. Data Quality and Health Initiatives• Contribute to data health check initiatives, including identifying data quality issues and root causes• Support the design and implementation of data quality rules and monitoring mechanisms• Collaborate with relevant teams to track and resolve data issuesD. Business Engagement and Analysis• Acquire understanding of CTL business processes, particularly in financing operations (e.g., loan management, disbursement, repayment)• Translate business requirements into data-related requirements and governance inputs• Provide business analysis for data initiatives, bridging business needs and technical executionE. Coordination and Stakeholder Management• Liaise between CTL, IT/Data teams, and other stakeholders to ensure effective communication and alignment• Support coordination of cross-functional data initiatives• Facilitate discussions and follow-ups to drive progress on data governance actions

Qualification Requirement

• Minimum 8 years of relevant experience in banking, financial institutions, or multilateral development banks (MDB is a plus)• Experience in data management, data governance, or information management• Business analysis experience within financing or operational domains• Technical and functional Skills- Strong understanding of banking/financing data, especially loan lifecycle concepts- Proven experience in data governance frameworks, data quality management, and data standardization- Ability to bridge business and data/IT perspectives effectively- Experience in defining data terms, business rules, and data lineage is highly desirable• Master’s degree or above in Finance, Information Management, Data Management, Business Analytics, or related fields• Strong analytical and problem-solving skills• Ability to quickly understand complex business processes• Excellent communication and stakeholder management skills• Ability to work independently in a cross-functional and multicultural environment• Excellent written and spoken English is required
