Call for Proposals: Hiring of Consultant(s)/agency for a mid-term/strategic evaluation for a Brot für die Welt (Bread for the World) supported Project

Project: “Recognition and Realization of the Rights of Communities Discriminated on Work and Descent (CDWD)”

1. TIP is a nonprofit organization dedicated to advancing the rights of communities discriminated on work and descent (CDWD) and to raising awareness of these issues at national, regional and international levels.

The 3-year project, aims to advance international recognition and protection of communities discriminated on work and descent. The project operates across four regions: Asia, Africa, Latin America and Europe, and at national, regional and global levels. This evaluation is commissioned as a mid-term/strategic evaluation to assess progress, effectiveness and future direction.

2. Purpose and Objectives of the Evaluation
The purpose of the evaluation is to: assess the progress, identify strengths, gaps and lessons learned

3. Key Evaluation Questions
The evaluation will be guided by the following criteria:
1. Relevance
2. Coherence
3. Effectiveness
4. Efficiency
5. Impact
6. Sustainability
Cross-cutting Issues

4. Evaluation Design and Methods
The evaluation should follow internationally recognised standards, particularly the OECD-DAC evaluation criteria.

5. Evaluation Process and Timeframe
The evaluation is expected to be conducted over a period of 60 Days, starting from 1 May 2026.

6. Expected Deliverables
The evaluator(s) is expected to submit:
1. Inception Report
2. Detailed methodology, evaluation framework and work plan
3. Draft Evaluation Report
4. Final Evaluation Report

All reports should be submitted in English.

7. Qualifications of the Evaluator(s)
The evaluator(s) should have:
●     Proven experience in evaluating international development or human rights programmes
●     Strong understanding of UN systems, human rights mechanisms and advocacy processes
●     Experience working on issues related to discrimination on work and descent, social exclusion and rights of individuals
●     Expertise in qualitative and participatory evaluation methodologies
●     Experience working across multiple regions is desirable

8. Interested evaluator(s) should submit:
A Technical Proposal, including:
1. Understanding of the assignment
2. Proposed methodology and approach
3. Work plan and timeline
4. A Financial Proposal, including:
a). Detailed budget
5. Curriculum Vitae(s)
6. Sample of previous evaluation work

9. Selection criteria for the award of the contract
Proposals will be assessed based on the following criteria:
1. Quality of the Technical Proposal (40%)
2. Qualifications and experience of the Consultant(s) (30%)
3. Financial Proposal / Cost (30%)
