Duties and Responsibilities

I. ORGANIZATIONAL SETTING The CEB Secretariat is an inter-agency entity responsible for supporting the work of the CEB, the longest-standing and highest-level coordination forum of the United Nations system in the areas of programme and management. The CEB is chaired by the UN Secretary-General and is composed of the chief executives of organizations of the UN system. The Secretariat is co-located in New York and Geneva, and the Chief of the CEB Secretariat in Geneva serves as Secretary of the CEB’s High-Level Committee on Management (HLCM). II. BACKGROUND The CEB Secretariat manages the most established and comprehensive data consolidation platform containing both financial and personnel data from the entire UN-system; this data is collected annually using statistical questionnaires. The CEB Secretariat has worked over the recent years to continually improve the quality and comprehensiveness of the financial data collected. Most notably, the HLCM pioneered a joint initiative with the UN Sustainable Development Group (UNSDG) to address the need for improved UN system-wide financial data, whereby entities from across the UN system collectively worked to develop a set of data standards for UN System-wide reporting of financial data. This “data cube” initiative responded to the need for the publication of timely, harmonized, and verifiable data on funding flows system-wide, aligned with the Sustainable Development Goals, as called for by Member States1, as well as the UN Secretary- General in his reform initiatives. The Finance and Budget Network (FBN) approved a UN Data Cube strategy to guide implementation of the Data Cube initiative for the period 2022-2025, which was subsequently extended by the FBN for one year until 31 December 2026. The Strategy strives to leverage the Data Cube’s full potential in support of the Secretary General’s Data Strategy, the Quadrennial Comprehensive Policy Review (QCPR), the Funding Compact and Grand Bargain, and, ultimately, the 2030 Agenda. Building on the progress made so far, the following duties and responsibilities have been identified as the highest priorities in continuing the progress of the data cube initiative and UN system financial statistics. III. DUTIES AND RESPONSIBILITIES Under the overall guidance of the HLCM and FBN Secretaries, the advisor will provide advice on an as-needed basis throughout the contract period to strengthen the strategic direction and impact of UN system financial data and on the future direction of UN system financial reporting and data analysis. Strategic leadership and advice on CEB UN system-wide financial data In consultation with the HLCM and FBN Secretaries: • Consider important developments in the UN’s internal and external environment that should be considered in the development of a new Data Cube strategy or extension of the current strategy, and provide recommendations on related CEB Secretariat priorities for improving UN system-wide financial data, and next steps. • Provide strategic guidance for UN system consultations on UN system-wide financial data to be carried out by the CEB Secretariat in Q2 and Q3 of 2026, with a view to either extend the Data Cube strategy or explore a new strategy. • Provide strategic advice regarding partnerships with IATI, TOSSD and/or OECD reporting frameworks, including the Sevilla Platform for Action Interoperability project to ensure that CEB data sets remain aligned with IATI, OECD and TOSSD. • Make recommendations on translation of the HLCM Secretariat’s data vision into a practical transformation plan. • Provide strategic inputs on technical matters and advise on other related matters as required.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in business administration, finance, budget, accounting, or related field. A first-level university degree in combination with at least two years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 15 years’ experience in international organizations with senior-level management responsibilities in Finance, Budget, Accounting, Administration, or related area, of which a minimum of 5 within the United Nations System or comparable international organizations is required. Knowledge of the UN system and good understanding of the multilateral and bilateral development system is required. Experience working with more than one UN agency and leading inter-agency operations, as well as establishing partnerships is desirable.

Languages

Fluency in English (both oral and written) is required. Knowledge of another UN language is desirable.
