PROJECT BACKGROUND

GGGI's program in the Pacific supports green growth and climate action across different sectors in six GGGI members countries - Fiji, Kiribati, Papua New Guinea, Tonga, Solomon Islands and Vanuatu - as well as other partner countries in the Pacific.

In partnership with respective government entities GGGI is co-executing and providing technical support to three E Mobility projects, covering Fiji, Solomon Islands and Vanuatu. The projects are funded by the Global Environment Facility (GEF) supported by United Nations Environment Programme (UNEP) as the implementing agency.

The projects aim to support the transformation of land transport sector in the three countries toward net-zero greenhouse gas (GHG) emissions while reducing other transport-related pollutants through the environmentally sound use and management of electric vehicle (EV) technologies.

Key components of the E-Mobility projects designed in different national contexts and need, they include:

  • Strengthening enabling conditions through improved policies, regulatory frameworks, and enhanced inter-sectoral coordination within government;
  • Developing and implementing integrated Sustainable Urban Mobility Plans (SUMPs) and Non-Motorized Transport (NMT) strategies to guide a coordinated shift toward low-carbon, inclusive, and safe urban mobility;
  • Generating practical experience in the financing of electric vehicles and developing financial instruments to support their uptake;
  • Building human and institutional capacities among policymakers, service providers, and financial institutions to support effective implementation of the transition; and
  • Conducting awareness-raising and capacity-building activities to support increased uptake of electric vehicles and sustainable transport actions.

POSITION SUMMARY 

The Finance and Administration Associate will contribute to the effective delivery of the three E-Mobility projects in Fiji, Solomon Islands and Vanuatu by supporting both operational functions and technical coordination. This includes financial and procurement management, administrative and logistical support, and direct coordination of technical deliverables that contribute to project implementation. This includes coordination and management of national stakeholders for capacity building, regional peer learning and knowledge exchange on sustainable transport and electric mobility policies. The position will work closely with the chief technical officer, in-country coordinators, country teams, the GGGI Pacific and HQ team, relevant government counterparts, consultants, and service providers to ensure smooth execution of project activities in compliance with GGGI and donor requirements.

The position will be based at the GGGI’s Pacific Regional Office in Suva, Fiji and will report directly to the Senior Officer - Sustainable Transport, Pacific as the Chief Technical Advisor (CTA) at GGGI.


PURPOSE

Reporting directly to the CTA at GGGI, the role will lead the coordination of administrative and technical aspects of the project.

The position will:

  • Support day-to-day operations of the E-mobility projects in administration, finance, procurement and logistics.
  • Coordinate the logistics and organization of capacity building activities such as training workshops, peer exchanges, webinars and consultations, including travel arrangements.
  • Provide administrative and travel support for project team members, consultants, and national stakeholders in all three countries.
  • Ensure project reporting processes are compliant with GGGI and GEF/UNEP requirements, including procurement, documentation and reporting standards.
  • Maintain efficient record keeping of project activities, including reports, and meeting minutes, office systems, and financial monitoring for the project.
  • Support the implementation of project visibility and outreach activities to develop and disseminate communication materials.
  • Support national government counterparts of respective countries.
ENGAGEMENT
  • Liaise with the project team and Finance and Corporate Services team of GGGI to support implementation of project activities.
  • Serve as a focal point for logistics coordination with vendors, training institutions, travel agents and service providers.
  • Engage with participants and stakeholders for smooth delivery of training events, workshops, and other capacity building interventions.
  • Support communication and coordination with the government partner and GGGI’s regional and HQ operations teams.
DELIVERY

Finance and Procurement:

-       Prepare project budget planning, financial monitoring and reporting.

-       Coordinate purchase requisitions, process payments and track expenditures.

-       Manage local procurement processes in line with policies.

-       Maintain documentation for audit readiness.

Administration and Travel Support:

-       Manage administrative tasks and office operations.

-       Coordinate recruitment and contract administration.

-       Process travel requests/claims and ensure efficient arrangements.

-       Assist with progress updates and donor reports.

REQUIREMENTS
Qualifications:
  • Bachelor’s degree in business administration, finance, accounting, economics, management, public policy, international development, or related field.
  • At least 3 years of relevant experience in administration, finance, and/or project coordination.
  • Experience organizing events and consultations.
  • Familiarity with financial reporting, procurement, and budgeting procedures.
  • Strong IT skills, especially in Microsoft Office suite, and familiarity with online collaboration tools. Enterprise Resource system experience is a plus.
  • Excellent English communication skills.
  • Must be a Fijian citizen or legally authorized to work in Fiji.

WORKING CONDITIONS

The Finance and Administration Associate is an G6 national grade level in GGGI's salary scale. For G6 national grade, the base salary starts from USD 19,798. Determination of base salary is subject to the candidate's experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
