OB TITLE: Programme Policy Officer - Integrated Response

BACKGROUND AND PURPOSE OF THE APPOINTMENT:
Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience. To be effective in this mandate WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner.
In 2012 WFP launched its largest humanitarian response operation to address the food needs of Syrian refugees in Jordan. Since then, WFP has been providing food assistance to vulnerable groups on monthly basis to secure a stable access to food and stabilize their food security. Within the framework of its Country Strategic Plan 2023-2027, WFP continues to provide food assistance to the most vulnerable refugees, however at reduced Levels in terms of number of beneficiaries and transfer value. Considering the funding constraints and the political shifts in Syrian in December 2024, WFP is currently providing food assistance to approximately 85,000 refugees in camps with a monthly transfer value of JOD 15 ($21) per person.
The Syrian refugee’s situation in Jordan is an evident case of complex and protracted spillovers of a man-made crisis which has demonstrated the need for an integrated response approach to support the transition from addressing humanitarian needs to enhancing self-reliance.
As WFP continues to provide humanitarian food assistance to vulnerable refugees, it is also working to reduce the need for direct aid. WFP is seeking to promote self-reliance of vulnerable and enable them to better withstand shocks. The approach aims for those previously reliant on humanitarian aid to become no longer in need of direct aid. WFP is currently implementing a resilience-strengthening program to foster self-reliance of refugees. WFP’s primary focus under this program is to equip refugees with transferable vocational skills which can increase their opportunity for waged or self-employment, whether they return back to Syria or remain in Jordan.
To that end, WFP Jordan intends to hire a National Programme Policy Officer - Integrated Response (PPO) to lead on the implementation, of WFP’s integrated humanitarian response in Jordan that aims to address the immediate needs of crises affected population while promoting their self-reliance and capacity to withstand shocks. The PPO will work under the guidance and supervision of the Programme Policy Officer for Emergency Preparedness and Response (PPO-EPR) at Country Office level and will perform the following responsibilities:
ACCOUNTABILITIES/RESPONSIBILITIES:
Programme Implementation
The PPO will lead the implementation of WFP’s integrated response interventions including direct food assistance and self-reliance promotion. More specifically, the PPO will:
1. Support WFP’s joint strategic dialogue with UNHCR and other relevant agencies on the refugee response including sustainable solutions, through identifying relevant analysis, advocacy points, evaluations, and other relevant areas.
2. Lead the day-to-day on the implementation of food assistance and self-reliance promotion interventions, including managing and monitoring activity budgets.
3. Represent WFP in relevant external coordination forums, including the Economic Empowerment Working Group.
4. Build and maintain effective operational relationships alliances with Government of Jordan, private sector, national partners, international organizations aimed at further strengthening Jordanians and refugees’ durable solutions and economic opportunities.
5. Identify and assess effective pathways to promote self-reliance of refugees and vulnerable Jordanians.
6. Co-lead the conceptualization of data analytics projects with WFP’s research and assessment unit to assess food security dynamics and identify skills and capabilities of the refugee population that can be translated into evidence-based advocacy messages to stakeholders.
7. Identify gaps in the data & information from programmatic perspective to inform the design of interventions.
8. Lead on all operational aspects with WFP’s NGO partners, including but not limited to:
a. preparing terms of reference and call for proposals, assessing proposals and preparing field level agreements
b. closely monitoring programme implementation action plans, providing guidance and training, monitoring expenditures and processing invoices
c. maintains an updated roster of NGOs partners in relevant thematic area
d. undertakes performance evaluation of partners
Strategic Support and Programme Design
The PPO will work closely with the PPO-EPR on a number of areas at the levels of strategic engagement and programme design. More specifically, the PPO will support the PPO-EPR in the design of WFP’s integrated humanitarian response model and the regional hub for humanitarian response and food security by:
a. Undertaking a comprehensive mapping of national and local partners with potential roles in emergency preparedness, emergency response, early recovery and transition to self-reliance.
b. Supporting the organisation of dialogue, meetings and workshops with concerned stakeholders and potential WFP partners to set the pathways for national and local actors’ engagement.
c. Undertaking Capacity Needs Mapping in the subject-relevant area for selected actors as required.
d. Supporting the development of concept notes, action plans, briefings and updates for management.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Performance Management, Development, Development Economics, International Relations, Food Security or other related field; or First University degree with additional years of relevant work experience.
Experience: At least 5 years of post-graduate years of experience including one year of professional experience related to humanitarian/development programmes, food security/livelihoods and capacity building.
Knowledge & Skills:
• Project management and reporting
• Technical knowledge in the field of food security and livelihood projects
• Initiative and proactiveness, creativity, “can-do” attitude, and flexibility.
• Excellent interpersonal skills and team spirit.
• Experience in change management, including initiating and managing change management activities preferred.
• Previous UN/NGO experience a strong plus.
Languages: Fluency in both oral and written communication in English & Arabic.
