Role Summary

The Financial Planning and Analysis (FP&A) Manager provides leadership and authoritative financial insight to inform decision making by the Senior Management Team of the Green Climate Fund across budgetary, resourcing, and enterprise planning matters. The role leads the analysis, monitoring, and forecasting of institutional resources, working in close partnership with Secretariat budget focal points and Independent Units to ensure the efficient, transparent, and strategic allocation of resources in support of the Fund’s mandate and approved work programmes. The position serves as a key institutional counterpart to the Budget Committee and other Board appointed committees, as applicable.

Duties and Responsibilities

  • Leads the strategic expansion of financial and operational analysis frameworks to strengthen institutional planning controls, enhance forecasting discipline, and enable executive level, data driven decision making.
  • Generates forward looking, enterprise level insights into organizational efficiency and effectiveness, identifying systemic information gaps and designing innovative approaches to capture and institutionalize critical decision support data.
  • Sets the direction for continuous improvement of managerial reporting and multi year budgeting processes, benchmarking against peer international financial institutions and embedding international best practice appropriate to the GCF context.
  • Provides leadership and talent stewardship for the FP&A function, fostering a high performing team culture, building institutional capability, and supporting staff development and succession planning.
  • Leads the development and implementation of Financial Reporting Metrics to support management and board decision making.
  • Acts as a senior financial adviser and trusted counterpart to the Secretariat’s Senior Management Team and Heads of Independent Units, challenging and validating resourcing assumptions and shaping coherent narratives for executive and Board level reporting.
  • Provides institutional oversight of FP&A analysis on the administrative budget, ensuring disciplined budget control and the provision of strategic insights to support senior management and Board decision making, including advocacy for internal initiatives through the multi annual budget process.
  • Leads the planning and engagement with the Budget Committee.
  • Drives engagement between the FP&A and Financial Reporting teams to ensure production of complete, timely and accurate management information.
  • Facilitates the development of internal and external networks for seamless performance of financial planning, analysis, and reporting assignments.
  • Holds end to end accountability for the preparation of management reporting, including oversight of information collection, validation, consolidation, and timely delivery in line with governance requirements.
  • Oversees the timely collection and consolidation of bottom up resourcing estimates, ensuring readiness for senior management challenge and Budget Committee review.
  • Leads the development and institutionalization of frameworks, policies, and standard operating procedures that embed lessons learned and best practices in financial planning and analysis across the Fund.

Requirements

  • Education, Certifications, and Language Requirements
  • Master’s degree in Business Administration, Commerce Finance, Accounting. A Bachelor’s Degree in relevant fields with an additional 2 years of experience may be accepted in lieu of the Master’s degree requirement.
  • Fully qualified Financial or Managerial Accountant (e.g., CA, ACCA, CPA, CIMA, CMA) 
  • Fluency in spoken and written English.

Experience

  • A minimum of 15 years’ experience in financial planning, analysis and reporting work in an International/Multilateral Organization with funding size and operations similar to the GCF.  At least 5 years’ experience in a management or equivalent leadership role, with accountability for institution wide outcomes.
  • Advanced knowledge of Excel, Word, PowerPoint, Outlook, Power Automate, and business intelligence tools such as Power BI and Tableau.
  • Experience in data analytics and programming skills in Python etc. will be an added advantage.
