About the Country/Multi-Country Office

As part of the Global Portfolios Office, UNOPS Geneva provides comprehensive solutions in secretariat hosting, operational support, and fund management. We manage global programmes, including the Water, Environment and Climate (WEC) Portfolio, offering project management, procurement, HR, and financial services. Geneva hosts the secretariats of eight global partnerships focused on health (RBM, Stop TB, ATscale), nutrition (SUN), water/sanitation (SHF), humanitarian leadership (GELI), urban development (Cities Alliance), and disaster displacement (PDD). We also provide fund management for EIF and UN Water, and operational support to Geneva-based partners like the Global Fund and UNHCR. 

Role Purpose

The ICT Officer will be responsible for the below key functions:

Functions / Key Results Expected

The ICT Officer works closely with the UNOPS Geneva office and portfolios, as well as other UN agencies, to exchange information and ensure consistent service delivery. 

Under the direct supervision of the ICT Senior Analyst, the incumbent will carry out the following activities:

ICT Management

  • Implement and oversee the ICT Plan in collaboration with the ICT Senior Analyst, ensuring alignment with organizational objectives.

  • Manage vendor relationships for hardware maintenance, troubleshooting, and procurement, ensuring efficient and timely resolution of issues.

User Support

  • Provide first and second-line technical support through email, telephone, and remote desktop tools, resolving complex issues efficiently.

  • Oversee the helpdesk portal, ensuring timely logging, tracking, and resolution of support requests, while mentoring staff on effective issue management.

  • Lead the installation, configuration, and maintenance of workstations and ICT facilities for users, ensuring optimal functionality.

  • Diagnose and resolve advanced hardware and software issues, including desktop operating systems, Google Workspace tools, standard Windows software, and UNOPS internal systems and business applications.

  • Propose and implement innovative tools, methods and strategies to enhance the desktop working environment and user experience.

  • Take the ownership of reported ICT issues, ensuring resolution and clear communication with users until completion.

  • Collaborate with the ICT team to develop and implement solutions for complex ICT-related challenges.

  • Coordinate and complete the setup of ICT workstations and desks for internal office moves and new staff onboarding.

ICT System Administration

  • Administer and configure user accounts, permissions, and Active Directory Domain Services (AD DS) on Windows 2016 Server, both remotely and on-site.

  • Execute Google Workspace administration, including advanced settings, user management, device policies, and security configurations through the Admin Console.

  • Provide remote and on-site troubleshooting for workstations, printers/copiers, digital senders, and other ICT equipment.

  • Manage and maintain Google Meet and other audio/video conferencing systems, ensuring high availability and performance when required.

  • Lead the implementation of ICT infrastructure upgrades as assigned by the supervisor to support organizational growth.

Administrative Support

  • Undertake local or international travel for IT support, installations, training, or on-site technical assistance as required.

  • Maintain and update a comprehensive inventory of software, hardware, and ICT assets, ensuring accuracy and accessibility.

  • Develop and maintain a centralized library of ICT-support reference materials, ensuring resources are up-to-date and accessible to the team.

  • Oversee the monitoring and maintenance of IT supplies and spare parts inventory, ensuring availability and efficient stock management.

  • Escalate critical IT issues to the supervisor when necessary, proactively notifying users and stakeholders as advised.

  • Perform additional duties as required to support organizational ICT needs.

Reporting

  • Prepare and present detailed reports on hardware conditions, recurring IT issues, and critical network equipment performance, providing actionable recommendations.

  • Review ICT performance metrics and propose improvements to enhance system reliability and user satisfaction.

Knowledge Building and Knowledge Sharing

  • Support the supervisor in subject matter expertise to users, clients and colleagues.

  • Deliver comprehensive staff training programs on hardware, software, and IT systems, utilizing advanced online tools such as screen sharing and virtual platforms.

Education Requirements

Required

  • A first level university degree (Bachelor degree or equivalent) preferably in information technology, computer science, information systems, mathematics, statistics, engineering or related fields is required. 

  • A university degree (Master’s degree or equivalent) in similar fields is desirable but not required. 


Desired

  • Google or Microsoft system administration training/certification is an advantage.

Experience Requirements

Required

  • With a bachelor degree, a minimum of 2 years of experience in ICT Infrastructure management, installations and configurations is required.

  • Experience with Cisco Meraki, Google and Microsoft cloud technologies is required. 

  • Experience with the use of Windows Server and Office IT applications is required. 

  • Current or past experience working with UNOPS is required, with demonstrated familiarity in its ICT environment, systems, and service delivery processes. 


Desired

  • Knowledge of Google workspace applications is an asset.
