Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. In this context, UN-Habitat initiated a project with the State Government of Rio de Janeiro, titled Resilient Environment Program: Climate Adaptation of Fluminense Cities. The initiative seeks to strengthen the resilience of municipalities across the State of Rio de Janeiro by advancing the implementation of the 2030 Agenda and the principles of the New Urban Agenda, with a focus on supporting climate adaptation and disaster risk reduction measures, including capacity-building activities for public officials. As part of this project, a training track is being implemented for public officials from municipalities in the State of Rio de Janeiro, as well as from the state government staff. In this context, the Course 02 “Integrated Territorial Planning: Strategies for Municipal Resilience”, aims to strengthen municipal capacities for the formulation and implementation of territorial planning polices focused on climate risks prevention and living with risk, emphasizing intersectoral and interdepartmental integration. The course will address: (i) the articulation between urban, environmental, climate, and other sectoral policies; (ii) the interfaces among municipal instruments, plans, and strategies, analyzing how they complement, overlap, or conflict in relation to climate risk prevention and adaptation; and (iii) institutional strategies for risk prevention, territorial interventions and climate adaptation. Structured around conceptual foundations, planning and risk management instruments, the integration of climate and sectoral policies, the course combines theoretical content, practical tools, case studies, and guest speakers to support participants in incorporating climate and resilience considerations into territorial planning processes. The training will consist of nine (9) synchronous virtual sessions via Zoom, each lasting 2.5 hours. The teaching approach may combine lectures, interactive exercises using collaborative tools — such as Slido and Mentimeter — case study discussions, and guest speakers sharing practical experiences. Class recordings will be edited and subsequently made available on the State’s learning platform, which will also host a forum to facilitate discussion and exchange among participants. A quiz will be administered every three (3) sessions through multiple-choice questions to assess the content covered. The final evaluation is currently under development. A Specialist Course Instructor is required to deliver one (1) of the nine (9) virtual sessions of the “Integrated Territorial Planning: Strategies for Municipal Resilience” course, ensuring the technical quality of the content and the pedagogical coherence of the training. Report to UN-Habitat Manager The Specialist Course Instructor reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Specialist Course Instructor will support the implementation of the project, and its activities, with the following responsibilities related to the above-mentioned individual session: a) Design and development of training materials, ensuring technical accuracy, pedagogical coherence, and alignment with the project objectives. b) Prepare a slide presentation (Power Point format), in full compliance with the lesson plan previously validated by UN-Habitat. c) Deliver the assigned training session, in coordination with the UN-Habitat team and the Government of the State of Rio de Janeiro, ensuring effective knowledge transfer and encouraging active participant engagement. d) The consultant is expected to be flexible regarding the scheduled date, as it may be postponed by one or two weeks. In such cases, the consultant will be informed in advance. e) Do post-session follow-up, including the provision of written responses, when necessary, to questions that could not be addressed during the live session. These responses will be shared through the Interaction and Learning Forum on the State’s learning platform. f) Participate in alignment, monitoring, and technical validation meetings, when required, with the UN-Habitat team and representatives of the Government of the State of Rio de Janeiro. g) Adhere to ethical principles in training delivery, particularly active listening, respect for diversity, and the promotion of a safe, inclusive, and participatory learning environment. h) Have compliance with UN-Habitat quality standards and project requirements, ensuring consistency with institutional guidelines, methodologies, and expected outcomes. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Specialist Course Instructor shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 - Course Pedagogical Plan and Learning Assessment Tools Description: Product 1 must contain I) Lesson Plan (Word format) covering the objectives, agenda, methodology to be adopted, contents to be addressed, and suggested bibliography to compose the syllabus. II) Two (2) questions for a student knowledge perception questionnaire, to be applied at the beginning and at the end of the course, in line with the standard provided by the UN-Habitat team. Expected delivery date: Ten (10) days after signing the contract. Product 2 - Training Package: Climate Crisis, Territories, and the Role of Local Governments Description: Product 2 must contain I) Slide presentation (PowerPoint format) for the session, titled “Climate Crisis: overview and implications for local governments”, focusing on the role of cities in the climate crisis and key concepts and references in climate policy and territorial planning. The objective of this session is to introduce the fundamentals of the climate crisis and its impacts on territories, aligning key concepts of the climate agenda and situating the role of local governments in mitigation, adaptation, and climate risk management. These topics provide the foundation for understanding the instruments and strategies of territorial planning presented throughout the course. This session is expected to be delivered as the first session of the course, scheduled for the second half of June. II) Two (2) questions, aligned with the session topics, for the Interaction and Learning Forum on the State’s learning platform as well as practical and interactive activities to be applied, case studies to be presented, among other aspects necessary for the proper delivery of the course. III) Nine (9) quiz questions (Word format) covering the content of the session, each with five multiple-choice options, where one or more answers may be correct. IV) Delivery of Session 1 (2,5 hours, at the scheduled date and time). It is recommended that the instructor invite at least one external guest, preferably someone with direct relevance to the case study or the content presented. All materials are subject to approval and must be aligned with the proposed course syllabus, as well as reviewed and approved by the UN-Habitat technical team. Expected delivery date: Fifteen (15) days after signing the contract.

Qualifications/special skills

Education Required: • Bachelor’s degree in Architecture and Urbanism, Geography, Geology, Environmental Science, Climate Science, Public Policies, or related fields is required, or additional three (3) years of relevant technical experience to the post, beyond the requirement. Desirable: • Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urban Planning, Geography, Geology, Environmental Science, Climate Science, or related fields is desirable. Work experience • A minimum of four (4) years of professional experience in teaching or facilitating participatory processes in Brazil is required. • Technical experience in territorial and environmental planning in Brazil is required. • Experience in climate crisis research or climate adaptation projects, with a particular emphasis on territorial and urban planning is required. • Experience of multilevel climate policies is desirable. • Previous experience within the UN System is desirable. Skills • Strong capacity to deliver training for education professionals and/or public sector programmatic staff, with clear and engaging teaching skills is required. • Ability to design and facilitate theoretical and practical activities using agile methodologies and inclusive, participatory approaches is required. • Ability to work effectively in teams, demonstrating flexibility is required. • Excellent written and spoken Portuguese is required. • Experience in capacity building and training of multidisciplinary teams in the public sector is desirable. • Good knowledge of virtual learning platforms is desirable. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.

Languages

• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese required. Working knowledge of English and/or Spanish is desirable.

Travel details: Not Applicable. Remuneration LICA 2 (part-time 30%) BRL: 5.000,00 (Total net amount). UNOPS Salary Scale. The consultant will receive a total amount of BRL: 5.000,00 according to the following schedule: • Payment 1 [50%]: Upon delivery and approval of Product 1 (BRL: 2.500,00). • Payment 2 [50%]: Upon delivery and approval of Product 2 (BRL: 2.500,00).
