NRC Ukraine is looking for an Education Advisor to join the mission. This role holder will play a key technical role in supporting the design, implementation, and quality assurance of Education in Emergencies (EiE) programmes across multiple regions. The position focuses on strengthening access to safe, inclusive, and quality education for conflict-affected, displaced, and vulnerable children, with a strong emphasis on learning recovery, psychosocial support (PSS), social-emotional learning (SEL), and teacher professional development.
The Advisor provides technical guidance and mentoring to field teams and implementing partners, ensuring harmonised and high-quality programme delivery aligned with INEE Minimum Standards and national education frameworks. This includes supporting the adaptation of tools, training materials, and methodologies to evolving conflict dynamics, as well as strengthening inclusive approaches for children with diverse needs. The role also contributes to analysing education data, such as attendance, learning outcomes, and wellbeing indicators, to generate evidence-based recommendations and improve programme effectiveness.
Additionally, they will play an important role in coordination and system strengthening by maintaining regular dialogue with education authorities, including the Ministry of Education and Science, and engaging with clusters and key stakeholders. The position supports the institutionalisation of effective approaches, particularly in areas such as PSS integration and teacher capacity development. It also ensures that safeguarding standards and child protection referral mechanisms are embedded across all interventions.
Overall, the role combines technical expertise, field support, and strategic coordination to ensure that education programmes are responsive, context-sensitive, and contribute to improved learning outcomes and wellbeing for children affected by crisis.

What you will do
The role will have some of the following main specific responsibilities:
Provide structured technical advice to Area Offices on remedial education, learning recovery, PSS/SEL, inclusive approaches, and teacher mentoring methodologies.
Conduct periodic technical support visits to field locations and provide written recommendations to strengthen quality and consistency of approaches.
Analyse education data (attendance, learning assessments, wellbeing indicators) and produce concise technical briefs with evidence-based recommendations.
Support contextual adaptation of tools, guidance notes, observation templates, and training materials to reflect evolving conflict and displacement dynamics.
Review technical components of workplans, concept notes, and reports to ensure coherence with INEE standards and national education frameworks.
Provide technical input on beneficiary targeting criteria to ensure inclusion of vulnerable, displaced, and returnee learners.
Identify programmatic bottlenecks (e.g., low participation, referral gaps, inconsistent mentoring practices) and propose practical corrective measures.
Facilitate technical peer-exchange sessions across regions to promote harmonised methodologies and shared learning.
Monitor application of safeguarding principles and child protection referral pathways from a technical advisory perspective.
Maintain technical dialogue with national, oblast-level education stakeholders to support alignment of methodologies and tools.
Strengthen coordination with the Ministry of Education and Science (MoES) under the existing NRC–MoES MoU, ensuring alignment of PSS approaches and teacher training with national frameworks and reform priorities.
Provide technical support to MoES departments to institutionalise PSS within the education system, including integration into national guidelines and teacher professional development systems.

What you will bring
Minimum 4 years of progressively responsible experience in Education in Emergencies, humanitarian education programming, or formal education sector development in Ukraine or comparable conflict-affected contexts.
Fluency in English, Ukrainian and Russian-verbal and written is a must.
Demonstrated experience working within or in close coordination with the Ukrainian formal education system, including engagement with Oblast/Hromada education authorities and alignment with MoES regulations and standards.
Strong understanding of the Ukrainian education reform landscape (e.g., NUS reform), distance/blended learning modalities, and challenges linked to displacement, damaged infrastructure, and energy disruptions.
Experience working with conflict-affected, displaced, and returnee populations, including in de-occupied or high-risk oblasts.
Solid knowledge of INEE Minimum Standards and their application within formal school settings.
Proven analytical skills, including ability to interpret learning assessment data, attendance trends, and wellbeing indicators in the Ukrainian context.
Experience conducting participatory needs assessments and education context analysis in emergency or recovery settings.
Strong coordination and communication skills, with experience engaging local authorities, school leadership, and humanitarian actors.
Ability to work independently in a technical advisory capacity without direct budget or line management responsibilities.
Experience analysing barriers to access, retention, and transition in Ukrainian conflict- affected oblasts, including issues related to displacement, safety, transport, digital access, and school functionality.
Demonstrated experience supporting inclusive education approaches within formal Ukrainian schools, including children with disabilities, over-age learners, and displaced students.
Proven ability to integrate protection risk mitigation measures and referral pathways within school-based programming in coordination with Ukrainian child protection services.
Practical experience supporting implementation of psychosocial support (PSS) and social- emotional learning (SEL) approaches within formal school environments.
Experience adapting remedial education and learning recovery methodologies to address learning loss and remote education gaps.
Experience supporting teacher professional development in formal education settings, including mentoring, coaching, and classroom observation aligned with national standards.
Ability to strengthen teachers’ use of formative and summative assessment tools to monitor learning progress and address gaps.
Solid understanding of inclusive pedagogy, positive discipline, and trauma-informed teaching practices in conflict-affected classrooms.
Experience analysing teacher capacity gaps and contributing to structured supervision or mentoring systems.
Ability to support development and contextual adaptation of monitoring tools and adjust technical approaches in response to evolving security, displacement, and school infrastructure conditions in Ukraine.

Travel: 45% within areas of operation.
Salary/benefits: Grade 8 on NRC’s national salary scale.
