MDB Knowledge and AI Consultant

1. Project Background

The Portfolio Management Department (PMD) is responsible for monitoring and reporting on the Bank’s sovereign and non-sovereign portfolios across the project lifecycle. In support of these objectives, PMD is developing the Project Insights Portal, an AI-powered platform that curates and analyzes project data and lessons learned across multilateral development banks (MDBs). To support the continued development of this initiative, there is a need to expand the MDB knowledge base, enhance selected AI-driven features, and build internal capacity within PMD to leverage data and automation tools in portfolio monitoring and reporting workflows. This part-time consultancy will focus on strengthening MDB data ingestion, supporting targeted AI enhancements, and enabling PMD staff through practical, use-case-driven training.

2. Objectives of the Assignment

The objective of this consultancy is to support PMD in maintaining and expanding its MDB knowledge base while building internal capability in AI and data-driven workflows. The consultant will: Support acquisition and structuring of MDB project data; Contribute to incremental improvements in AI-powered features within the Project Insights Portal; and Build internal capacity through practical training and automation use cases.

3. Scope of Services

1. MDB Data Acquisition and Knowledge Base Support Develop and maintain lightweight pipelines for acquiring MDB project data (e.g., web scraping and ingestion from public sources). Clean, structure, and standardize project data into a consistent format for use in the Project Insights Portal. Support expansion and maintenance of the MDB knowledge base, ensuring data quality and traceability. 2. AI Features and Tooling Support Support targeted enhancements to existing AI features (e.g., vector search and retrieval performance, similarity matching, or summarization workflows). Contribute to the integration of selected additional AI functionalities in a pragmatic, use-case-driven manner. 3. Automation and Capacity Building Identify simple, high-impact opportunities to automate repetitive workflows within the Portfolio Data Analytics team (e.g., Python-based scripts or lightweight RPA solutions within the End User Computing environment). Develop practical use cases to demonstrate application of automation and AI tools in day-to-day work. Design and deliver hands-on training sessions (e.g., workshops or case studies) to build familiarity with coding, automation, and AI tools among Protfolio Data Analytics team.

7. Knowledge Transfer and Training

The consultant is expected to provide ongoing knowledge transfer through practical workshops, documentation, and hands-on collaboration with PMD staff.

Qualification Requirement

Master’s degree in Computer Science, Artificial Intelligence, Data Science, or a closely related field is preferred. Relevant experience in data science, AI, or applied analytics, with strong programming skills in Python, including experience in data processing, web scraping, and working with APIs. Working Experience in development institutions or international financing institutions. Familiarity with LLM-based applications, knowledge bases, or information retrieval techniques (e.g., embeddings, semantic search) is preferred, with the ability to apply these in practical, real-world use cases. Experience in developing automation solutions or workflow tools, with demonstrated ability to translate technical approaches into practical applications for business users. Experience in delivering training, workshops, or capacity-building courses (particularly for non-technical audiences) is preferred. Strong communication and collaboration skills, with the ability to work effectively with both technical and business stakeholders.
