Organizational Context
The Jesuit Refugee Service (JRS) is a global ministry of the Society of Jesus, acting as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. Founded in November 1980 JRS is now present in more than 50 countries. Its operations are currently structured across three levels: locally through project and country offices, regionally through regional offices, and globally with the support, coordination and guidance of the International Office.
In response to a rapidly changing humanitarian environment and reduced funding, JRS is adapting its organisational model to ensure continued effectiveness in a more complex context for migration and international solidarity.
JRS’s work remains firmly grounded in its Country Offices, which are structured to be functional and sustainable. These offices deliver needs-based interventions and provide close accompaniment to forcibly displaced migrants and refugees.
At global level, JRS operates through a Virtual Global Office (VGO). This model connects staff across different locations into coordinated global teams, working with shared priorities, clear mandates, and aligned processes.
The VGO ensures organisational coherence and supports key areas such as operations, resource mobilisation, and programme delivery.
The VGO is structured into five global functions: Global Management of Operations, Global Resource Mobilisation, Global Mission-Oriented Transformation, Global Strategic Leadership, Global Management Support.
Function Area
The objective of the Global Management Support (GMS) is to ensure effective management support for the VGO. GMS provides the core support functions required for the functioning of the VGO, including planning, budgeting and risk analysis for the global office, staff planning, internal communication management, complaint management for global JRS, and the provision of logistics, IT support, office supplies, and security. It also supports the development, implementation, and consistent application of policies, procedures, and systems in the areas of finance, human resources, internal communications, and information technology across the global offices.
