Duties and Responsibilities

Background: The United Nations Environment Programme (UNEP) is the leading global environmental system that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance, and related policy issues, including those related to multilateral environmental agreements (MEAs). It works with international and nongovernmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of global treaties. UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of Montreal Protocol and 2026 UNEP Business Plan and Compliance Assistance Programme's budget, UNEP OzonAction Branch is providing information services and legal/policy and technical advice for National Ozone Officers (NOUs) and other stakeholders. Duties and Responsibilities: Under the supervision of the Partnership Programme Officer, for tasks under the International RAC Sector Partnership portfolio and under the supervision of the Senior Programme Manager Officer, for tasks under the global communication and outreach portfolio and the overall guidance of the Head of OzonAction branch, the consultant will support the delivery of the following tasks: 1. Communication campaign for World Refrigeration Day (WRD) 2026 under the theme “Cool Intelligence”: a) Develop and present three campaign concept options for WRD 2026 under the theme “Cool Intelligence,” each including a brief narrative, target audiences, key messaging angles, and indicative campaign elements, for review and selection by UNEP OzonAction and the WRD Secretariat. b) Develop a full campaign proposal for the selected concept, detailing key messages and storyline, visual identity and creative direction, recommended campaign materials, the outreach strategy with channels and timeline, and a global engagement approach involving partners and networks. c) Produce all approved campaign materials and implement the outreach plan through UNEP and WRD channels, ensuring delivery of all outputs on or around 26 June 2026, and providing a brief post campaign summary report of activities, reach, and recommendations. 2. Development of INWIC Communications Package 2.1 National INWIC Communications Package A ready to use set of INWIC communications materials to be adapted by National Ozone Units (NOUs) and partner institutions. The package will include: a) Short, youth focused media campaign concepts designed to attract young women to the RACHP sector, with tailored messaging for: • Young women exploring technical careers • Parents seeking safe, sustainable career paths for their daughters • Schools promoting STEM and vocational opportunities • Business owners interested in gender inclusive workplaces b) Visual content that highlights the benefits of having women in the RACHP sector, showcases success stories across different occupations, and provides good examples that national associations can share - including optional environment‑focused elements (e.g., customizable templates where NOUs can add photos and messages from women working in the sector, emphasizing sustainability, safety, and green cooling). 2.2 INWIC Outreach Tools for National Use a) A flexible presentation deck for NOUs to adapt and use during national trainings, workshops, school outreach activities, or career fairs; to include women’s role in RACHP, career pathways, overview of INWIC, environmental relevance, and opportunities for youth engagement. b) A draft statement/speech for NOOs to use during meetings, national training sessions, school visits and career fairs. c) Set of posters with adaptable text fields, allowing countries to translate content and to add their national logos, ensuring local ownership and identity. Posters to include messaging about: Women in cooling; Career opportunities; Technical training pathways and Environmental contributions of RACHP professionals. 3. Communication campaign for World Ozone Day (16 September): a) Provide communications support to the WOD Award for successful 2025 awareness-raising activities by NOUs, including key messages, promotional text, “call for nominations” wording, and suggestions to enhance attractiveness and clarity, outreach and dissemination activities on the selection and finalists. b) Support finalization and propose launch and dissemination for three scoops (short information notes): (1) Energy Efficiency in Refrigeration and Cooling; (2) Enhancing Food Security through Sustainable Cold Chains; and (3) Data Centers: Emissions and Energy Consumption. Coordinate design and layout of the three issues, including the translated versions in French and Spanish. c) Provide editorial and packaging support to a special edition of OzoNews (e.g., authored by NOUs, TBC): structure, headlines, short intro text, pull quotes, suggested visuals, and web/social promotional copy. 4. Enhancement of visual design and user experience of “OzonAction Documents Portal”, and updating of the placeholder for ’Customs Training’ to incorporate Enforcement materials to the toolkit, ensure it is engaging, intuitive, and aligned with the organization’s overall digital branding: a) Review the existing webpage/platform, including layout, navigation, visual identity, and user flow. b) Propose design improvements to enhance clarity, consistency, accessibility, and user engagement, including the look and feel of the platform, including typography, colour schemes, visual hierarchy, icons, and page layouts, in line with UNEP branding guidelines. c) Provide a guidance document on implementation of proposed enhancements, including layout schemes, image files, etc. d) Develop a set of updated, slide‑based presentation design templates for the Customs Training Manual, building on and visually enhancing the existing training slides. This will include both generic/blank templates (for future content development/adjustment) and fully formatted sample slides (showing ready-to-use content layouts). 5. Communication campaign for MOP-38 and Kigali 10th anniversary: outreach activities and materials: a) Kigali Amendment factsheet: advise on format (infographics, layout logic, statistics presentation) and package staff- developed content into a publish-ready factsheet. Coordinate design and layout in English, French and Spanish. b) OzonAction Exhibition 2.0: update and relaunch exhibition materials to reflect Kigali Amendment, climate co-benefits, sustainable cooling and enforcement, using existing materials; propose updated storyline/module structure; prepare revised text and guidance for visuals. c) Posters: update poster copy and provide recommended visual structure for print and online use. d) Exhibition booth and “Ask an expert” sessions: develop booth narrative, signage copy, session descriptions, run-of-show, audience engagement prompts, and promotional materials (web/social). e) Enforcement materials launch: prepare communications package (key messages, launch announcements, web/social copy, side-event description and supporting talking points) for the Customs Manual, Illegal Trade Report, online sales and Environmental Inspectors materials. f) Other activities (TBD): provide flexible communications support as agreed with the team. 6. Media outreach and strategic pitching (World Refrigeration Day, World Ozone Day, MOP-38) a) Conduct targeted media outreach and strategic pitching to prioritized international outlets to secure high-impact coverage, aligned with UNEP clearance procedures. b) Develop story angles and pitch packages for: World Refrigeration Day (June), World Ozone Day (September), and MOP-38 / Kigali 10th anniversary (November). c) Maintain a media list and pitching tracker; provide brief results summaries for each milestone. 7. Develop and produce video series: “From Policy to Practice” a) Lead end-to-end production of a short video series showcasing success stories as results of the projects funded by the Multilateral Fund, including Kigali Amendment obligations, energy efficiency and enforcement. b) Deliver: narrative framework and episode structure; scripts; storyboards; creative visual style direction; filming and editing; final multi-platform exports (16:9, 1:1, 9:16), with subtitles and social cut-downs; and a distribution toolkit (captions, posting guidance, partner sharing pack). NB: As funding for this assignment will be sourced from both the 2025 and 2026 CAP Budgets, the consultancy will be implemented through two consecutive contracts. The first contract (June to mid-Nov), funded under the 2025 CAP Budget, will cover Outputs 1–6. The second contract (mid-November 2026 to February 2027, funded under the 2026 CAP Budget, will cover Output 7.

Qualifications/special skills

Advanced university degree (Master's degree or equivalent) in public relations and outreach, communications and awareness is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. At least 5 years of professional experience in the field of public relations and outreach, communications and awareness raising is required. Working experience at the national, regional and international levels is required. Working experience on social media/digital campaigns is desirable. Working experience on the Multilateral Environmental Agreements and/or with international organizations is desirable. Experience in analytics, report writing, and meeting organization is desirable.

Languages

Fluency in oral and written English is required. Working knowledge of another UN language is an advantage.
