Duration: One Year
Within delegated authority, the staff member will be reporting to Head of RAM Unit by carrying out the following set of tasks:
Overall responsibilities:
- Assist in the preparation and/or revision of performance monitoring narratives and logical frameworks by selecting the most appropriate and relevant indicators consistent with Country Strategic Plan (CSP) and Line of Sight.
- Work closely with Head of unit (M&E Officer) to support the formulation of CSP Monitoring, Review and Evaluation (MRE) Plan and draft M&E Budget.
- Develop a monitoring toolkit (methodologies, tools, analysis plan, implementation plan) by coordinating with Field Support Unit (FSU) and relevant Activity Managers to be used for data collection and reporting purposes.
- Coordinate with Cooperating Partners, Line Ministries, and WFP Activity Managers, and WFP Field Support Unit (FSU) to ensure timely collection, compilation, validation, and entry of data into COMET, and to establish baselines and targets in line with guidance provided in WFP indicator compendium.
- Ensure that monitoring data is consolidated for review and evaluation purposes and made available to evaluators and to inform CO management on CSP design and monitoring processes.
Specific to the monitoring function
- Liaise actively with all relevant units such as Programme, Logistics, Budgeting, and Field Support to collect, verify, and compile monitoring data on various activities related to Nutrition, School Feeding, Social Protection, and Supply-chain management.
- Regularly update and enter data obtained from activity managers and field support unit on multiple indicators (outcome, output, cross-cutting) into COMET in line with the approved logframe and guidance provided in WFP’s indicator compendium.
- As part of process/activity level monitoring, maintain a programme-wise issues tracking sheet to record and flag key challenges, bottlenecks, and issues for timely action and resolution by the respective activity managers.
- Assist M&E Officer in the identification of relevant indicators, set baselines, and targets, and generating evidence to support the design and implementation of WFP interventions in line with the approved country strategic plan (CSP).
- Assist in the formulation of monthly monitoring plans, coordinating capacity building M&E workshops and meetings with CPs and government counterparts.
- Work closely with the Head of Unit to review monthly monitoring results and develop specific recommendations for programme improvement.
- Perform any other related duties as required by management from time to time.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in social sciences, statistics, development economics, data management, monitoring and evaluation or other related fields, or University diploma with additional years of relevant work experience and/or training/courses.
Experience and skills:
- Minimum of five years of relevant professional work experiences including monitoring and databases.
- Has experience in project monitoring, M&E system set up and data management.
- Has basic knowledge in use of mobile technology for project monitoring and associated softwares i.e. ODK, KOBO,
Languages: Fluency (level C) in English and Portuguese, Tetum language.
