I. Organizational Context
The International Solar Alliance (ISA) is an intergovernmental organization of 125 Member Countries working to accelerate the deployment of solar energy to achieve universal energy access, energy security, and a sustainable, low-carbon future. Co-founded by India and France under the Paris Agreement, ISA serves as a platform for cooperation among solar-rich nations to mobilize investments, build capacity, and promote innovation in solar energy deployment across the Global South. Its mission is to unlock solar investments by 2030, while reducing technology and financing costs. Through initiatives across agriculture, health, transport, and power generation, ISA Member Countries are driving change by shaping policies, sharing best practices, setting standards, and mobilising investments.
II. Your role & scope of work
Lead the development and evolution of ISA's digital ecosystem by providing strategic oversight of enterprise applications, digital platforms, systems integration, data and analytics, and digital transformation initiatives. The role ensures secure, scalable, and interoperable technology solutions that support organizational objectives, Member Country engagement, and innovation.
A. Digital Strategy, Enterprise Architecture & Ecosystem Development
- Lead the development and maintenance of ISA's digital ecosystem architecture, ensuring seamless interoperability between internal platforms, and external member-facing platforms, websites, and future digital services.
- Develop and maintain ISA's digital transformation roadmap aligned with organizational priorities and Member Country needs.
- Define enterprise application, integration, data, and technology architecture standards.
- Advise management on strategic technology investments and digital capabilities that advance ISA's mandate.
- Ensure scalability, sustainability, interoperability, and standardization across all digital solutions.
B. Digital Platforms & Application Development
- Lead the design, development, enhancement, and modernization of ISA websites, member-facing portals, internal platforms, and digital applications.
- Manage functional requirements, solution design, testing, deployment, and stabilization of digital initiatives.
- Oversee development of new modules, features, and services across digital platforms.
- Ensure user-centric design, accessibility, and digital experience standards.
- Support development of digital services that strengthen engagement with Member Countries and stakeholders.
C. Systems Integration, Data and Analytics
- Lead enterprise integration initiatives across internal and external systems.
- Establish and manage API frameworks, middleware solutions, and data exchange mechanisms.
- Ensure interoperability between enterprise systems, member-facing platforms, e-procurement solutions, digital marketplaces, and future ISA digital services.
- Define and maintain enterprise data architecture and governance standards.
- Lead development of dashboards, analytics solutions, and data visualization platforms to support evidence-based decision-making.
- Promote a data-driven culture through reporting, analytics, and business intelligence capabilities.
- Maintain integration documentation, system architecture diagrams, and API catalogues.
D. Data, Analytics & Digital Innovation
- Define enterprise data architecture and governance standards.
- Lead development of dashboards, analytics platforms, and data visualization solutions.
- Promote data-driven decision-making across the organization.
- Evaluate opportunities for AI, automation, advanced analytics, and emerging technologies.
- Promote adoption of digital public goods, open standards, and interoperable digital platforms.
E. Business Transformation and Digital Services
- Collaborate with business units to re-engineer and digitize business processes.
- Identify opportunities for automation and workflow optimization.
- Support development of digital services and platforms for Member Countries and stakeholders.
- Contribute to the design of future digital initiatives that strengthen ISA's impact and service delivery.
F. Application Security & Digital Risk Management
- Lead implementation of security-by-design principles across applications, portals, APIs, and integrations.
- Coordinate vulnerability assessments, penetration testing, and remediation activities for digital platforms.
- Ensure compliance with cybersecurity standards, data protection requirements, and secure development practices.
- Collaborate with IT Operations on cybersecurity governance, risk management, and incident response.
G. Vendor Technical Governance
- Provide technical oversight of development vendors and implementation partners.
- Review and approve technical designs, architectures, and development standards.
- Monitor delivery quality and ensure alignment with ISA architecture principles.
- Support procurement processes through development of technical specifications and evaluation criteria.
- Ensure vendor-delivered solutions align with ISA's long-term digital ecosystem roadmap.
H. Project Delivery, Handover & Transition
- Lead end-to-end delivery of digital platforms, integrations, and enhancement projects.
- Coordinate testing, user acceptance, deployment, and stabilization activities.
- Ensure complete technical documentation, knowledge transfer, and operational readiness.
- Facilitate formal handover of stabilized systems to the IT Operations function for ongoing support, maintenance, and AMC management.

IV. Education & Experience
A. Education
- Advanced university degree (Master's degree or equivalent) in Information Technology, Computer Science, Information Systems, Software Engineering, Digital Transformation, Business Information Systems, or a related field, with a minimum of twelve (12) years of progressively responsible professional experience in digital transformation, enterprise applications, systems integration, information systems management, or related areas.
OR
- First-level university degree (Bachelor's degree or equivalent) in Information Technology, Computer Science, Information Systems, Software Engineering, Digital Transformation, Business Information Systems, or a related field, with a minimum of fifteen (15) years of progressively responsible professional experience in digital transformation, enterprise applications, systems integration, information systems management, or related areas.
B. Experience
- A minimum of 12–15 years of progressively responsible experience in IT systems management, enterprise architecture, or system integration (as shared above)
- Experience in managing enterprise applications, digital platforms, systems integration, enterprise architecture, and technology-enabled business transformation initiatives is required.
- Experience working with international organizations, intergovernmental organizations, multilateral institutions, UN agencies, or development sector organizations is desirable.
- Demonstrated experience in managing vendors, digital projects, and multi-stakeholder technology initiatives is desirable.

ISA offers a competitive remuneration package based on the UN Common System, commensurate with experience and qualifications. Benefits include health insurance, pension contributions, and leave entitlements as per ISA Staff Regulations and Rules.
