Description & Requirements
The Accountability for Ukraine Unit operates under the direct authority of the Director General for Human Rights and the Rule of Law (DGI). The role is embedded within a dynamic and scaling operational environment, with activities expected to be delivered across locations, including Strasbourg and The Hague. The Security Manager will work in close co-ordination with the Directorate of General Services.
As a Security Manager, you will:
- assess the needs in terms of security/safety measures for staff, other persons and premises to ensure protection and safety within a given area of operations;
- liaise with the logistics/building team and other experts as necessary to determine needs within their area of expertise;
- prepare a security strategies and action plans;
- liaise and co-ordinate with host country authorities, international organisations, and other stakeholders regarding security arrangements and emergency responses;
- carry out risk assessment, analysis and planning;
- develop security procedures and guidelines, contingency and evacuation plans; give input, as necessary, on the implementation and operationalisation;
- assist in managing incident response, reporting, and follow-up;
- advise on the operation and desired maintenance of electronic security systems, video surveillance, access control and perimeter alarms;
- provide advice on how to ensure compliance with personal protection standards, particularly with regard to the handling of classified information and witness protection;
- identify areas requiring more specialised security interventions/enhanced specialised security intervention; where needed, assist in preparation of security consultancy and other types of contracts.
You must have:
- a university degree at least at Bachelor's level;
- solid professional experience in security management, policing, or a related field, preferably within a jurisdiction and/or an international organisation;
- knowledge of international standards related to security management in judicial settings;
- a very good knowledge of English.
You must also:
- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
