The main purpose of this assignment is to provide specialized technical and coordination support to the provincial government in strengthening disaster preparedness and anticipatory action systems, particularly through pilot implementation of impact-based forecasting (IBF), integration of anticipatory action into local disaster risk reduction initiatives, support to provincial coordination mechanisms and workplan development, contingency planning in priority locations, and capacity building for El Niño preparedness in drought-prone districts.

Accountabilities/ Responsibilities:

Under the direct supervision of the Head of Kupang Field Office, with functional guidance from the Head of EPR and Supply Chain of WFP Indonesia, the incumbent will be responsible for the following:

  • Conduct initial reviews and summarize relevant provincial and national policies, regulations, strategic plans, and technical documents on disaster preparedness, anticipatory action, drought risk management, and emergency response.  
  • Liaise with key stakeholders at provincial and district levels, including relevant working groups, forums, government counterparts, UN agencies, NGOs, and the private sector, to support coordination and operational engagement, and contribute to identifying ongoing initiatives, priorities, and gaps related to anticipatory action and disaster preparedness.
  • Provide technical support to the pilot implementation of impact-based forecasting (IBF) within the anticipatory action framework in NTT Province. Support the integration of anticipatory action elements into the Disaster Resilient Villages (DESTANA) initiative and related local preparedness processes.
  • Support WFP’s engagement in the Provincial AA/AMPD Working Group (Pokja), including provision of technical inputs to coordination processes and workplan development. Provide technical support to contingency planning processes in Lembata, building on previous efforts to strengthen local ownership and preparedness capacities.
  • Support BPBD Provincial in the planning and facilitation of capacity building (bimtek) on El Niño preparedness across six priority districts, linked to drought risk management and anticipatory action pilot initiatives.
  • Conduct consultations, discussions, and coordination with relevant stakeholders to support implementation, documentation of progress, and consolidation of lessons learned for future policy and programming.
  • Contribute to planning and implementation of AA activities, including trainings, workshops, simulation exercises and knowledge transfer initiatives in close cooperation with key AA stakeholders, other internal units.
  • Contribute to the preparation of accurate, comprehensive and timely reports, dashboards, documentation and other visual materials on AA activities in NTT to support informed decision-making, reporting and consistency of information presented to stakeholders Other duties as required.

Deliverables:

Technical support provided for the pilot implementation of impact-based forecasting (IBF) within the anticipatory action framework in NTT Province.

Anticipatory action elements integrated into relevant DESTANA-related processes or guidance. Technical inputs provided to the Provincial AA/AMPD Working Group (Pokja), including support to the development of the workplan.

Technical support provided to contingency planning processes in Lembata, building on previous efforts to strengthen local ownership. BPBD Provincial supported in the preparation and/or facilitation of capacity building (bimtek) on El Niño preparedness across six priority districts.

Progress, lessons learned, and recommendations documented to support evidence-based policy and programming on anticipatory action and preparedness.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in International & Humanitarian Affairs, Disaster Risk Management, or related field, or completion of secondary education with additional years of relevant work experience and/or training.

Desired Experiences:

  • At least 6 years of relevant experience
  • Experience in medium-scale emergency or disaster response operations in Indonesia
  • Experience in supporting the design and/or implementation of humanitarian relief programmes or response operations
  • Experience working with government counterparts, particularly (but not limited to) BNPB and/or BPBD
  • Experience in coordination, stakeholder engagement, and facilitation of meetings, workshops, and discussions
  • Exposure to or experience in anticipatory action (AA), early warning systems, or impact-based forecasting (IBF), including linking risk or forecast information to early decision-making and action (preferred)

Knowledge:

  • Demonstrated understanding of Emergency Preparedness and Response (EPR) and Anticipatory Action (AA), including the use of early warning information and risk analysis to support timely decision-making and early action
  • Demonstrated understanding of Impact-Based Forecasting (IBF) concepts, including translating hazard forecasts into potential impacts to inform planning and coordination processes
  • Demonstrated knowledge of Indonesia’s Disaster Management framework, including relevant laws, regulations, and their application to early warning systems, contingency planning, and emerging AA/AMPD approaches

Competencies:

  • Communication: Clear and effective written and verbal communication skills in English and Bahasa Indonesia

Language: Fluency in both oral and written communication in English and Bahasa Indonesia.
