Position Title: Programme Associate – Reporting
Type of Contract: WFP Service Contract
Grade: SC-6 (equivalent to GS-6)
Duty Station: WFP Country Office
Reporting Line: Under overall supervision of the Head of School Feeding, this position will report directly to the Programme Policy Officer (School Feeding Technical Assistance Lead)
Duration: 1 September 2026 to 31 August 2027 (possible to extend subject to performance and funding available)
ORGANIZATIONAL CONTEXT:
WFP’s mission is to help the world achieve Zero Hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
Through the country strategic plan 2024-2028, WFP will contribute to Sustainable Development Goals 2 and 17 as well as to strategic outcomes 1 and 3 of WFP’s strategic plan through the following three country strategic plan outcomes:
By 2028, systems are strengthened for people in Cambodia, particularly women and others most at risk of being left behind, to benefit from improved nutrition, education and social protection.
By 2028, food systems and disaster management systems in Cambodia are strengthened to better support the livelihoods, climate adaptive capacity and ability to manage shocks of people in hazard prone areas.
Crisis-affected populations in Cambodia are able to meet their food, nutrition and other essential needs during and after crises.
Outcome 1 focuses on WFP’s contribution to human capital development and outcome 2 supports climate change adaptation by enhancing the resilience of food systems and of people exposed to shocks and stressors. Outcome 3 represents a contingency plan for crisis response that will be activated only if needed.
WFP will achieve these outcomes in partnership with the Royal Government of Cambodia at national, subnational and local levels, United Nations partners, including the other Rome-based agencies, research partners, communities and affected people, donors and the private sector.
BACKGROUND AND PURPOSE OF ASSIGNMENT:
WFP is seeking to recruit a dynamic and experienced Programme Associate to draft comprehensive donor reports, support technical assistance, and operations of the Home-Grown School Feeding Programme (HGSFP). This position will be based in WFP’s Country Office (CO) as part of WFP’s school feeding team - whilst working across units including programme, field offices, field level agreement and grant management, budget and programming, finance, procurement, logistics, administration, monitoring and evaluation (M&E), nutrition, reporting and communications – as well as engaging regularly with WFP’s government and Non-Governmental Organizations (NGO) partners.
1. Reporting
Draft comprehensive donor reports including USDA and KOICA. This includes formulation of detailed work plans, bi-annual and annual reports, and ensure clarity, accuracy, and compliance with donor requirements and guidelines.
Coordinate with other WFP activities and units such as Field Offices, Nutrition, Communications, Monitoring and Evaluation, Logistics, procurement, field level agreement and grant management, budget & programming and finance to ensure donor conditions are met and reporting reflects integrated programme efforts. This includes communicating with relevant colleagues for inputs, review, consolidation, and managing report deadlines based on the donor requirement and agreements.
Ensure content and messaging align with donor requirements and effectively communicate programme achievements.
Contribute to preparation of critical reports for school feeding programme activities such as:
o Annual Country Report
o Annual Performance Plan (APP)
o Country Briefs
o Success stories, human interest stories, case studies, etc.
Prepare internal school feeding reports, briefs, talking points, PowerPoint presentations, and other communication materials (e.g., factsheets, one-pager programme summaries) in collaboration with the WFP Country Office Communications Unit.
Develop briefing materials and talking points for external engagements, including meetings with Government, and other events
2. Programme Technical Assistance Support and Evidence Generation
Support the implementation of the transition and Technical Assistance Strategy of the Home-Grown School Feeding programme, providing administrative support and tracking progress.
Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines, including the supply side of the school feeding programme.
Provide project management and/or general office support following established targets and WFP’s policies and procedures.
Support the documentation and formulation of the different pilots of HGSFP process and track the progress of pilots, actions and milestones.
Work with Ministry of Education, Youth, and Sport (MoEYS)/WFP to update or develop training tools and disseminate to relevant stakeholders on the HGSFP, including contributing to HGSFP operational guidance, tools and systems; school environment components including WASH, food safety and nutrition activities; and ensuring these are incorporated in the handover implementation package on the ground for both WFP and national HGSFP.
Participate in operational learning activities through field visits and back-to-office reports, including engaging in joint discussions, and supporting taking forward key lessons learnt from the field operations to assist in national HGSFP implementation and management.
In collaboration with relevant WFP, GS-NSPC, and MoEYS staff, prepare and disseminate advocacy and communications publications (posters, leaflets, briefs, factsheets, etc.) to support school feeding implementation and strategy.
3. Programme Operation and Administration Support
Act as the alternate focal person to prepare an official Field Level Agreements and amendments for government counterparts (national and sub-national) and NGO partners with WFP through collaboration with WFP Field Offices and relevant stakeholders.
In collaboration with WFP Filed Offices, GS-NSPC, MoEYS, NGO partners, and sub-national level, review their quarterly/semi-annual/annual reports and financial clearance documents to ensure they are in line with WFP’s rules and regulations.
Ensure tracking and documenting of financial and output data for donors, external and internal reporting.
Act as the alternate focal person to work closely with WFP Field Office, procurement, logistics, and CO Finance to plan for the purchase of non-food items and delivery plans in line with WFP requirements
Act as the alternate focal person to plan for food dispatch and food delivery to ensure schools have adequate stock to continue the operation without any pipeline break.
Review quarterly progress reports in School Feeding Information System (SFIS)
Act as the alternate focal person to plan for cash transfer and clearance processes.
Assist in translating documents, administration, and organizing the meetings, workshops and missions relevant to the School Feeding Programme.
Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
4. Project Performance Tracking
Liaise with key staff to track the project’s progress, indicators, budget utilization (using project management tools). This also involves coordinating and convening meetings with relevant colleagues to ensure timely delivery and compliance with donor requirements
Support organizing coordination meetings with internal and external stakeholders,
Review and analyse data on programme implementation to track programme performance and facilitate the preparation of periodic reports.
Analyse and track Area Office reports and feedback from the field to put in place corrective actions, in close coordination with other units and the field office.
5. Other Required Responsibilities
Liaise with Protection and Inclusion Officer and act as a focal point for gender mainstreaming within the school feeding programme and ensure gender is considered throughout all areas of work under the post.
Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
Stay informed of all developments related to school feeding programme, both WFP and Government to enhance understanding in preparation of reports, briefing and background notes, and other documentation as required.
Collaborate with WFP Country Office communication focal points to support school feeding events, including donor and government joint field visits. This includes coordinating with the Field Office to schedule field visits and manage related logistical arrangements.
Serve as the focal person as note-taker for weekly school feeding meetings and other key meetings, as requested by the supervisor.
Perform other duties as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has a minimum of six years in the field of education, social protection or development sectors including project management.
Has experience utilizing computers, including Microsoft Office package (e.g., Word, Excel, Power Point) and other standard software packages and systems.
Has familiarity working with school programme operation, reporting, programme management, monitoring and evaluation processes.
Has experience working with different types of external stakeholders at national and sub-national levels.
Knowledge of the UN rules, procedures and regulations would be an asset.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in English language.
