The consultant will support the Sustainable Mobility Unit in delivering the following products and services under the direct supervision of the Programme Management Officer for Gender. 1. A report defining third-party logistics (3PL), self-delivery, individual contractors, full-service providers, and other delivery modalities to ensure a consistent understanding across Deliver-E Coalition activities. 2. Six brief case studies for the Deliver-E Coalition highlighting lessons learned and common themes in zero-emission food and grocery delivery. 3. Four outreach and communication products related to Deliver-E Coalition activities. 4. A communications plan and launch concept for the Deliver-E Baseline Assessment. 5. A proposal for a Deliver-E Coalition event at COP31. 6. A concept for a zero-emission delivery city guidebook. 7. A UNEP Global Electric Mobility Programme communications booklet showcasing country-level projects, including key results, impacts, and lessons learned, tailored for external audiences. 8. A communication campaign to effectively showcase UNEP Global Electric Mobility programme activities, results, and impacts. 9. Support to the organization and delivery of two gender-focused events (in India and Nairobi) under the BMZ “E-Mobility as a Driver for Change” programme. 10. Updated and maintained Output 1 (gender data collection and database), ensuring accessibility, quality, and dissemination to wider audiences. 11. Support updated Global Electric Mobility Programme website. 12. Support the development of the webtool for the Used EV and Battery end of Life Regulatory Toolbox for LMICs. 13. Support the development of the the webpage the Used EVs and Battery end-of-life workstream and the Global Partnership on EV Battery Circularity.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use, and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable low-and zero-emissions transport in low-and middle-income countries around the world through projects and programmes on cleaner Fuels and Vehicles, Electric Mobility, Active Mobility and Transport Digitalisation. UNEP is implementing the Global Electric Mobility Programme, supporting close to 60 low and middle-income countries to shift to electric mobility for improved air quality and climate change mitigation. The Sustainable Mobility Unit (SMU) seeks to engage a Transport Consultant for a period of eight (8) months to support the GEF-funded Global Electric Mobility Programme, the DELIVER-E Coalition, and gender-related activities under the BMZ “E-Mobility as a Driver for Change” programme. The Global Electric Mobility Programme supports low- and middle-income countries (LMICs) in advancing electric mobility, with a focus on electric two- and three-wheelers, light-duty vehicles, freight vehicles, and buses. Under the GEF, the consultant will support the development of strategies to effectively communicate the programme’s results and impacts to external audiences. The consultant will contribute to the development and global coordination of the DELIVER-E Coalition, building on UNEP’s ongoing work to accelerate the transition to zero-emission two- and three-wheelers. In parallel, the consultant will support the integration of gender-responsive approaches across programme activities. Under the BMZ programme, the consultant will support the organization of two key events (in India and Nairobi), contribute to the management of activities under Output 1—particularly on data collection—and provide general support to the Gender Lead as required. This work will include the organization of meetings, collection and analysis of data, preparation of technical reports, and development of practical tools to support country-level implementation and global knowledge sharing. Under the supervision of the Programme Management Officer for Gender and Communication, the consultant will: Deliver E-Program 1. Develop a report defining key delivery modalities—including third-party logistics (3PL), self-delivery, individual contractors, full-service providers, and other models—to ensure a consistent understanding across Deliver-E Coalition activities. 2. Develop six brief case studies for the Deliver-E Coalition highlighting lessons learned and common themes in zero-emission food and grocery delivery. 3. Produce four outreach and communication products related to Deliver-E Coalition activities. 4. Develop a communications plan and launch concept for the Deliver-E Baseline Assessment. 5. Prepare a concept note and proposal for a Deliver-E Coalition event at COP31. 6. Develop a concept for a zero-emission delivery city guidebook. Gender and Emobility 1. Support coordination of stakeholder outreach and communications for UNEP’s role in the Gender and Industry Accelerator in Kenya and India. 2. Maintain and update Output 1 (data collection and gender database), ensuring it is regularly updated, accessible, and effectively disseminated to wider audiences. 3. Develop a UNEP Electric Mobility communications booklet showcasing country-level projects under GEF 7, including key results, impacts, and lessons learned, tailored for external audiences and for digital communication (based on current brochure). 4. Develop and implement a communication campaign to effectively communicate UNEP’s Electric Mobility programme activities, results and impacts, in close coordination with the SMU Communication team. 5. Support the update of the Global Electric Mobility Programme website. 6. Support the development of the webtool for the Used EV and Battery end of Life Regulatory Toolbox for LMICs. 7. Support the development of the webpage for the Used EVs and Battery end-of-life workstream and the Global Partnership on EV Battery Circularity.
Qualifications/special skills
An advanced university degree (Master's degree or equivalent) in engineering, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years’ work experience in transport projects is required. Knowledge on transport issues, including strong research experience is required. Experience in report development is required. Familiarity with transport planning frameworks and transport modelling is highly desirable. Proven experience in analytical, presentation and communication skills are desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
