Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance, and related policy issues, including those related to multilateral environmental agreements (MEAs). It works with international and nongovernmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. Under the Law Division, UNEP OzonAction is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The OzonAction’s Compliance Assistance Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) of Article 5 Parties are provided with adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fund’s Executive Committee and to ensure compliance with obligations under the Protocol. As part of the HCFC Phaseout Management Plan project, which UNEP OzonAction is implementing agency, UNEP will provide technical support to countries to strengthen their national capacity to implement competency-based assessment for good servicing practices for refrigeration and air-conditioning servicing sector to ensure leakage prevention, safety and energy efficiency of these appliances, particularly in countries with limited access to specialized trainers. Under the supervision of the OzonAction Montreal Protocol Regional Coordinators, Mr. Pipat Poopeerasupong and Mr. Mikheil Tushishvili in UNEP OzonAction, Asia and Pacific Office and under the overall guidance of the Head of OzonAction. The consultant will provide training to local assessors, trainers, and technicians (depending on country) on competency-based assessment methodologies in Bhutan, Brunei Darussalam, Cambodia, Nepal, and Sri Lanka. Precisely, the consultant will perform the following: Development of 3-day training courses and materials for training on competency-based assessment on good servicing practices in RAC servicing sector: The training will comprise both theoretical sessions to sensitize trainees on competency-based assessment on good servicing practices in the context of the Montreal Protocol (leakage prevention, safety, and energy efficiency) and practical sessions to enable trainees to have practical experience through hands-on practices on assessment. • Preparation for training on competency-based assessment on good servicing practices in RAC servicing sector: The consultant will coordinate with training institute identified by the National Ozone Unit of each country to assess availability of equipment/tools at the training facility. Based on assessment and need from training agenda/content, the consultant will prepare list of training equipment/tools, consumable materials and share it with the training center for preparation of the workshop for assessment in advance to allow adequate time for the training center to prepare for training. • Delivery of training on competency-based assessment on good servicing practices in RAC servicing sector: The consultant will conduct mission to each country to deliver 3 days training according to the agreed training schedule and agenda. During the training workshop, the consultant will lead the delivery of the training including theoretical sessions as well as demonstration and practical hands-on sessions and respond to questions raised by trainees during the workshop. • Preparation of training workshop reports: Upon completion of training on competency-based assessment on good servicing practices in RAC servicing sector, the consultant will prepare and submit to UNEP a training workshop report of each country. Each training workshop report shall include training activities, outcomes, observations and recommendations with information on the number and list of participants (female and male participants) and photos/pictures of the training workshop. After receiving comments from UNEP, the consultant will finalize the training workshop report and submit it to UNEP.

Qualifications/special skills

• Advanced university degree (Master's degree or equivalent) in mechanical engineering, environmental sciences, environmental management, vocational education or any related discipline is required, • A first-level university degree in combination with two (2) additional years of qualifying work experience in servicing of air-conditioning and refrigeration systems may be accepted in lieu of the advanced university degree. • At least 7 years of working experience in the planning and delivery of (i) training on good servicing practices or (ii) competency-based assessment in RAC servicing sector is required. • Demonstrate experience in compliance with safety standards/guidelines in handling of flammable refrigerants and energy efficiency is required. Prior experiences of training on good servicing practices or competency-based assessment in Asia and the Pacific region on Environment/Energy/Climate Change are desirable. • Familiarity with the recent developments of the Montreal Protocol and the Multilateral Fund policies and procedures with regard to HCFCs Phase-out/HFC Phase-down is desirable.

Languages
