Expert – Data Architect - Temporary Agent (AD7)

JOB DESCRIPTION:

Under the responsibility of the Head of Unit ‘Data Management’, reporting to the Head of Department ‘Digital’ (see organisational chart), the Expert shall be responsible for tasks related to data architecture, and to tasks related to the preparation and sharing of EEA datasets.

The position will entail the following tasks:

  •  Developing and documenting conceptual, logical and physical data models to ensure interoperability and compliance with One Substance One Assessment (OSOA) and EEA’s standards;
  • Establishing and leading a collaborative network of data stewards, data custodians, IT specialists and thematic experts to align data architecture with business needs;
  • Defining and maintaining methodologies for metadata management, data lineage and quality assurance to support dataset preparation for regulatory submissions;
  • Identifying and implementing approaches for integrating diverse datasets across thematic areas and external systems;
  • Preparing EEA datasets for submission under OSOA and other EU frameworks, ensuring compliance and readiness;
  • Evaluating tools and platforms for data storage, processing, analytics and developing technical specifications for potential subcontracted activities;
  • Coordinating work with contractors and European Topic Centres to deliver architecture-related tasks;
  • Participating in relevant EU working groups, networks and projects to share best practices and strengthen the EEA’s role in data governance;
  • Actively engaging in the wider Digital Department, contributing to cross-cutting activities, and supporting organisational priorities.

ELIGIBILITY CRITERIA:

Candidates applying must satisfy the following eligibility criteria on the closing date for the submission of applications:

a)    a level of education which corresponds to completed university studies of at least 4 years attested by a diploma OR have a level of education which corresponds to completed university studies of at least 3 years attested OR where justified in the interests of the service, professional training of an equivalent level;

b)    after obtaining the qualifications mentioned above, a minimum of 6 years (with a 4-year diploma) OR 7 years (with a 3-year diploma) of relevant professional experience.

In addition, in order to be eligible a candidate must:

  • Be a national of one of the member countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Türkiye);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Have a thorough knowledge of one of the languages of the EEA member countries and a satisfactory knowledge of another of these languages (corresponding to level B.2 of the Common European Framework of Reference for languages CEFR);
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.

SELECTION CRITERIA:

Essential:

  • Demonstrated experience in designing and implementing data architecture in complex organisations or projects, with a demonstrated ability to develop and maintain conceptual, logical and physical data models;
  • Demonstrated experience delivering data integration and interoperability across multiple systems and platforms;
  • Sound knowledge and demonstrated experience with modern data platforms and technologies, such as cloud-based solutions, APIs and data lake/lake house architectures;
  • Demonstrated experience in data security and compliance frameworks, including GDPR;
  • Excellent project management skills, including time management, task management, quality control and organisational skills;
  • Excellent command of written and spoken English language, at least at level C1 in all categories according to the Common European Framework of Reference for Language.

Advantageous:

  • Demonstrated experience with creating data catalogues, business glossaries, semantic modelling and advanced metadata management solutions;
  • Knowledge and experience with analytics and AI-readiness architectures.
