ABOUT PARLIAMENTARIANS FOR GLOBAL ACTION

Parliamentarians for Global Action (PGA) is a multi-party, global network of legislators from all regions of the world advocating for human rights, democracy, and the rule of law; peace and human security; gender equality and inclusion; protection of the environment; and justice in all its forms.

The PGA network includes more than 1,000 active members of parliament from more than 145 countries working in their individual capacity to advance these principles through legislative action in their home countries and internationally.

BACKGROUND

PGA’s International Justice Campaign advances justice at both international and domestic levels by promoting the universality and effective implementation of the Rome Statute of the International Criminal Court (ICC) and its amendments. This work extends to related international instruments — including the Ljubljana–The Hague Convention on Mutual Legal Assistance — and includes support for ongoing negotiation processes, such as a Draft Convention on Crimes Against Humanity and harmonization of the Kampala Amendments on the Crime of Aggression.

DUTIES AND RESPONSIBILITIES

The Consultant will support PGA's International Justice Campaign across the following areas:

Research and Analysis

  • Conduct research on developments relating to international justice in target countries, including the status of ratification and implementation of the Rome Statute and related instruments;
  • Monitor and analyze legislative, judicial, and political developments concerning the ICC and the broader Rome Statute system;
  • Research and track progress on the draft Crimes Against Humanity Convention and the Ljubljana–The Hague Convention on Mutual Legal Assistance, including developments in relevant intergovernmental processes;
  • Research the status of Rome Statute implementing legislation in target countries and systematically collect information to update PGA's internal database;
  • Prepare briefing notes, summaries, and analytical reports on international justice developments

Advocacy Tools and Resources

  • Develop a comprehensive advocacy toolkit on amendments on war crimes under the Rome Statute, tailored to parliamentary audiences;
  • Support the preparation of advocacy materials related to the ratification and implementation of the Rome Statute and the Ljubljana–The Hague Convention, including development of advocacy tools to raise awareness among decision-makers, drafting talking points, and preparing model resolutions and strategic plans;
  • Contribute to advocacy on the harmonization of the crime of aggression amendments and the process of negotiation of the draft Crimes Against Humanity Convention;
  • Contribute to PGA's drafting of funding proposals and related funding documents in support of the International Justice Campaign.

Outreach and Representation

  • Attend relevant meetings, conferences, and intergovernmental sessions on behalf of PGA; 
  • Represent PGA in expert discussions, side events, and events relating to international justice; 
  • Travel on field missions as required to support in-country parliamentary outreach and activities. 

QUALIFICATIONS AND REQUIREMENTS

Education

  • Master's degree in international law, international relations, political science, or a closely related field.

Knowledge and Experience

  • At least 5 years of experience in the field of international criminal law, including the Rome Statute, the jurisdiction and functioning of the International Criminal Court, and related instruments;
  • Demonstrated knowledge of the Kampala Amendments on war crimes and the crime of aggression, draft Convention on Crimes Against Humanity and the Ljubljana–The Hague Convention on Mutual Legal Assistance;
  • Experience in legal or policy research, and advocacy; parliamentary advocacy and/or engagement with parliamentarians is a plus; 
  • Ability to translate complex legal issues into accessible advocacy materials for non-specialist audiences;
  • Experience working with international organizations, civil society, or parliamentary institutions is an advantage.

Skills

  • Superb analytical, research, and writing skills;
  • Ability to prioritize amongst multiple tasks;
  • Attention to detail; 
  • Excellent interpersonal skills and ability to engage diplomatically with diverse stakeholders; 
  • Availability for international travel.

Languages

  • Fluency in English is required;
  • Proficiency in French, Spanish, and/or Arabic is a significant asset.
