About this position

The municipal health department of São Paulo has implemented since 2019, Avança Saúde SP, with financing and support of the IDB, that modernized primary and emergency care in the city of Sao Paulo. The project implemented multiple innovations for service delivery and management including that combined digital and physical interventions to improve the access and quality of care. These included among others: a clinical, laboratory and imaging data repository integrating clinical data from health units in Sao Paulo; a patient application to schedule care and access health data, telecare (via hybrid office visits, app-based, and home-teleconsultations); standardized triage in emergency care units connecting to hybrid office or app-based visits for lower-priority cases; and a remotely supported self-monitoring program for diabetes among others. While there is evidence on the effectiveness of these types of interventions in higher-income countries, there is limited evidence from the region of the effect of these interventions at scale.

We are looking for a consultant to design an impact evaluation for Avança Saúde SP to assess its effectiveness and generate knowledge on its effects on the access and quality of health services to inform the scale-up and implementation of similar interventions in the region.

You will work in the Health, Nutrition and Population (HNP) Division, which prepares and oversees operations in borrowing member countries in the health sector (e.g., health systems strengthening, health systems financing, organization and performance, digital health transformation, etc.).

What you’ll do

Conduct a focused literature review to extract evaluation design lessons from similar impact evaluations of the integration of digital and health interventions to improve service delivery at scale.

· Determine the key intermediate and final outcomes relevant for the interventions (and combination of them) that could be used to assess their effect on access, quality, timeliness of care and health outcomes along with any other deemed relevant based on the expected impact pathways of the interventions.

· Design the impact evaluation strategy for the key the interventions implemented under the program, including the identification strategy, comparison group, power calculations, statistical analysis to assess the validity of the proposed strategy

· Assess administrative, routine, and health information systems that could be available for both treatment and comparison groups that could be used for key intermediate and final outcomes of the impact evaluation.

· Conduct the necessary statistical analysis to determine the validity of the impact evaluation strategy based on administrative data.

· Develop the strategy, methodology, and data needs to conduct a cost-benefit analysis with the results of the impact evaluation.

· Write the study protocol for the impact evaluation.

· Participate in and provide inputs to regular meetings with the evaluation team.

· Obtain ethical clearance (IRB) for the study if deemed necessary, including any required approvals from the National Research Ethics Commission (CONEP) or municipal ethics committees. 

What you'll need

  • Education: Master’s degree in economics, public policy, public health, epidemiology or equivalent. PhD degree preferred.
  • Experience: At least 10 years of relevant research experience in quantitative methods and project evaluation in health or social sciences.
  • Languages: Proficiency in Portuguese and English (spoken and written) is required. Working knowledge of Spanish is preferable.

  • Citizenship: You are either a citizen of Brazil or a citizen of one of our 48-member countries with residency or legal permit to work in Brazil.  
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. 

Type of contract and duration

  • Type of contract: Products and External Services Consultant (PEC).
  • Length of contract: 6 months.
  • Work Location: Remote.
