• Lead the formulation of the National Strategy for the strengthening and integration of recycler and waste collector associations within integrated solid waste management systems in Bolivia, including the articulation and integration of organizational, institutional, operational, governance, financial, and social inclusion components related to recycler associations and their participation in circular economy systems. • Coordinate and technically lead the development of methodologies, organizational analyses, territorial coordination activities, and implementation recommendations required for the formulation and operationalization of the strategy, including coordination with recycler associations, municipalities, public institutions, NGOs, cooperation agencies, private sector actors, and other territorial stakeholders involved in integrated solid waste management and circular economy initiatives. • Lead the formulation of organizational strengthening components of the strategy, including associative development, governance strengthening, leadership development, organizational sustainability, institutional articulation, financial sustainability, access to financing, networking, commercialization opportunities, participation mechanisms, and strengthening of organizational capacities for recycler associations. Support the selection, prioritization, and implementation of pilot strengthening processes with recycler associations, including the development of methodologies, implementation tools, participatory diagnostics, technical assistance processes, monitoring activities, and systematization of implementation results and lessons learned. • Coordinate and support capacity-building and organizational strengthening processes for recycler associations and territorial actors, including workshops, technical assistance activities, implementation support, and participatory follow-up processes related to associative strengthening and social inclusion. • Lead and provide technical guidance for the implementation of strengthening activities with prioritized recycler associations, ensuring technical coherence and alignment with the objectives of the National Strategy. • Lead the development and implementation of participatory monitoring and follow-up tools to evaluate implementation progress, identify operational and organizational gaps, and generate recommendations for scaling and improving strengthening processes for recycler organizations. • Support the compilation, harmonization, integration, and technical structuring of strategy documents, implementation methodologies, monitoring frameworks, systematization reports, and technical recommendations developed by the multidisciplinary consultant team. • Prepare technical reports, implementation updates, systematization documents, lessons learned, and technical recommendations related to organizational strengthening, associative development, and inclusion of recycler organizations within integrated solid waste management and circular economy systems. • Support coordination and articulation processes with multidisciplinary consultant teams working on governance, public policy, recycling, integrated solid waste management, environmental management, economics, and social inclusion, ensuring coherence and integration between technical components and implementation processes. • Provide technical support to additional solid waste management, circular economy, organizational strengthening, and social inclusion initiatives implemented by the UN-Habitat Andean Countries Hub, as required.

Duties and Responsibilities
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. The consulting process described below is part of a project to promote better solid waste management at a national level in Bolivia. This initiative, carried out in conjunction with the the Ministerio de Desarrollo Productivo, Rural y Agua - MDPRyA - seeks to generate more efficient processes through various components to ensure more sustainable processes. The project, in general terms, focuses on five main aspects: • Platform - Solid Waste Management Information System (SIGIR by its Spanish acronym)- : Considering that it is a platform for reporting, control and decision-making at the national level, the tool will be updated to a more accessible version and according to the needs. The process includes the development and programming of the different modules in their online and offline versions, as well as the conceptualization of the different graphic and operational components required. • Inclusion of both formal and informal recyclers and waste collectors in the comprehensive solid waste management system: The project will establish a strategy for their support and incorporation, which includes training processes to improve working conditions in at least five selected recycler associations • Establishment of replicable models for the management and closure of open dumps: This includes a general national characterization of existing facilities based on available information. Additionally, the models must include technical frameworks that allow for their replicability across the territory. • Development of a local solid waste management plan in a municipality with a population of at least 15,000 inhabitants. At this point, support will be provided to a local government for the development of the plan in accordance with the requirements established by national regulations and the MDPRyA, which includes the technical, financial, and legal components for its structuring. • Establishment of a pilot project for the establishment of a suitable facility for solid waste management in a municipality with at least 15,000 inhabitants. This includes design, structuring, and implementation, as well as developing training mechanisms for its maintenance, operation, and management. General activities: • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) Development: • Provide technical expertise and implementation support for the formulation and implementation of strategies, methodologies, and strengthening processes aimed at improving the organizational, institutional, and operational capacities of recycler and waste collector associations within the framework of integrated solid waste management and circular economy initiatives implemented by the UN-Habitat Andean Countries. • The consultant will lead the formulation of the National Strategy for the strengthening and integration of recycler and waste collector associations within integrated solid waste management systems in Bolivia. This includes the coordination, articulation, design, and technical development of strategic, organizational, institutional, operational, and social inclusion components required to strengthen the participation and integration of formal and informal recycler associations within solid waste management and circular economy systems. • The consultant will coordinate and facilitate participatory and interinstitutional processes with recycler associations, municipalities, public institutions, NGOs, cooperation agencies, private sector actors, and other relevant territorial stakeholders to support the formulation, validation, implementation, and operationalization of the strategy. The consultant will also support the development of methodologies, organizational analyses, participatory processes, implementation tools, organizational diagnostics, and capacity-building processes related to associative development, governance, organizational sustainability, institutional articulation, financial sustainability, access to financing, operational strengthening, and inclusion within integrated solid waste management systems. • The consultant will coordinate and support the implementation of pilot strengthening processes with prioritized recycler associations, including participatory diagnostics, strengthening plans, monitoring tools, technical assistance activities, workshops, implementation methodologies, and systematization of lessons learned and implementation results. The consultant will contribute to the development of technical documents, implementation methodologies, monitoring frameworks, systematization reports, organizational analyses, and strategic recommendations related to the strengthening and inclusion of recycler associations within integrated solid waste management and circular economy systems. • The consultant will support coordination and articulation processes with multidisciplinary consultant teams working on governance, public policy, recycling, integrated solid waste management, environmental management, economics, and social inclusion, ensuring coherence and integration between technical components and implementation processes. • The consultant will participate in meetings, workshops, technical missions, territorial visits, and coordination spaces as required by the project coordination and the Andean Countries Hub coordinator. Additionally, the consultant will support the preparation and review of technical reports, implementation documents, methodologies, and knowledge products related to organizational strengthening, social inclusion, and solid waste management initiatives. • The consultant will provide technical support to additional solid waste management, circular economy, organizational strengthening, and social inclusion initiatives implemented by the UN-Habitat Andean Countries Hub, as required. • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. Knowledge Management: The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization. • Propose formats and procedures that allow the efficient implementation of the Agency's projects. • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. • Prepare reports and other documents related to meetings, missions and activities developed by the national UN-Habitat Office. • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate. • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDG) Target 11 dealing with sustainable cities and communities. • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries. • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in Organizational Management, Social Development, Public Policy, Strategic Management, Institutional Strengthening, Community Development, Social Economy, or related fields is required. A first degree in areas related to Organizational Development, Business Administration, Industrial Engineering, Sociology, Public Administration, Social Work, Political Science, Community Development, or related fields is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additional training in organizational strengthening, participatory methodologies, associative development, governance, social inclusion, circular economy, or solid waste management is desirable. A minimum of (Four) 4 years of professional experience in organizational development, institutional strengthening, associative strengthening, community development, or capacity-building processes with grassroots organizations, cooperatives, associations, or civil society organizations is required. Experience in the formulation or implementation of organizational strengthening strategies, public strategies, or capacity-building programmes related to social inclusion, recycling, circular economy, informal workers, or integrated solid waste management systems is desirable. Experience facilitating participatory processes, stakeholder engagement activities, and coordination processes with public institutions, local governments, NGOs, and community organizations is desirable. Experience in the development of methodologies, organizational diagnostics, implementation tools, monitoring frameworks, or systematization documents related to associative strengthening and organizational development desirable. Previous experience working with recycler associations, informal worker organizations, or circular economy initiatives is desirable. Experience working in Bolivia or Latin America is desirable.
