Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. This position is based in Colombia and supports the IFRC operation in the country across regular programmes, preparedness activities and emergency response. It works under the day-to-day operational and administrative supervision of the IFRC Colombia operation and has a technical reporting line to the Regional Global Humanitarian Services & Supply Chain Management (GHS&SCM) Department at the Americas Regional Office in Panama. The incumbent is expected to follow regional technical direction, standards, tools and priorities and to coordinate closely with the Colombian Red Cross and relevant Movement partners.
Job Purpose
The Procurement and Supply Chain Officer ensures timely, efficient and compliant end-to-end procurement and supply chain support for IFRC operations in Colombia. The role plans and manages sourcing, competitive solicitations, contracting, purchase-order follow-up, logistics coordination and supplier performance so that goods and services are available at the required quality and price, at the right time and place. Working in a matrix structure, the incumbent follows the technical direction of the Regional GHS&SCM Department in Panama while responding to country operational priorities. The role promotes value for money, sound risk management, reliable delivery and complete auditability. The incumbent must use the IFRC Enterprise Resource Planning (ERP) system as the official system of record and transaction platform for all procurement and supply chain activities within the position’s area of responsibility, and supports rapid operational scale-up during emergencies
Job Duties and Responsibilities
1. Procurement planning, sourcing and contracting
• Develop, maintain and monitor procurement plans with programmes, operations, finance and other requesting units, identifying priorities, timelines, dependencies and suitable sourcing strategies.
• Review purchase requisitions, specifications, terms of reference, budgets and delivery requirements; advise requesting units on documentation completeness, procurement method, realistic lead times and market conditions.
• Conduct market research and supplier mapping and development in Colombia, including due diligence, prequalification and performance assessment, to maintain a diverse and capable supplier base.
• Prepare and manage competitive procurement processes, including requests for quotations or proposals, invitations to tender, solicitation documents, clarifications, bid openings, commercial evaluations and bid analyses.
• Coordinate technical evaluations with relevant specialists and ensure that required quality reviews, technical validations and approvals are obtained before award.
• Promote the use of existing global, regional and local Framework Agreements and support the establishment or renewal of local Framework Agreements when recurring needs and market conditions justify them.
• Ensure that procurement decisions achieve best value for money while maintaining fairness, transparency and competition and giving due consideration to quality, delivery risk and total cost.
•Use the IFRC ERP as the official transaction and control platform for procurement and supply chain activities under the position’s responsibility, ensuring timely and accurate data entry, approvals and status updates.
2. Operational supply chain and logistics
• Manage end-to-end order follow-up from award through delivery and acceptance, coordinating with suppliers, freight forwarders, warehouses, programmes and receiving points.
• Support transport, customs clearance, import and export, warehousing, inventory and distribution arrangements in accordance with IFRC procedures and applicable requirements in Colombia.
• Maintain accurate shipment and delivery tracking; obtain proof of delivery and acceptance; and address delays, shortages, damage, non-conformities, claims and supplier performance issues promptly.
• Contribute to logistics and market assessments, supply chain preparedness, contingency planning and rapid scale-up of procurement and logistics capacity during emergencies. • Coordinate stock and replenishment requirements, where applicable, and support physical inventory controls, reconciliations and reporting with warehouse and finance teams. • Identify practical opportunities to reduce lead times and total supply chain costs without compromising quality, compliance or operational continuity.
3. Compliance, risk and quality assurance
• Apply the IFRC Procurement Manual, supply chain procedures, financial rules, delegated authorities, donor conditions and applicable Colombian laws and regulations. • Ensure appropriate segregation of duties, confidentiality and conflict-of-interest management, together with supplier due diligence and compliance with IFRC ethical standards and the Supplier Code of Conduct.
• Maintain complete, accurate and accessible procurement and supply chain files that meet IFRC audit-trail and record-retention requirements.
• Identify and escalate procurement, supplier, delivery, safeguarding, reputational and operational risks and propose proportionate mitigation measures.
• Advise requesting units on procurement compliance and ensure that exceptions, deviations or emergency procedures are properly justified, approved and documented before commitments are made, where applicable.
• Support internal controls, audits, reviews and investigations by providing records and explanations promptly and following up on corrective actions.

4. Coordination, reporting and capacity strengthening
• Work closely with the IFRC Colombia operation, the Colombian Red Cross, the Regional GHS&SCM team in Panama, global technical units and relevant Movement or humanitarian partners.
• Provide practical guidance and training to IFRC staff and, when agreed, National Society counterparts on procurement planning, IFRC procedures, ERP use, supplier management and documentation standards.
• Prepare accurate and timely procurement and supply chain reports, dashboards, pipeline updates and performance information for country management and Regional GHS&SCM.
• Support supplier performance reviews, lessons learned and continuous-improvement initiatives and track agreed corrective actions.
• Promote responsible and sustainable procurement practices, including appropriate social, environmental and ethical considerations in sourcing and supplier management.
Education
University degree in procurement, supply chain management, logistics, business administration, economics, engineering or another relevant discipline, or an equivalent combination of relevant education and substantial professional experience (Required)
Recognized professional qualification in procurement or supply chain management, such as CIPS or equivalent (Preferred)
Specialized training in ERP systems, contract management, logistics or humanitarian supply chain management. (Preferred)
Experience
Required:
- At least five years of relevant professional experience in procurement, sourcing, logistics or supply chain management, including hands-on management of competitive procurement processes.
-Demonstrated experience preparing solicitation documents and commercial evaluations, negotiating with suppliers and managing purchase orders or contracts through delivery and closure.
-Experience using an ERP or comparable integrated business system for procurement transactions, order management and reporting.
-Experience coordinating multiple stakeholders and suppliers while managing competing priorities and tight deadlines.
Preferred:
-Experience in a humanitarian, development or international organization, or within the Red Cross and Red Crescent context.
- Experience with the Colombian supplier market, local logistics, customs processes and regulatory environment.
- Experience supporting emergency response or rapidly scaling up procurement and logistics operations.
- Experience with Microsoft Dynamics 365 or another enterprise procurement platform.
Knowledge, Skills and Languages
Required:
-Strong knowledge of competitive procurement, contract administration, supplier management and end-to-end order follow-up.
-Sound commercial judgement and negotiation skills, with the ability to assess value for money, quality, delivery risk and total cost.
-Ability to interpret and consistently apply policies, procedures, delegated authorities and donor requirements. Strong digital skills, including effective use of ERP systems and Microsoft Office applications, particularly Excel. Strong analytical, planning and problem-solving skills, with close attention to detail and data quality.
-Ability to organize a high volume of work, meet deadlines and remain effective during emergencies or periods of operational pressure. Clear written and verbal communication skills and the ability to provide practical, evidence-based procurement advice and training.
-Ability to work effectively in a matrix structure and across functions, cultures and locations, including under remote technical supervision.

- Willingness and ability to travel within Colombia and, when required, within the Americas region, including at short notice during emergencies.
