Organizational Context and Organization Chart
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The Public Health Division (PHD) employs around 35 staff based in Noumea and Suva. It supports members in developing healthier Pacific Island people and communities. The primary focus of the division is to provide scientific and technical assistance and to support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent diseases, restore and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services.
The PHD is comprised of five programmes: 1) Surveillance, Preparedness and Response Programme (SPRP); 2) Non-Communicable Diseases Prevention and Control Programme (NCDP); 3) Clinical Services Programme (CSP); 4) Laboratory Services Programme (LSP); and 5) Health Integration and Innovation Programme (HIIP). The NCD Officer – Policy and Evaluation position is located within the NCD Prevention and Control Programme and will be based in the PHD office in Suva.

- Contribute to the co-development and refinement of the Pacific NCD Policy Impact Evaluation Framework (30%)
- Strengthen stakeholder engagement and country collaboration for NCD policy impact evaluation (25%)
- Support piloting and implementation of the NCD Policy Impact Evaluation Framework (20%)
- Contribute to technical outputs, evidence generation and knowledge dissemination (15%)
- Contribute to programme coordination, capacity strengthening and partnership development (10%)

Most Challenging Duties Typically Undertaken (Complexity):
- • Facilitating a multistakeholder co-design process across diverse Pacific Island contexts. Engaging ministries of health, policy makers, technical experts, development partners and country representatives with differing priorities, capacities and policy environments to achieve consensus on a common evaluation framework.
- • Adapting global NCD policy impact evaluation approaches to the Pacific context. Critically reviewing international evidence and frameworks and translating them into a practical, culturally appropriate and feasible framework suitable for Pacific Island countries with varying health system capacities.
- • Supporting pilot implementation of the evaluation framework in multiple countries. Coordinating activities across countries, managing competing timelines and stakeholder expectations, and addressing implementation challenges while ensuring consistency in framework application.
- • Navigating complex NCD policy environments and multisectoral issues. Working across policy areas such as food systems, tobacco, alcohol and physical activity, which often involve multiple government sectors, commercial interests and competing policy priorities.
- • Synthesising technical evidence into actionable policy insights. Contributing to case studies, reports and technical outputs that accurately assess policy impacts and communicate findings in ways that are meaningful to policy makers, donors and regional stakeholders.
- • Building and maintaining effective regional partnerships and stakeholder engagement. Sustaining collaboration between SPC, The George Institute, participating countries and other regional partners while balancing diverse expectations, communication needs and cultural considerations across the Pacific.
