Job Description: Chief, Portfolio Management
Reporting to the Director General (DG), Treasury and Portfolio Management Department (TPMD), this position is responsible tomanage the Portfolio Management Division (PM Division). The PM Division manages the NDB’s treasury portfolio with the goals of preserving capital, ensuring access to liquidity, and generating income while minimising balance sheet risks through hedging. The team does cash flow planning, monitors financial risks, executes short- and long-term investments, conducts hedging transactions, and participates in report writing. In addition, the incumbent provide support to DG in loan pricing and asset-liability management in cooperation with other parts of TPMD.
Specific responsibilities include but not limited to:
- Manage the treasury operations ensuring high quality delivery of treasury services to internal and external stakeholders identifying innovative methods of managing the Bank’s financial resources.
- Explore markets to identify innovative avenues of financing projects to maximize competitiveness of the Bank’s products.
- Identify and action profitable portfolio investment opportunities for the Bank which are consistent with the risk appetite of the Bank.
- Implement appropriate carry management approaches for local currencies.
- Generate returns from treasury investments through efficient portfolio management.
- Assist DG to implement and manage the treasury policy framework relating to investments, transfer pricing, hedging, asset liability management, interest rates, foreign exchange, pricing of sovereign transactions and guide financial decisions on sound banking practices.
- Manage liquidity effectively by assessing market risk and implement hedging strategies in accordance with the approved policy and risk management framework.
- Support DG in managing sovereign loan pricing and elements of non-sovereign loan pricing.
- Support DG conducting balance sheet management activities by identifying alternate financing structures, planning for liquidity and maintaining adequacy of capital.
- Support DG in asset-liability management and related monitoring and reporting in cooperation with funding team.
- Develop and strengthen relationships with stakeholders (including other multilateral development banks) to enhance knowledge on policies and related techniques used in treasury management.
- Enhance and diversify treasury infrastructure (including correspondent accounts, CSA, ISDA agreements, GMRA agreements).
- Coordinate with the financial planning and reporting function, as appropriate.
- Nurture talent and coach the team to ensure continuous learning and development of the team.
- Other duties and responsibilities assigned from time to time.
Position requirements
- Minimum of 12 years of relevant professional experience in a multilateral development bank or equivalent or regulated private sector financial institution with hands-on experience in the Treasury function, managing funds in various interest rate cycles in global market. Prior experience of implementing technology for efficient management of treasury functions is preferred.
- In-depth knowledge and experience of debt and equity capital markets, fixed income, currency and liquidity management, asset liability management, accounting for hedging, derivatives and treasury related accounting standards, procedures and policies.
- Prior experience in establishing and maintaining partnerships with international financial institutions.
- Substantial knowledge of liquidity and risk management practices with a proven experience of taking calculated risks for high returns.
- Prior experience in structuring treasury products.
- Strong leadership and managerial skills in managing a diverse workforce.
- Exceptional strategic thinking, leading change, problem solving, communication and interpersonal skills with high resilience and drive in achieving objectives and goals.
- Relevant experience in a multi-cultural work environment fostering a climate of team work and collaboration.
- Master’s Degree or equivalent in a relevant professional field from a reputed university or a professionally qualified accountant. Relevant certification/s from globally recognized certification agencies in the related field would be preferred.
