Purpose:
Under the supervision of the Head of Mission - KIG, the Assistant and Information Management Officer oversees Information Management in the KIG Mission and provides high level support on maintaining a strategic network of interlocutors with the Mision management. S/he acts as a reference person for Information Management products, procedures, written protocols, correspondence, and standard tools. Additionally, S/he is the focal point at the KIG mission level for all matters related to communication. S/he is responsible for implementing Comm objectives and strategies. S/he directs the orientation, planning, monitoring and evaluation of the mission’s communication activities in consultation with the Comm/Prev Manager/Regional Comm Manager.
Functional Responsibilities - Assistant & IM Officer:
- Responsible for overseeing compliance of IM framework and procedures within the delegation.
- Provides high level support to the management team in terms of networking and maintaining contacts.
- Contributes to implementing all information management projects or programs linked to information management in the delegation and/or sub-site(s).
- At the request of and under the supervision of the IMCo, s/he helps manage specific projects/files.
- Maintains general information in reference tools and databases.
- Manages and monitors the use of a range of collaborative tools and databases.
- Compiles and finalizes summaries and regular technical reports.
- Briefs systematically all new staff on information management and organizes regular training or information sessions on IM tools, products, and framework.
- Ensures staff compliance with information management rules and procedures.
- Takes part in discussion on new information management practices and, upon request of the IMCo, is involved in projects and/or contributes to the development of new information management projects and products.
- Provides technical support and guidance to staff in the delegation on information management needs.
- Ability to potentially travel within region, (Burundi and Uganda).
Functional Responsibilities - Communication Officer:
- Contributes to defining communication and, where relevant, prevention objectives, strategies and plans of action for the geographic area or programme covered, in line with the field sub-structure's priorities and/or the delegation’s communication/prevention strategy.
- With minimum supervision, implements relevant activities and develops tools for: operational communication, community engagement, promoting International Humanitarian Law (IHL), building National Red Cross/Red Crescent Society communication capacity, public and digital communication, information analysis/environment scanning, interaction with religious circles, public affairs and resource mobilization.
- Supports the Head of Mission and/or Communication/Prevention Manager/Regional Comm Manager in networking with relevant stakeholders and represents the ICRC to various audiences.
- Produce high-quality and accurate communication content, including articles, human-interest stories, interviews, case studies, social media content, factsheets, newsletters and multimedia products.
- Coordinate and where possible undertake photography, videography, interviews, and other multimedia documentation.
- Follows political, security, military and humanitarian developments, as well as other issues relevant to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to their analysis.
- Interprets and translates from and into the local language to support communication programmes when required.
- Provides technical and administrative support to the communication team (e.g. filing, stock management, event organization) when required.
- Supports communication-related training and coaching for field-structure staff and/or other departments when needed.
Certification/desired profile and skills required
- University Degree or higher in the field of International Relations, Economics, Information Management, Information Science, Information Management, Communications, Journalism or any other related field.
- At least 3 years of relevant working experience with Information Management and Communication with high-level administrative support in a multi-cultural humanitarian environment.
- IHL knowledge is an asset.
- Sound knowledge of the political, social and media environment in the country/region covered.
- Possesses sound Excel (e.g., pivot tables, functions, etc.) and SharePoint skills and is comfortable in analyzing diverse datasets.
- Ability to translate planning-specifications into technical briefs for information capture and analysis, and vice versa.
- Experience producing written, visual and digital communication content.
- Effective organizational and communication skills with a disciplined pedagogical approach.
- Proficiency in two languages. French and English are obligatory.
