The overall objective of this consultancy is to develop a comprehensive, and donor-ready business case for scaling up for Polio Eradication and Routine Immunization specific to Afghanistan.

The business case will:

  • Define IFRC and ARCS comparative advantage
  • Identify priority geographies and populations
  • Present scalable delivery models
  • Include a clear financial and investment framework
  • Support resource mobilization and strategic partnerships

Job Duties and Responsibilities

Scope of work:

The consultant will undertake the following components:

1. Situational analysis

  • Review Afghanistan’s immunization landscape (polio and RI)
  • Analyse coverage trends, zero-dose populations, and inequities
  • Identify key barriers
  • Map key actors

2. Value proposition of IFRC and ARCS

  • Analyze the role of ARCS in community-based service delivery
  • Define the comparative advantage of ARCS
  • Demonstrate complementarity with national EPI and partners

3. Design of scale-up model

  • Identify priority geographies and populations
  • Define intervention packages (e.g. outreach, social mobilization, community engagement)
  • Develop delivery models for scale-up
  • Include implementation modalities and operational considerations

4. Financial and economic analysis

  • Develop costing scenarios
  • Assess cost-effectiveness and value for money
  • Outline funding requirement and resource gaps

5. Impact projection

  • Increased coverage rates
  • Reduction in zero-dose children
  • Contribution to polio eradication goals

Consultancy deliverables:

This deliverable aims to support strategic engagement between IFRC leadership and donors, positioning IFRC and the Afghan Red Crescent Society (ARCS) as partners of choice for Polio Eradication and Routine Immunization in Afghanistan. The business case will articulate the unique value and comparative advantage of ARCS’ last-mile delivery model. It will provide evidence of alignment with the national Expanded Programme on Immunization (EPI), identify priority geographies, and set out measurable coverage targets for scale-up. The deliverable will also outline the resources and investments required for IFRC and ARCS to effectively expand their immunization programming.

The consultancy will produce the following outputs:

  1. Inception report
  2. Draft business case
  3. Validation workshop
  4. Final business case and financial model

Support to the consultancy:

The consultant will work mainly with the Afghanistan country team with support from the Health and Care and Strategic Partnerships and Resource Mobilization teams in the Asia Pacific Regional Office and Geneva office.

Time allocation:

It is estimated the consultancy will be 60 billable / working days until 28 February 2027.
