Overview of position

The GIS Unit provides geospatial services, including cartographic products, spatial analysis, and decision-support tools, to enhance situational awareness and support operational planning, coordination, reporting, and the effective implementation of the Mission's mandate.

Role objectives

The position contributes to evidence-based decision-making through the provision of accurate, timely and reliable geospatial products, services, analyses and geographic information systems that support mission operations and mandate implementation.

Key competencies

Under the supervision of the GIS Team Leader, the incumbent will perform the following duties:


A. Mapping and Cartographic Production

  • Assists with the preparation of topographic and thematic maps and geospatial analytical products such as image and briefing maps.

  • Assists in conducting terrain analysis studies and prediction of the effects of terrain, weather and situation on the mission's operations.

  • Produces customized geo-products required by senior mission leadership and ensure timely delivery.

  • Design and maintain map templates, symbology standards, and product catalogues.

  • Develop map production and quality standard operating procedures (SOPs) and guidelines for rapid production of maps by the Unit.


B. Geospatial Data Management

  • Support the end-to-end collection, integration, management, quality assurance, and documentation of geospatial data to enable reliable mapping, analysis, and operational decision-making.

  • Support the management, maintenance, and updating of geospatial databases and datasets Support to coordinate geospatial data collection using field surveys, Mobile GIS, GNSS/GPS, satellite imagery, and drone platforms. 

  • Process, compile, and integrate geospatial datasets from multiple sources, including Field operations, Remote sensing platforms, Partner agencies, Open-source geospatial repositories through the use of the most recent tools such as Micro-Unmanned Aerial Vehicle (M-UAS or Micro Drone), Open-source GIS data collection tools such as SMASH, ArcGIS Survey 123 and QField and GIS commonly used software, ArcGIS Pro

  • Support data quality assurance activities to ensure Accuracy, Consistency, Completeness, Compliance with established standards.


C. Spatial Analysis and GIS Applications

  • Conduct spatial and statistical analyses to support operational planning and decision-making.

  • Support of the development and maintenance of GIS applications, dashboards, and web mapping solutions. 

  • Utilize satellite imagery and remote sensing products to support geospatial analysis.


D. Coordination and Reporting

  • Assist in the coordination with mission components, sections, and external partners regarding geospatial requirements.

  • Assist in planning and implementing GIS-related projects.

  • Assist in the preparation of technical reports, briefings, and presentations.

  • Contribute mission reporting through geospatial analysis and visualization of products.


E. Capacity Building

  • Prepares and conduct GIS related training for geospatial analysis and mapping and Drone operation for data collection for GIS staff and end users.

  • Assist in development of technical documentation, user guides, and standard operating procedures.

  • Performs other functions that may be assigned by the GIS Team Leader


Deliverables

The incumbent will be expected to deliver:

  • Operational and thematic maps are produced according to mission standards.

  • Updated and maintained geospatial databases.

  • Technical documentation, SOPs, and training materials.

  • Periodic progress and activity reports.


Technical Competencies Required:

  • Demonstrated experience with ArcGIS Pro, QGIS or equivalent GIS software.

  • Experience in remote sensing and imagery analysis using recognized geospatial software.

  • Experience designing and creating cartographic products such as thematic, topographic and briefing maps in support of military and civilian operations.

  • Knowledge of spatial analysis techniques and geoprocessing tools.

  • Experience in geospatial database management, including PostgreSQL/PostGIS or equivalent enterprise database systems.

  • Experience with mobile GIS data collection platforms such as Survey123, QField, SMASH or similar applications.

  • Ability to deliver GIS capacity-building and user training activities.


Technical Competencies Desirable:

  • Experience with ArcGIS Enterprise and ArcGIS Online.

  • Knowledge of Python for GIS automation and scripting.

  • Experience developing web GIS applications and dashboards.

  • Experience in UAV-based mapping operations and imagery processing.

  • Experience in preparing and delivering Micro-Unmanned Aerial Systems (M-UAS) training to field personnel

Expected Outcome

The GIS technician will strengthen the GIS Unit's technical capacity through timely production of mapping products, effective quality geospatial data management, and the delivery of actionable spatial analysis supporting operational planning and decision-making.
