The war in Ukraine continues to have a disproportionate impact on persons with disabilities in the country. Ukraine has one of the highest rates of institutionalization of children and adults with disabilities in Europe. The majority of persons with disabilities face barriers to independent living and taking part in society on an equal basis with others.The WHO Ukraine-project funded by EU aims to address barriers to Health Equity which include coordination continuity care and support services in areas beyond health; recognizing that these areas of life impact the health of an people and their families over the life course. Advancing the legal environment to promote a barrier free, and inclusive environment for all people in Ukraine, is a fundamental step toward improving health equity for persons with disabilities in Ukraine.### Deliverables01. Support consultations and technical discussions with relevant ministries, other state bodies, the President’s Office and coordination structures, OPDs, professional communities, civil society organizations and development partners contributing to preparation of the 2027-2028 Action Plan. Provide technical inputs to proposed measures, indicators and responsibilities to strengthen alignment with the UN CRPD and a rights-based approach to disability inclusion.02. Written technical recommendations and proposed inputs to measures and indicators of the draft Action Plan for 2027-2028, reflecting consultations with relevant stakeholders, submitted to the Unit Lead. Expected by 15 December 2026 03. Provide technical review of the consolidated draft Action Plan for 2027-2028 and support intersectoral coordination on disability-related measures. Assess whether proposed actions adequately address barriers affecting persons with disabilities across health and non-health sectors and identify opportunities to strengthen implementation, coordination, monitoring and accountability.
