Considering the responsibilities set out herein, the Consultant shall provide monthly reports of management activities and other reports required of him/her by the Project Coordinator and/or the Coordinator of the Andean Countries Hub.

BACKGROUND The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination, and poverty. The Regional Office for Latin America and the Caribbean (ROLAC) supports Member States in ad-vancing sustainable urban development through integrated approaches to urban planning, hous-ing, urban resilience, climate action, local governance, public space, territorial development, and institutional strengthening. Working closely with national and local governments, development partners, financial institutions, academia, civil society, and the private sector, ROLAC promotes the implementation of the New Urban Agenda and the Sustainable Development Goals across the re-gion. The UN-Habitat Andean Countries Hub leads and supports technical cooperation initiatives in Bo-livia, Colombia, Ecuador, Peru and Venezuela, working closely with national and subnational gov-ernments, development partners, academia, civil society and the private sector. The Hub imple-ments a diverse portfolio of programmes focused on sustainable urbanization, territorial govern-ance, climate resilience, housing, public space, informal settlements, urban regeneration, circular economy, municipal finance and institutional capacity development. the UN-Habitat Andean Countries Hub seeks to engage a Senior Urban and Territorial Planning Expert to provide specialized technical assistance across its programme portfolio. Working under the supervision of the Coordinator of the UN-Habitat Andean Countries Hub, the consultant will support the formulation, review and implementation of projects, methodologies, planning instru-ments and technical products, while providing strategic advice on territorial planning, land man-agement, urban governance and sustainable urban development in accordance with UN-Habitat's corporate priorities and the diverse institutional frameworks of the Andean Region. The consultant will work under the supervision of the ROLAC Regional Director and the Coordina-tor of the UN-Habitat Andean Countries Hub. RESPONSIBILITIES a.) Information and validation: • Keep the ROLAC Regional Director and the UN-Habitat Andean Countries Hub Coordina-tor informed of the progress of assigned projects and technical assistance activities re-lated to urban and territorial planning. • Review and validate technical reports, methodologies, planning instruments, policy pa-pers, spatial analyses, concept notes, and other technical products prepared under as-signed projects. • Ensure technical consistency, methodological coherence, and quality assurance across planning-related deliverables. • Analyze urban and territorial planning frameworks and provide technical recommenda-tions to support evidence-based decision-making. • Ensure that planning methodologies and technical products are aligned with UN-Habi-tat's corporate approaches, the New Urban Agenda, and the Sustainable Development Goals. b.) Development: • Provide strategic technical leadership and high-level advisory services for urban develop-ment initiatives implemented by the UN-Habitat Andean Countries Hub in Argentina. • Lead or support the development of methodologies, analytical frameworks, technical tools, and implementation strategies related to sustainable urban development, territo-rial planning, urban governance, resilience, housing, public space, and institutional strengthening. • Contribute to the formulation of new programmes, project proposals, concept notes, and technical cooperation initiatives. • Identify opportunities for innovation, partnerships, and resource mobilization to strengthen the Hub's programme portfolio. • Promote the integration of cross-cutting approaches, including sustainability, resilience, climate adaptation, social inclusion, gender equality, and participatory governance across project implementation. • Contribute to the continuous improvement of technical approaches and institutional methodologies applied by the Hub. c.) Technical and Strategic Support: • Provide specialized technical advice to the Hub Coordinator, project teams, consultants, government counterparts and development partners on urban and territorial planning matters. • Support the formulation, implementation, revision and evaluation of urban and territorial planning instruments and land management mechanisms. • Facilitate technical coordination among multidisciplinary teams to ensure integrated ap-proaches across planning, housing, resilience, governance, mobility, public space, munic-ipal finance and environmental management. • Provide technical advice on territorial governance, metropolitan development, land-use planning, urban regeneration, land value capture mechanisms and strategic territorial development. • Participate in technical meetings, workshops, missions, steering committees and institu-tional coordination mechanisms. • Prepare technical briefs, policy recommendations, planning guidelines, analytical reports and strategic documents supporting programme implementation and institutional deci-sion-making. • Identify technical risks, implementation challenges and opportunities for innovation and recommend adaptive management measures. d.) Implementation: • Provide technical oversight throughout the implementation of projects involving urban and territorial planning. • Review and supervise the technical quality of consultant assignments, planning studies, regulatory analyses and project deliverables. • Support the coordination of multidisciplinary technical teams working on urban and terri-torial development initiatives. • Participate in the planning, implementation and follow-up of workshops, technical mis-sions, stakeholder consultations and capacity-building activities. • Monitor implementation progress and provide recommendations to improve technical quality, efficiency and programme impact. • Ensure that planning activities are implemented in accordance with United Nations princi-ples, including transparency, accountability, integrity, gender equality, inclusion and envi-ronmental sustainability. e.) Knowledge Management: • Promote the documentation, systematization, and dissemination of knowledge related to urban and territorial planning within the Andean Countries Hub. • Review and validate technical publications, planning guidelines, methodologies, policy documents, case studies, and lessons learned. • Support the preparation of technical guidance materials, planning manuals, knowledge of products and communication resources. • Facilitate knowledge exchange among project teams, governments, academic institutions and development partners across the Andean Region. • Contribute to strengthening institutional capacities through technical mentoring, coaching, and knowledge sharing. f.) Others: • Other activities requested and by mutual agreement with the ROLAC Regional Director and the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. • Participate in planning, coordination, monitoring, and follow-up meetings with project teams, consultants, partners, and the UN-Habitat Andean Countries Hub. • Provide transversal technical advisory services on urban and territorial planning across programmes and projects implemented by the UN-Habitat Andean Countries Hub. • Ensure that all activities comply with the principles of integrity, impartiality, professionalism, and ethical standards of the United Nations.

Advanced university degree (Master's degree or equivalent) in Urban Planning, Regional and Ter-ritorial Planning, Architecture, Geography, Public Policy, Political Science, Government, Environ-mental Planning, Civil Engineering, Regional Development, Land Management, Economics, Law, or other related disciplines is required. A first-level university degree in one of the above-mentioned fields, in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of four (4) years of progressively responsible professional experience in urban and territorial planning, territorial development, land management, land policy, urban governance, public policy, sustainable urban development, or related fields is required. As well as, demon-strated experience in the formulation, implementation, revision or evaluation of urban and terri-torial planning instruments and land management mechanisms is required. Proven experience providing technical assistance and strategic advisory services to national, re-gional or local governments on urban planning, territorial development, land management or pub-lic policy is required. Demonstrated knowledge of planning systems, land-use regulations and territorial governance frameworks applicable to one or more countries of the Andean Region is required. Experience working across Colombia, Peru, Ecuador and Bolivia is desirable. Experience in territorial planning instruments, land management, land value capture mechanisms, metropolitan governance, urban regeneration, housing, public space, resilience, climate adapta-tion, disaster risk reduction, participatory planning, or institutional strengthening is required. Experience in the preparation and review of technical studies, planning methodologies, policy rec-ommendations, regulatory frameworks, spatial analyses and strategic planning documents is de-sirable. Knowledge of Geographic Information Systems (GIS), spatial analysis tools and evidence-based planning methodologies is desirable. Experience working with United Nations agencies, multilateral organizations, international finan-cial institutions or international cooperation programmes is desirable. Strong attention to detail, good organizational and time-management skills, and ability to handle multiple tasks in a dynamic work environment.

English and French are the working languages of the United Nations Secretariat. For this post, Eng-lish and Spanish is required. Knowledge of another UN Official Language is desirable.
