Job purpose

Support implementation of IMSMA Core for the Syrian Mine Action Center (SNMAC) in line with GICHD’s strategy. Provide technical assistance including systems/tools, trainings/worksops. The primary focus of this role is to support the Syrian Mine Action Center to build a centralized system for Information Management in the National program and to build its capacity to manage, sustain and develop the same system.

This position is offered on a one-year contract, with the possibility of renewal.

Key responsibilities 

IM Management, Strategy and Governance 

  1. Advise the SNMAC on information management, understanding their needs, priorities, challenges, and supporting them in developing, implementing and maintaining information management tools and standards. 
  2. Support SNMAC in implementing the national information management strategy, roadmap and work plan 
  3. Support SNMAC in implementing and maintaining National Minimum Data Requirements and other agreed data standards. 
  4. Promote compliance with information security practices and data protection requirements  

Coordination, Representation, and Reporting 

  1. Support SNMAC in IM working groups, technical meetings, and stakeholder consultations as required. 
  2. When requested by line manager, represent the GICHD by participating and presenting at conferences, meetings, workshops and through other outreach activities. 
  3. Contribute to reporting as required for the GICHD Results Based Management (RBM) system. 

IMSMA Core Design and Development 

  1. Plan and deliver IMSMA Core implementation support as assigned by project manager. 
  2. Contribute to designing, implementing and maintaining relevant systems and tools, including forms, workflows, and data validation tools. 
  3. Provide technical support to data exchange and interoperability initiatives between SNMAC and other stakeholders including other government institutions  
  4. Support SNMAC to design and develop tools and information products for other national mine action systems as required 

Data Analysis, GIS, and Reporting 

  1. Provide spatial analysis and GIS support to inform planning, prioritisation, tasking, and monitoring of mine action activities.  
  2. Support SNMAC in the production of operational maps, web maps, dashboards, and statistics and other analytical products for decision makers (eg government, donors, and international stakeholders) 

Data Management and Quality 

  1. Monitor and improve the completeness, consistency, accuracy, and timeliness of operational data in IMSMA Core.  
  2. Support the cleaning, verification, and migration of legacy datasets into IMSMA Core. 

User Support and Capacity Strengthening 

  1. Provide day-to-day mentoring and coaching to designated SNMAC counterparts with the objective of progressively transferring knowledge and responsibilities. 
  2. Contribute to designing, developing and maintaining training materials for IMSMA Core, as well as delivering training sessions in the use of IMSMA Core and IM tailored to user requirements. 
  3. Support research and the production of studies, articles, and briefs. 

Qualifications and professional experience 

  • University degree in Computer Science, GIS, Information Management (IM) or equivalent. 
  • Minimum of 4 years of previous relevant work experience developing and implementing IM Systems in humanitarian mine action. 
  • Minimum 4 years experience working with Esri’s ArcGIS suite, including ArcGIS Enterprise/Online and Survey123. 

Knowledge, skills and competencies 

  • Syrian Nationality is mandatory
  • Fluency in English and Arabic, both written and oral is mandatory; fluency in an any other language spoken in affected countries an advantage. 
  • Strong skills in relational databases, data and process modelling and geodata management. 
  • Experience with python, SQL and/or other scripting languages 
  • Strong skills in data visualisation and analysis, particularly GIS and spatial analysis/map-making. 
  • Excellent project management, analytical, planning and organisational skills 
  • Ability to coordinate simultaneous activities/projects. 
  • Effective verbal, written and presentation skills. 
  • Experience in delivering training courses to a diverse audience 
  • Ability to facilitate technical workshops and support structured knowledge sharing among stakeholders. Ability to work in multi-cultural settings with a wide range of stakeholders. 
  • Knowledge of UN agencies, relevant national authorities, NGOs and humanitarian organisations.

 Travel requirements 

The successful applicant will be working embedded with the Syrian National Mine Action Center and will be working from their offices. Some travels inside Syria to visit Mine Action
