The emergency response is composed by multi-sectorial interventions comprising of WASH, EiE, CVA, Food Security, Protection, and others. We operate also in protracted crisis with provision of humanitarian aid through a prevention, emergency relief and rehabilitation approach. In the last 4 years we have strengthened the regions and the countries where we have been working, we have created new programs, developed new quality and compliance systems and now we need new people who want to join us to build the world we want in the coming years. WeWorld opened this Roster for Head of Programmes with strong experience in both development and emergency settings and interested for short notice, short terms deployments in countries where WeWorld would experience unexpected gaps.

Short-listed candidates will be contacted for an interview and selected candidates will become part of WeWorld roster list of professionals who will be contacted when needed.

Job description 

The Country Head of Programmes will supervise all ongoing projects in the country in accordance with the strategy, plans and policies of the WeWorld mission in Ukraine. The Country Head of Programs will ensure technical and quality control of ongoing project interventions and contribute to the development of new interventions. The Head of Programmes will work closely with the Country Representative, the Head of Support Services and the Regional Unit, to maintain and develop strategically WeWorld portfolio, in accordance with WeWorld Global and National strategy.

Main tasks and Responsibilities

·Ensure the high-quality implementation, monitoring, and performance of the entire country programme portfolio.

·Oversee and coordinate the delivery of ongoing programmes, ensuring strategic coherence, compliance with donor requirements, operational efficiency, and long-term sustainability.

·Provide leadership, guidance and quality assurance to Programme Managers, the MEAL team, and Technical Experts, in close coordination with the Country Representative.

·Directly supervise project staff, fostering effective teamwork, performance management, and proactive identification of resource gaps and operational bottlenecks.

·Contribute to the development and implementation of the country strategy, supporting strategic planning under the guidance of the Country Representative.

·Lead and coordinate the design and development of new projects, including needs assessment, logical framework development, proposal writing, and budget preparation, in collaboration with headquarters, technical advisors, and other relevant stakeholders.

·Oversee the preparation and quality control of donor reports, ensuring accuracy, timeliness, and compliance, in collaboration with the MEAL and Programme teams.

·Represent WeWorld in relevant coordination forums, sector working groups, and stakeholder meetings as delegated.

·Ensure active and effective participation in clusters and inter-agency coordination mechanisms to strengthen partnerships, information sharing, and programme impact. Organize active participation in clusters

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

·Advanced university degree or equivalent in social or political sciences, development studies, international relations, project management, human rights

·Good knowledge of the policies and procedures of major international donors (EU, AICS, UN, etc.)

·Good knowledge of MSOffice

·Fluency in written and spoken English

Professional experience

·At least four years of professional experience in similar roles, in international cooperation for development

·Proved experience in managing emergency and development portfolios funded by institutional & private donors

·Proved experience in successful portfolio management and growth

·Strong management skills

·Ability to assess needs, develop and write new project proposals

·Ability to analyse information, evaluate options, think and plan strategically

·High degree of flexibility and ability to adapt behaviour to the needs of the situation

·Ability to work independently and prevent/resolve problems

·Proven organizational skills and ability to manage multiple tasks effectively while promoting quality, team spirit and positive working relationships with colleagues

·Good communication and negotiation skills and sensitivity in dealing with local institutions on critical issues

·Cultural, gender, religious and age sensitivity and adaptability

·Strong commitment to the mission of WeWorld, genuine interest in international cooperation development issues

DESIRABLE REQUIREMENTS

·Experience in one of the following sectors: Cash and Voucher, Education in Emergency, WASH

·Fluency in Italian

·Fluency in another language (French, Arabic, Portuguese) or language spoken in WeWorld countries’ of operation (for instance, Ukrainian, Pashto, Farsi, Swahili etc.)
