Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The Periferia Viva Program was launched by the Federal Government as part of the New Growth Acceleration Program for Favela Urbanization. The objective of the Program is to coordinate public policies and strengthen grassroots initiatives in peripheral territories, aiming to improve living conditions, particularly in the program’s key areas: urban infrastructure, social facilities, social and community empowerment, innovation, technology, and opportunities. To properly implement the various Periferia Viva projects, a Civil Engineering Consultant is required. Report to UN-Habitat Manager The Civil Engineering Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilites The Civil Engineering Consultant will support the implementation of the projects and their activities, with the following responsibilities: a) Participate and provide guidance to the technical teams of local Periferia Viva projects throughout the planning and development of activities related to the theme of work. b) Provide technical contributions and advisory for studies aimed at the technical assessment of the territories to be carried out by local teams, as necessary to enable the proposal of appropriate interventions in peripheral areas, including the assessment of existing infrastructure networks and the feasibility of connections to existing water supply, sewage, drainage, and energy networks, among others. c) Analyse urban projects developed by local government teams and provide guidance on adjustments to address the physical constraints of specific sectors, when necessary. d) Conduct and advise studies conducted by UN-Habitat local teams, aimed at defining the Overall Strategy of Action Plans of the territories, particularly with regard to the compatibility and suitability of proposed actions with the conditions of the surrounding areas of intervention, as well as their alignment with contemporary strategies, prioritizing nature-based solutions, resilient engineering solutions, and design solutions appropriate for subsequent municipal operation and maintenance, among others. e) Conduct and design complementary elements for the Consolidated Action Plan and Institutional Arrangements, including the Investment Matrix of the Periferia Viva Action Plan. f) Provide information for the systematization and exchange of successful practices and experiences. g) Conduct technical activities to ensure that the project meets deadlines and objectives. h) Provide inputs for the identification and mitigation of risks, including relevant challenges or omissions and other situations that may affect the development and implementation of the project. i) Document expert group meetings, forums, consultations, training events, and other activities related to the planning, development and implementation of the project. j) Prepare reports to partners, internal reports, etc. at various stages of the project. k) Perform other duties which may be requested by the supervisor. l) Participate in missions as requested. m) Attend meetings and conferences promoted by UN-Habitat and the projects’ partners as requested. n) Have compliance with UN-Habitat quality standards and projects requirements, ensuring consistency with institutional guidelines, methodologies and expected outcomes. o) Develop reports following ABNT guidelines, ensuring alignment with UN-Habitat’s quality standards and projects requirements. p) Ensure the adoption of ethical principles in the course of the consultancy, particularly regarding active listening, respect for diversity, and the promotion of a safe, inclusive, and participatory learning environment. q) Perform any other management-related duties assigned by the Head of Brazil Office, consistent with the functions of the position. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report.

Qualifications/special skills

Education: Required: • Bachelor’s degree in Engineering is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Desirable: • Postgraduate degree (Lato Sensu or Stricto Sensu) in Civil Engineering or related fields is desirable. Work experience: • Minimum of four (4) years of experience in projects and programme management on urban-related themes in Brazil is required. • Experience in social housing policies, plans, and projects is required. • Experience in sustainable urban development for informal settlements is required. • Experience in geometric design, earthworks, and pavement design is required. • Experience in cost estimation and budgeting for urban infrastructure projects is de-sirable. • Experience in the development of geometric design projects for road restraint sys-tems and slope stabilization and retaining structures is desirable • Experience in urban drainage is desirable. • Experience in the development of land-use projects is desirable. • Previous experience within or with the United Nations System is desirable. Skills: • Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines are required. • Mastery of technological tools and use of software and online platforms is required. • Good knowledge of project management methodologies is desirable. Knowledge Management: • Contribute to the documentation, organization and dissemination of relevant technical knowledge and lessons learned related to the assignment. • Support the preparation of tools, templates and reference materials that facilitate that effective project implementation. • Ensure information, records and documentation produced under the assignment are properly organized and made available to authorized personnel. • Promote knowledge-sharing and collaboration among project teams while ensuring compliance with applicable confidentiality and data protection requirements.

Languages

• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of English and Spanish is desirable.

Additional Information

Travel details: Applicable The incumbent may be required to undertake official travel within Brazil, subject to project requirements and prior authorization of Head of Brazil Office. All official travel will be undertaken in accordance with applicable United Nations travel policies and procedures. Remuneration Remuneration will be determined in accordance with the applicable UNOPS Local ICA or UNDP’s salary scale and the level established through the official classification process. The engagement is expected to require a part-time commitment, averaging at least 20 hours per week over the duration of the assignment. The extension of this contract is subject to availability of funds and/or performance. Any contract extension is not automatic.
