1.      Organization

Diakonie Katastrophenhilfe (DKH) Regional Hub Asia and the Greek Orthodox Patriarchate of Antioch and All the East and The Department of Ecumenical Relations and Development (GOPA-DERD).

2.      Background

DKH is an international NGO based in Berlin, Germany. We are the humanitarian aid organisation of the Protestant churches in Germany since 1954. We support people in need who have been affected by natural disasters, war, and displacement and are unable to cope and recover on their own. We are committed to supporting people in need in forgotten crises that receive little to no public attention.

Our partners: We work with local partners in the respective country and are a member of the global church aid network ACT Alliance with over 140 organisations. This means we are already on the ground when disasters strike.

Our principles: Respecting human dignity is our overriding principle. Our humanitarian assistance is targeted to meet the needs of those affected. We work according to internationally recognized standards and principles such as the humanitarian principles, the Red Cross/Red Crescent Code of Conduct, SPHERE and Core Humanitarian Standards (CHS).

DKH runs the Asia regional hub in Amman, Jordan, hosting the Middle East Program office and the sister organization Bread for the World (BftW) Dialogue Office.

GOPA-DERD, the Department of Ecumenical Relations and Development, is a Syrian organization affiliated with the Greek Orthodox Patriarchate of Antioch and All the East (GOPA). Established in 1994, it's the largest faith-based, vetted low-risk organization in Syria. GOPA-DERD implements programs across 14 governorates, addressing the needs of those affected by conflict, including IDPs and returning refugees. They focus on areas like education, vocational training, WASH, shelter, psycho-social support, and health.

 

3.      Purpose

This position is instrumental to help both DKH and GOPA-DERD ensure compliant and high-quality project implementation, reporting, and MEAL of the project implemented in Lattakia and Idleb and focusing on Protection, Livelihood and Social cohesion. This position is also essential for enhancing the presence and visibility of DKH in Syria through active representation in front of the clusters, partner organization and the government. 

The position will be based in the office of DKH’s partner GOPA-DERD in Damascus. GOPA-DERD is also disciplinary managing this position.  The Field Program Officer will be working under the supervision of DKH’s Country Program Coordinator and in close collaboration with DKH’s Program Officer and Finance Officer.

 

4.      Roles and responsibilities

  • Support project cycle management and contribute to proper project design and timely implementation of project activities.
  • Support MEAL processes by sharing relevant information from field monitoring and contribute to developing, implementing and maintaining MEAL systems, tools, and procedures.
  • Support budget monitoring, expenditure forecast, payments and financial reporting.
  • Support the development of high-quality narrative reports aligned with reporting requirements.
  • Facilitate alignment with DKH guidelines, third-party donor regulations and requirements, common humanitarian standards (e.g. CHS) and good practices.
  • Support DKH with admin and legal processes and represent DKH in front of various governmental bodies legally and operationally.
  • Contribute to DKH presence in Syria and engage in meetings on behalf of DKH (UN sectors, coordination fora, Act Alliance) upon CPC’s request, communicating DKHs positions, projects, activities, and strategy.
  • Support DKH staff trips to Syria.

 

5.      Deliverables

·         Field updates and follow-up on agreed actions.

·         Contributions to monitoring tools, data collection and analysis. Conduct field monitoring, create field mission plans and field monitoring reports, submit monitoring findings and follow-up of MEAL findings.

·         Reflect field-level information, achievements, challenges, lessons learned and follow-up actions in narrative reports.

·         Expenditure tracking, forecasting and identification of variances or financial implementation issues for follow-up with relevant colleagues.

·         Inputs for program documents, such as project proposals, implementation plans, etc.

·         Documentation and follow-up of relevant coordination and stakeholder meetings.

·         Regular updates on the operational, humanitarian and regulatory context in Syria.

·         Support DKH’s operational presence in Syria, including coordination with relevant stakeholders and facilitation of staff visits and missions.

·         Support administrative, legal and governmental processes related to DKH’s operations in Syria.

·         Regular communication with the CPC and relevant DKH colleagues on program implementation, operational developments, risks, challenges and required follow-up.

 

6.      Required Qualifications and Skills

  • University degree in Project Management, political science, humanitarian studies, business administration or related fields.
  • 2 - 3 years of relevant experience in humanitarian or development programming.
  • Experience supporting program implementation, monitoring, reporting and/or coordination.
  • Experience in developing, implementing and maintaining MEAL systems, tools, and procedures.
  • Proven field monitoring skills.
  • Proven reporting skills.
  • Proven experience in donor engagement.
  • Experience in working with local partner organizations based on equal partnership principles.
  • Good level in written and spoken English, native in Arabic.

 

7.      Duration

The consultancy is a full-time position open for 6 months. Continuation of the consultancy agreement will be based on the funding situation and the performance during the assignment.
