About the roster
GCF is establishing a roster of top-tier individual consultants with specialized skills and experience in the areas set out below, including fiduciary standards; governance; institutional capacity; integrity; legal and policy analysis; risk management; environmental and social safeguards; gender; Indigenous Peoples safeguards, and Indigenous Peoples partnerships; and related institutional assessment areas. Experts are expected to work effectively in a dynamic, multicultural environment and provide high-quality technical advice that supports transparent, risk-based, and fit-for-purpose accreditation processes. Expert consultants will be mission-driven, committed to measurable impact, and able to thrive in a fast-paced, diverse environment.
The roster will operate under the oversight of GCF’s Accreditation and Entity Relations Unit, in coordination with the Office of the General Counsel, the Readiness and Preparatory Support Programme, relevant regional departments, and, where applicable, the independent Accreditation Panel. Assignments will be mobilized through separate call-off TORs and will be limited to clearly defined, time-bound outputs.
Expertise areas
The roster is intended to include senior experts with one or more of the following areas of specialized expertise:
- Fiduciary standards: financial management, internal controls, accounting, audit, procurement, grant management, sub-granting, financial intermediation, AML/CFT, integrity due diligence, prohibited practices, and related institutional risk controls.
- Governance, institutional capacity, legal and policy analysis: organizational governance, decision-making structures, compliance systems, transparency and accountability, legal frameworks, policy interpretation, and institutional readiness for accreditation.
- Risk management, monitoring, evaluation, and learning: enterprise risk management, project and programme risk controls, results management, monitoring and reporting systems, learning systems, and quality assurance of institutional evidence
- Environmental and social safeguards: environmental and social risk assessment and management, safeguard systems, performance standards, stakeholder engagement, information disclosure, grievance redress, labour and working conditions, biodiversity, land acquisition and resettlement, and community health, safety, and security.
- Gender equality and social inclusion: application of gender policies in accreditation, gender-responsive institutional systems, social inclusion, prevention of gender-based violence and sexual exploitation, abuse and harassment, and integration of gender considerations into climate finance operations.
- Indigenous Peoples’ Organizations, safeguards, and partnerships: demonstrated experience working with and/or for Indigenous Peoples’ Organizations; specialized knowledge of Indigenous Peoples’ rights, Indigenous knowledge systems, Free, Prior and Informed Consent, culturally appropriate engagement, traditional governance systems, institutional strengthening of Indigenous Peoples’ Organizations, and approaches to advance accreditation and partnerships with Indigenous Peoples.
Focus of Accreditation process and partnership development: fit-for-purpose and risk-based assessment approaches, fast-track accreditation, readiness to meet accreditation requirements, entity capacity development, partnership models, and advisory support to strengthen applicant pathways toward accreditation.
Duties and responsibilities
- Support rapid gap confirmation and triage for selected Direct Access Entity applicants under the revised Accreditation Framework (RAF), including review of Secretariat or Accreditation Panel feedback, identification of one to three priority gaps, and preparation of a concise gap-closure workplan.
- Provide targeted technical assistance to help applicants address identified accreditation gaps through standardized but customizable modules, including fiduciary documentation, governance and accountability, ESS and grievance mechanisms, gender, integrity controls, AML/CFT, prohibited practices, whistle-blower protection, information disclosure, and evidence packaging.
- Provide specialized technical advice on fit-for-purpose approaches to applying GCF screening requirements to accreditation cases involving climate-vulnerable groups, including Indigenous Peoples’ Organizations.
- Provide hands-on review and quality support for specific policies, procedures, templates, evidence matrices, document inventories, action plans, response packages, and other related materials.
- Facilitate focused working sessions with applicant technical teams and, where needed, applicant leadership, NDAs, regional departments, or other Secretariat counterparts to validate revisions and confirm applicant ownership.
- Collaborate across Secretariat departments and provide timely support for accreditation and targeted RAF Pre-Accreditation Advisory processes, while preserving clear separation between applicant-side support and independent accreditation assessment. Where assigned to support accreditation application review, provide expert advisory inputs to the Independent Accreditation Panel and Secretariat, including review of application materials, technical comments, written assessments, participation in virtual meetings, and responses to technical questions within the expert’s area of specialization.
Deliverables
- Diagnostic note confirming case suitability, agreed gaps, scope of support, timeline, required inputs from the applicant, and expected outputs.
- Revised applicant-side policies, procedures, templates, evidence notes, document inventories, evidence matrices, action plans, or response packages addressing the agreed accreditation gaps.
- Records of focused validation sessions, including issues discussed, decisions taken, applicant ownership confirmed, and any follow-up actions required.
- Ready-for-review handoff note summarizing support delivered, remaining gaps or residual risks, documents produced or revised, and whether the applicant appears prepared to proceed to the next accreditation step, without implying endorsement or assurance of accreditation.
- For accreditation review assignments, concise technical review notes, written comments, issue logs, assessment inputs, recommendation papers, meeting briefs, or responses to technical questions relating to fiduciary standards, environmental and social safeguards, gender, or other assigned accreditation criteria, prepared for consideration by the independent Accreditation Panel and/or Secretariat.
- Brief completion report confirming deliverables submitted, level of effort used, issues escalated to GCF, lessons learned, and any recommendations for future support.
Minimum eligibility requirements
Applicants must apply as individual consultants. Firms, institutions, or consortia are not eligible under this roster unless expressly permitted by GCF in a separate procurement process.
Applicants must demonstrate relevant qualifications and experience for at least one expertise area listed in this TOR and must clearly identify the expertise area or areas for which they wish to be considered.
Applicants must be available to work remotely and, where required, undertake mission travel subject to GCF approval, security requirements, and applicable travel policies.
Applicants must be able to comply with GCF requirements on confidentiality, data protection, ethics, integrity, conflicts of interest, and prevention of prohibited practices.
Required experience and qualifications
- Advanced university degree, preferably at master’s level or higher, in finance, accounting, economics, environmental or social safeguards, environmental science, social development, gender, Indigenous Peoples’ rights or engagement, law, public administration, governance, international development, climate finance, or another relevant field.
- At least 15 years of progressively responsible relevant professional experience in one or more of the expertise areas covered by the roster, preferably with an international financial institution, multilateral development bank, bilateral development agency, climate finance institution, United Nations entity, public institution, Indigenous Peoples’ Organization, civil society organization, or other relevant institution.
- Demonstrated experience conducting technical reviews, institutional assessments, due diligence, quality assurance, or advisory work in relation to accreditation, fiduciary standards, environmental and social safeguards, gender, Indigenous Peoples safeguards, governance, integrity, risk management, or related institutional standards, including experience preparing written technical assessments or recommendations for senior technical, governance, or independent review bodies.
- For experts supporting Indigenous Peoples-related workstreams, demonstrated experience working with and/or for Indigenous Peoples’ Organizations, together with specialized knowledge of Indigenous Peoples’ rights, Indigenous knowledge systems, Free, Prior and Informed Consent, culturally appropriate engagement, traditional governance systems, and approaches to advance accreditation and partnerships with Indigenous Peoples.
- Proven ability to apply fit-for-purpose and risk-based approaches to institutional review, including assessment of policies, procedures, systems, governance arrangements, implementation capacity, track record, and evidence of effective practice.
- Practical experience supporting or advising public, private, financial intermediary, civil society, community-based, Indigenous Peoples’ Organization, or other institutional applicants in meeting international standards or accreditation-related requirements is desirable.
- Excellent analytical, drafting, communication, and presentation skills, including the ability to prepare clear technical assessments, recommendations, briefing notes, tools, templates, and guidance materials for senior technical and governance audiences.
- Exceptional interpersonal skills, multicultural awareness, sound judgement, professionalism, discretion, independence, availability, and a positive and proactive work attitude.
- Ability to work independently and collaboratively as part of a tightly connected, multidisciplinary team, while maintaining confidentiality and managing actual, potential, or perceived conflicts of interest.
- Fluency in written and spoken English is required; working knowledge of other United Nations languages is desirable.
- Demonstrated ability to deliver high-quality outputs within short timelines and to work under results-based assignment arrangements.
- Strong competence and autonomy in the use of standard software programmes, including Word, Excel, PowerPoint, Outlook, and relevant web-based platforms.
- Track record of producing practical, implementable technical outputs, including policies, procedures, tools, assessments, guidance notes, or evidence packages for institutional clients.
Evaluation and selection
Applications will be reviewed against the requirements set out in this TOR and may be assessed on the basis of the following indicative criteria: relevance and depth of technical expertise; demonstrated experience in institutional assessment, due diligence, accreditation review, or advisory support; familiarity with international fiduciary, safeguards, gender, integrity, governance, or accreditation standards; quality and relevance of prior assignments; ability to deliver practical outputs under time constraints; ability to prepare concise technical assessments and participate effectively in expert review meetings; language skills; and overall suitability for GCF’s pre-accreditation support and accreditation review needs.
GCF may, at its discretion, request additional information, conduct interviews, seek references, or request samples of relevant work before confirming inclusion in the roster. GCF may also categorize selected consultants by expertise area, seniority, language capacity, regional experience, and availability to support efficient call-off selection.
Additional considerations
- Candidates successfully selected through a technical criteria review will be included in the GCF Roster Pool for a period of up to three (3) years with opportunity for renewal.
- Consultants will be home-based with possible mission travel, depending on the assignment. Remote delivery will be the default for targeted RAF Pre-Accreditation Advisory support unless an in-person mission is justified by the assignment scope.
- Roster consultants may be mobilized for targeted RAF Pre-Accreditation Advisory assignments and/or expert advisory assignments supporting the Independent Accreditation Panel in the review of accreditation applications through separate call-off TORs. Each call-off TOR will specify the applicant or workstream, gaps or technical review issues to be addressed, deliverables, timeline, reporting lines, level of effort, quality assurance arrangements, confidentiality requirements, conflict-of-interest controls, meeting participation requirements, and any applicable travel needs.
- Support under this roster will be delivered under appropriate Secretariat management, Independent Accreditation Panel direction where applicable, quality assurance, confidentiality, and conflict-of-interest controls. Applicant-side support will not confer procedural advantage, guarantee Accreditation Panel or Board outcomes, or imply endorsement of eventual accreditation. Expert advisory support to the Independent Accreditation Panel will remain advisory in nature and will not delegate or replace the Panel’s independent judgement or decision-making responsibilities.
- Performance under call-off assignments may be considered when determining eligibility for future assignments or continued inclusion in the roster.
Roster engagement and independence
Inclusion on the roster does not guarantee engagement. Experts may be engaged based on GCF’s needs, the relevant area of specialization, availability, satisfactory conflict-of-interest review, and the scope of work for each assignment. Roster experts will be expected to maintain confidentiality, disclose any actual, potential, or perceived conflicts of interest, and perform assignments independently and professionally. Depending on the call-off TOR, experts may provide applicant-side technical assistance or expert advisory support to the Independent Accreditation Panel; however, no roster assignment will confer decision-making authority on accreditation matters or permit the same expert to provide applicant-side support and independent review advice for the same application unless GCF determines that conflicts can be fully avoided or mitigated.
Roster experts must promptly disclose any actual, potential, or perceived conflict of interest, including prior or ongoing relationships with applicants, accredited entities, delivery partners, or other stakeholders relevant to a proposed assignment. GCF may decline, suspend, or terminate an assignment where a conflict of interest cannot be adequately mitigated.
